HomeMy WebLinkAbout01/09/2025 - Meeting MinutesSALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Thursday, January 9, 2025 A roll is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Historic Landmark Commission meeting were: Chair John Ewanowski, Commissioners Babs De Lay, Adrienne White, Alan Barnett, Amanda De Lucia, Emoli Kearns, Jared Stewart, Michael Abrahamson, and Michael Vela. City Staff members present at the meeting were: Deputy Director Michaela Oktay, Planning Manager Krissy Gilmore, Senior City Attorney Katherine Pasker, Senior Planner Nan Larsen, and Administrative Assistant Bonnie Whaley. Approval of the Meeting Minutes of November 7, 2024. Motion Mike Vela made a motion to approve the minutes from November 7, 2024. Amand De Lucia seconded Final Vote: •Yes: Mike, Adrienne, Amanda, Micheal, Jared, Alan •No: •Abstained: Emoli Kearns. John Ewanowski, Babs DeLayThe motion passed. REPORTS OF THE CHAIR AND VICE-CHAIR Nothing to report. REPORT OF THE DIRECTOR Deputy Director Oktay announced that this is the last meeting for Amanda De Lucia and thanked her being on the Commission. PUBLIC COMMENT No one wished to speak. PUBLIC HEARING 1.National Register Nomination for Nettie Gregory Center at Approximately 742 W SouthTemple - The State Historic Preservation Office (SHPO) has received a request to add theNettie Gregory Center located at the above-listed address, to the National Register of HistoricPlaces. The National Register Review Committee will consider this nomination at theirmeeting on January 16, 2025. The SHPO is requesting review and input from Salt Lake Cityas the Certified Local Government in this matter. The property is not located within a LocalHistoric District or listed as a Local Landmark Site and would not be subject to any local preservation standards found in the H (Historic Preservation Overlay) zoning district. The property is located within Council District 2, represented by Alejandro Puy. (Staff contact: Amanda Roman at 801-535-7660 or amanda.roman@slc.gov) Senior Planner Nan Larsen presented the National Registration Nomination for the Nettie Gregory Center. Public Hearing The Chair opened the public hearing. No one wished to speak, the Chair closed the public hearing. Executive Session The commission and staff discussed the following topics: •The importance of a building representing the history of an area. •The merits of preserving this building. Motion Commissioner Stewart “Based on the information listed in the National Register nomination form, the information presented, and the input received during the public hearing, I move that: 1. The Commission finds that the Nettie Gregory Center appears to meet the National Register criteria and; 2.Recommends its listing to the Utah State Historic Preservation Office and the National Register Review Committee” Seconded by Commissioner De Lay Final Vote: •Yes: Jared Stewart, Amanda De Lucia, Emoli Kearns, Alan Barnett, Mike Vela, John Ewanowski, Babs De Lay, Micheal Abrahamson, Adrienne White •No: The motion passed. 2.Major Alterations for Pioneer Park Phase 1 at Approximately 350 S 300 W - Salt LakeCity’s Parks & Public Lands Department has requested approval for modifications to Pioneer Park as part of Phase 1 improvements to the City Park. Pioneer Park is a National and LocalLandmark site, located at approximately 350 South 300 West. This type of project requirestwo Major Alteration reviews.A.Major Alteration: Major Alteration request is required for the approval of a newpavilion, a dog park shade structure, landscape and hardscape alterations, fencing, aplayground, water features, and supplementary structures. Case number:PLNHLC2024-00789B.Major Alteration: Major Alteration request is required for the approval of the ranger building. Case number: PLNHLC2024-00790 The subject property is located within Council District 4, represented by Eva Lopez Chaves. (Staff Contact: Nan Larsen at 801-535-7645 or nannette.larsen@slc.gov) Senior Planner Nan Larsen reviewed the petition as outlined in the staff report. She stated that staff is recommending approval with conditions. Nancy Monteith Senior Landscape Architect from Salt Lake Public Lands gave an overview of the Pioneer Park rehabilitation project since it started. Jamie Fogle Principal Landscape Architect from Design Workshop gave an overview of the plans pertaining to landscaping. Nate King from Sparano Mooney Architecture gave an overview of the architectural elements. Key discussion topics between the applicant and the Commission included: •Removal of trees and other landscape improvements •How will it impact local Farmer’s Markets •Water feature concerns and safety from the heat •Purpose of the range staff and the ranger program •Public bathroom design potential issues •Fencing around the features •Historical features that are being implemented Public Hearing The Chair opened the public hearing. •Cindy Cromer – commented she likes the landscaping that will occur but feels theupdates did not consider the costs of future maintenance. After confirming no additional speakers, the Chair closed the public hearing. Executive Session Key discussion topics presented by the commissioners included: •Commissioners appreciate the city took their recommendations and incorporatedthem into the design •Revitalization to this area of Downtown •Safety of the park and visitors •What seasons that the park will be used Motion Commissioner Stewart motioned “Based on the information presented and discussion, I move that the commission approve both major alteration requests as recommended by staff and detailed in the staff report”. Commissioner De Lucia seconded the Motion. Final Vote: •Yes: John Ewanowski, Mike Vela, Amanda De Lucia, Adrienne White, MichealAbrahamson, Jared Stewart, Alan Barnett •No: Babs De Lay, Emoli Kearns The motion passed seven to two. Five minute recess Reconvened at 7:12 OTHER BUSINESS 3.Commission Retreat - The Historic Landmark Commission and Staff will discuss varioustopics related to the roles and responsibility of the commission, public meetings and hearings,and potential changes to ensure the commission can fulfill their responsibilities. The commission and staff discussed the following topics: •What is the purpose of the HLC. •Discussed design guidelines and updates •Why are the decisions made that we make. •Staff Reports •Motion Sheets and making motions •Meeting sequence •Public Expectations •Planning Division Priorities for 2025 The meeting adjourned at approximately 8:28 For Historic Landmark Commission agendas, staff reports, and minutes, visit the Planning Division’s website at slc.gov/planning/public-meetings. Staff Reports will be posted the Friday prior to the meeting and minutes will be posted two days after they are ratified, which usually occurs at the next regularly scheduled meeting of the Historic Landmark Commission.
