HomeMy WebLinkAbout01/13/2025 - Meeting Minutes SALT LAKE CITY JOINT TRANSPORTATION ADVISORY BOARD &BICYCLE ADVISORY COMMITTEE MEETING Minutes of the January 13, 2025 Meeting TAB Members present were Daniel Mendoza, Greg Sanchez, Josh Stewart, Jon Larsen, Justice Morath, and Lt. Steve Wooldridge. TAB Members electronically present were Craig Buschmann, Isaac Astill, John Close, Johnnae Nardone, Julie Bjornstad, Matt Gray, Miranda Bradshaw, and Suzanne Stensaas. TAB Member absent was Johnnae Nardone. BAC Members present were Ashley Lodmell, Greta Sommerfeld, Matthew Morris, and Sarah Johnson. BAC Members electronically present were Alla Chernenko, Ben Trueman, and Martin Cuma. BAC Member absent was Laura Lewis. Also present were Mili Pioquinto, Dave Iltis, Mark Stephens, Julianne Sabula, and Jonathon Nichols. Also electronically present were Amy Lyons, Hugh Van Wagenen, Kyle Irvin, Chris Norlem, Becka Roolf, and Heather Mclaughlin-kolb. The meeting was held electronically and was called to order at 5:03 p.m. by Sarah Johnson. Welcome and Member Introductions — Sarah welcomed everyone. Members, staff, and guests introduced themselves. Public Comment Dave Iltis said he noticed what seems to be a problem on the agenda with their joint meetings. There are no approvals from either of the last TAB &BAC meetings and he thinks that it's a real problem to have to wait another month for the minutes because they're all meeting jointly. He asked why not do that now. Sarah said she thinks it's intentional. Dave said it shouldn't be intentional; they should approve the minutes so that those are released as soon as possible and not delayed. It's a logistical problem that they should tackle. He's wondering what the paving schedule is for 2025. This determines where bike lanes can go in, and what roads are going to be resurfaced, and wants to know if that's readily publicly available. Last year it was kind of there,but it wasn't always clear what was getting done and what wasn't. 70o East was kind of half resurfaced, and he guesses it was because Streets chip seal machine broke. It would be nice to understand what's happening and if that street is going to get the bike lanes from Page 1 of 4 TAB/BAC 01-13-2025 Minutes at least 300 South to South Temple that it was supposed to get last year. Dave said riding his bike there today, it's blaring especially if you're coming from the south that 20o East should have bike lanes. There's certainly room to put them in very easily by the City&County building. This area right here is a little tougher,but it would be really nice to ride to the Transportation building instead of mixing it up with traffic. The connector trail meeting for This Is The Place State Park was delayed by the park and because Senator Blouin has the session starting. This is a connection from the 9-line Trail to Research Park through This Is The Place State Park. He doesn't know the status of whether that's happening or not because the park cancelled the meeting because someone couldn't be there. It might be a few more months, he doesn't know. The last thing is that it would be great to get an answer about all sorts of things that Transportation and the City put up for public input. As far as he knows, there's not one place someone can go to see what's always available nor is there a newsletter from Transportation like there is from other departments. It would be great to have some more outwardly facing communication that is organized where you can easily go and find out what streets or projects are soliciting public comment by Transportation staff. Capital Improvement Program — FY26 Internal Applications Jon explained the CIP process, and said Transportation and Engineering have focused their asks on safety, equity, accessibility, sustainability, air quality, and good governance. Jon and Mark gave specific information for each of the areas they focused on. Mark said that overall, they try to consider all modes of transportation, not just vehicles. Each of the projects that Engineering and Transportation put in a CIP application for were explained in detail including the description and funding request. These projects are listed below. • Complete Streets Reconstruction 2026 • Vision Zero Corridors &Safety Improvements • Complete Streets Overlay, Civic Campus &Green Loop Implementation • Traffic Signal Replacements &Upgrades • 70o North (2200 West to Redwood Road) • Livable Streets Program 2026 • 400 South Jordan River Bridge Reconstruction • Missing Sidewalk&Bikeway Network 2026 • Public Way Concrete 2026 (Streets Division) • Construction Project Scoping, Cost Estimating&Public Engagement FY26 (for 2027, 2028, 2029) • Transit Capital Program 2026 • Striping Changes Primarily with Streets Division's Surface Treatments 2026 • GREENbike Federal Grant Match; Bike Rack Replacements 2026 • Bridge Preservation Program • Alleyway Improvements 2026. They talked about a better way for TAB &BAC to rank these projects in the future. Becka shared the rankings given by staff, TAB, and BAC. They discussed the variance in rankings between the groups and that they may have ranked them differently if they'd had this staff presentation prior to ranking the projects. Becka said TAB &BAC members are allowed to attend the CDCIP meetings if they would like. Page 2 of 4 TAB/BAC 01-13-2025 Minutes Motion: Suzanne Stensaas motioned for TAB &BAC do a new vote ranking these projects with a one-week deadline; Greta Sommerfeld seconded the motion. The motion passed unanimously. Capital Improvement Program — FY26 Constituent Applications Due to time constraints,the constituent applications will be a topic at a future meeting. Julie asked for staff reports to be included if these applications are sent out again. Becka will resend these applications and hopes to have a better system next year. Josh said there are a lot of links on the applications, but the maps and photos can't be opened and just going by descriptions is difficult. Becka said there are 28 applications from constituents that are not managed by Transportation. At the request of TAB and BAC, she is trying to give them information on these applications. She suggested if they really want to dive into these types of applications, they should apply for the CDCIP Board once their time is up on TAB or BAC. In the meantime, she will check into putting all that information into a SharePoint folder for the group to review. She suggested they look at the description, the budget amount, and the staff comments this year. Impact Assessment Due to time constraints, this item will be on a future agenda. Motion: Greta Sommerfeld motioned to adjourn the meeting; Josh Stewart seconded the motion. The motion passed unanimously. The meeting was adjourned at 6:33 P.M. Questions/Comments from the public. • Minutes from prior meetings should be approved at joint meetings so they are available to the public as soon as possible. Members of the public need to request them by contacting the SLC Transportation office at 801-535-6630 or transp ortati on(&slc.gov. o TAB or BAC minutes that have been approved are posted on the State website within 3 days of approval. They can be found here: https://www.utah.gov/pmn/. o There is no requirement for a specific timeframe for a board to approve minutes. The minutes are approved at the next meeting of each board. However,joint meeting minutes are approved at the next individual meetings. This makes the final minutes available sooner than waiting for the next joint meeting.
