The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in Room 336. Commissioners, presenters, and the public may attend and participate either in-person or through electronic means using the Zoom link below. A respectful and safe environment allows a meeting to be conducted in an orderly, efficient, effective, and dignified fashion, free from distraction, intimidation, and threats to safety. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. Motion to Approve Minutes By Rich Foster Second to Approve Minutes By Leah Lobato Agenda Item 1: Commission Goal Review & Setting Commissioners discussed goals for 2025 including research on SLC BIPOC Disability Community needs, Salt Lake City Employee Disability and Accessibility trainings to build staff compacity, building permitting to include specifications on accessibility in new construction, and a partnership with UTA. City Updates Ashley provided an update to the Commission on the City's hiring efforts for the new Director of Human Resources. Ashley asked all Commissioners if they have any suggestions for interview questions that can be asked of the candidates as it relates to access. Time Adjourned 4:32 PM BOARDS 1841 COMMISSIONS Salt Lake City Accessibility and Disability Commission Annual Report 2024 A Message from the Chair It was an honor to be elected and to serve as chairman of the Accessibility and Disability Commission for 2024. Thank you to all the members for your trust and encouragement. In particular, thank you Everette Bacon and Amy Carmen. You left the Commission in the best order, your leadership in 2023 set the benchmark for all of us to work toward. Thank you to Kristy Chambers for serving as Vice Chair this year and to Ashley Lichtle for your help and advice.Your willingness to serve make this commission possible. When it comes to Accessibility and Disability, the Commission members are the experts and 2024 was a year to get acquainted, make new friends, and explore their expertise. All have brought a unique set of experiences to the Commission meetings. The goals for 2025 as set forth in this document are ambitious but they are possible. I am looking forward to working together to accomplish each one. Rich Foster 2024 Accessibility and Disability Commission Chair Commission Members Everette Bacon (HRC Todd Claflin Kayci Lynam Commissioner) Nate Crippes Pamela Mower Scott Browning Janis Ferre Ivana Powell Amy Carmen Rich Foster, Chair Margo Thurman Kristy Chambers, Vice Jeff Kenyon Chair Leah Lobato 2024 Overview In 2024, the Accessibility and Disability Commission provided guidance and support to Salt Lake City departments and divisions including the Salt Lake City International Airport and the Homeless Engagement and Response Team and to project teams on projects including the Utah History Museum and the 2100 South construction. The Commission held a successful ADA Day event with about a dozen community organizations tabling the event and even more in attendance. The event also honored the SLC Public Lands Planning and Design Division with the inaugural "Going the Extra Mile" Award for their dedication to improving access throughout City green spaces. Commission Goals for 2025 I. Create a selection of accessibility and disability training topics for City departments to request in person trainings. II. Create a digital repository of on demand accessibility and disability trainings for City staff to access as desired. III. Continue to identify and address ways Salt Lake City can improve inclusion and accessibility for all. IV. Identify and address ways Salt Lake City can best serve people with disabilities experiencing homelessness. V. Improve City partnership with UTA's Paratransit Program to strengthen paratransit public education campaign and services. Review of Commission Goals & Priorities COMPLETE: o More audible traffic signals throughout Salt Lake City o Develop or update City preparedness website for people with disabilities o Recruit Commissioners with diverse perspectives o Closed Captioning ordinance for all public TVs in Salt Lake City o Provide training to City staff—SLCPD Community Response Unit o Partner with C-REP to form neurodiversity subcommittee o Improve Citywide snow removal communications for access in the public right of way after a snowstorm IN PROGRESS/ ONGOING: o Free AIRA software available citywide o Provide SLC employees Seizure First Aid training o Improve communication and pedestrian access through construction zones in the public right of way (PROW) o Develop or update City preparedness plans for people with disabilities CLOSED: o Increase audio description showings at all theaters in Salt Lake City: Salt Lake County is working on improving available accessible showings but often faces limitations including shortages in qualified and representative staff to fulfill interpretations, etc.
