HomeMy WebLinkAbout02/03/2025 - Meeting Minutes SALT LAKE CITY TRANSPORTATION ADVISORY BOARD Minutes of the February 3, 2025 Meeting Present from the Transportation Advisory Board Jon Larsen, Josh Stewart, Justice Morath, and Steve Wooldridge. Electronically present from the Transportation Advisory Board were Craig Buschmann, Daniel Mendoza, Greg Sanchez, John Close, Matt Gray, Matthew Morriss, and Suzanne Stensaas. Absent from the Transportation Advisory Board were Isaac Astill, Johnnae Nardone, Julie Bjornstad, and Miranda Bradshaw. Also Present was Troy Saltiel. Electronically present were Amy Lyons, Becka Roolf, Julianne Sabula, Heather Mclaughlin-kolb, and Mili Pioquinto. The meeting was held both electronically and in person and was called to order at 4:05 p.m. by Justice Morath. Welcome and Introduction of Guests — Justice welcomed everyone, and everyone introduced themselves. Motion: Matthew Morriss moved to approve the minutes of the December 2, 2024 TAB meeting and the January 13, 2025 Joint TAB/BAC meeting. Suzanne requested staff go back and ensure public questions from past meetings are being answered on the minutes. Staff agreed to add any missed questions on the minutes of the current meeting. Daniel Mendoza seconded the motion. The motion passed unanimously. Public Comment — There were no comments from the public. Report Out — by Members Matthew said that back in December it rained a lot and was dark a lot, he wanted to comment that the road paint for lane dividing is very difficult to see at night when the roads are wet. A lot of the city streets, particularly California, Boo South, and goo South are where he really noticed it. Even with streetlights, it's just hard to know exactly where the lanes are, or another one would be. It was really hard driving at night, and he could sometimes see the paint,but it just didn't seem super reflective. He doesn't know if there's a magic formula out there for reflective paint for when it's wet at night but wanted to leave the comment for transportation. Jon said UDOT is researching potential solutions such as tape instead of paint. Currently glass beads are added to the top of the paint immediately after it's painted. The beads stick to the paint but wear off over time. Suzanne said that it's really a UDOT issue,but TAB needs to have a UDOT person on TAB. A letter was supposed to have been sent to UDOT requesting a consistent person Page 1 of 4 TAB 02-03-2025 Minutes on the Board rather than a revolving person attending. She doesn't know if that letter was sent but hopes so because many times an issue like she had last night comes up. She was coming from 600 North onto I-15 going south on one of those diagonal long turn left turns under the freeway. The lighting there was just terrible, and the stripes were fading and if it were raining or a little bit of snow or anything,you would have no idea even where the entrance to that ramp was. It needs not only light but striping and it's a UDOT question,but they don't come to the meeting. Justice asked Becka if a UDOT letter was sent out. Becka said she needs to check the status of letters with the recent TAB Chair transition. Greg said he's seen a lot of articles about cleanup on North Temple, improvement of drug enforcement, and whatnot in the Power District area. He expressed concern that some of the issues are progressing further north. He's sure issues are going south as well,but from what he can see, they are progressing further north and becoming issues along the trail, especially by 65o North, the bridge they are going to reconstruct. He's seen and heard from the community that there are needles and other trash that is dangerous and people camping along the way. He's talked to friends who have gone biking through there, weaving through it. He knows it's not something the Board can solve,but he wanted to bring it up as a concern within his community of a great amenity that can't really be enjoyed properly. He brought this up because he thinks TAB should all be concerned, especially with the Power District development. It'll be really nice there,but then there are concerns about the repercussions in the adjacent areas. Justice added that if it gets to Backman Elementary, he wouldn't want to put elementary school kids in an uncomfortable situation. Josh listened to the Mayor's State of the City address. She mentioned this new sports stadium stuff in the Delta Center. He's wondering if TAB can add to an agenda item in a future meeting to kind of look at what SLC is doing in terms of transportation related to that project. Jon explained that plans for this area are evolving rapidly with many parties involved. Justice said it's important that TAB's voices are heard during the decision making. Jon said he will see who they can get to talk to TAB. Matthew said there was a SL Tribune article about TRAX rerouting through downtown happening at the end of the decade before the Olympics. He thinks it'd be worthwhile to have someone from UTA come talk to them about this. He knows the plans are now more finalized,but he can't remember if they'd had a presentation on this proposal in the past or what other proposals there will be for changes to transit before the Olympics. Matt said to his knowledge there hasn't been a presentation to TAB and not since the completion of the project, which is very recent. He will ask about arranging that or maybe finding a presentation that can be shared. Matthew said that would be great because this seemed to evolve very quickly from multiple plans in the fall to now a finalized plan. Nobody came to talk to TAB, and he was hoping at some point somebody would. He'd like to advocate for that on a future agenda. Retreat Update Board members and staff discussed whether to follow up on former TAB chair Johnnae's idea of having a retreat, since she has now resigned from TAB. Suzanne said she would be willing to help organize a retreat if someone else would help as well. After some discussion, Justice, serving as acting chair, suggested that the topic be revisited once the TAB leadership is filled again. No action was taken. Page 2 of 4 TAB 02-03-2025 Minutes Federal Grants Status Staff provided a brief update on federal grants. At this time, Transportation staff are proceeding with the idea that their federal grant commitments that are already programmed and in place will go forward. Matthew asked what percentage of the SLC Transportation's budget comes from federal funding; Becka said it is typically around $4-5 million per year. She said it's the new programs that were created through the bipartisan infrastructure law that are most likely to be eliminated. Jon said Transportation doesn't have any federal money in their operating budget; the federal funds help them take on bigger projects they otherwise couldn't do. No action was taken. TAB's Prioritization of Internal CIP Applications TAB members discussed the difference in priorities of these applications between SLC, TAB, and BAC and how to give input to the selection process. Motion: Justice motioned to write a draft letter in support of the CIP applications; Josh seconded that motion. The motion passed unanimously. Constituent CIP Applications The Board looked at the rankings of both TAB and BAC and discussed a possible letter of support. Motion: Justice motioned to write one letter of support with TAB's rankings for both City and Constituent CIP applications separated out. This will include their rankings for all projects and a brief narrative of comments on the ranking sheets. This may include a request for more money in the future because the community is asking for more to be done in transportation around the city. Matthew seconded. Motion: Greg Sanchez motioned to adjourn the meeting; Suzanne Stensaas seconded the motion. The motion passed unanimously. Previous Meeting Questions from the Public 12-02-24 • Dave Iltis has been pushing SLC to leave the lloo East bike lane from 1st Avenue to goo South and he still hasn't gotten an answer from Transportation. He wishes they could get this started this spring and even if there is one block that the pavement is a disaster on,you could go in and put bike lanes on the other blocks. Then you would have a continuous route from the Avenues all the way to 33O0 South if the area from South Temple to goo South was fixed. He would really like an answer. o We've talked about this with Dave, and while we can't yet give a definitive answer on the timeline,we are definitely planning to add in bike lanes for this section of lloo East. It will likely be in phases, including some sections that will be in conjunction with reconstruction projects.We've assigned a project manager who has begun working on potential striping plans. 01-13-25 • Dave Iltis is wondering what the paving schedule is for 2025. This determines where bike lanes can go in, and what roads are going to be resurfaced, and wants to know if that's readily publicly available. Last year it was kind of there,but it wasn't always clear what was getting done and what wasn't. 7Oo East was kind of half resurfaced, and he guesses it was because Streets chip seal machine broke. It would be nice to understand what's happening and if that street is going to get the bike lanes from at least 300 South to South Temple that it was supposed to get last year. o We don't yet have a surface treatment schedule for 2025,but we do have a rough potential list. Streets did have some equipment issues last year,which means they didn't get to 7Oo East,but are planning to do it this year. Approved by Transportation Advisory Committee 05-05-25.
