Board Members Jennifer McGrath Jade Sarver Also Present Shyann Hugoe Dillon Hase 2. Business A. Welcome Ms. McGrath welcomed everyone and opened the General Needs Hearing on December 4, 2017 at 4:35PM. B. Statements Mr. Jason Wheeler stated that housing is very expensive in the City and the need for affordable housing is acute.He added that there is need to protect the affordable housing in the City. Mr. Wheeler addressed that he supports ADUs and that the City has done a lot to improve pedestrian/bicycle routes,but there are still improvements to be made.He mentioned that there are many roads that do not consider bicycles at all (regarding markings, signage,and etc). Mr.Nigel Swaby stated that he lives in Fairpark and that there needs to be more ownership opportunities for affordable housing.He explained the City is focused on rental,which is not good for long term affordable housing. Mr. Swaby added that when the City considered ADUs,they carved out a protected area and that it does not speak equality and sets a poor precedent. He discussed that affordable housing should be everywhere. Mr. Swaby noted that he is a Real Estate agent and has spoken with developers and concluded that one of the impediments to affordable housing are historical zones and he would like to see the City be more supportive of zoning and affordable housing. Ms. Bobbi Brooks declared she was the Current Chair of the Jordan Meadows Community Council and that she would like to see more community involvement with the refugee population with more education and more outreach within the communities. She sees a great need at the 700 N 215 Off/On Ramp,with landscape and welcome signs.Ms. Brooks added that she wants Salt Lake City residents to have more ownership of the community. Mr. Shawn McMillen stated that he was the Executive Director of First Step House. Mr. McMillen explained that he was in a long-term recovery center and his family afforded him the means to achieve stable recovery and that individuals with less opportunity do not have options for housing and employment.He added that these individuals end up with unintended consequence of Housing First because individuals in recovery sometimes end up in a less stable environment. Mr.McMillen briefly noted that CDBG resources should fill that gap in services for those in early recovery. Ms. Elsa Borell noted that she was the Director of the Early Learnnlg Center and she came to the United States 30 years ago and it was difficult making it day-to-day. She discussed that empowering children with education is incredibly important, especially for children who have fewer opportunities. Ms. Borell stated that education leads to opportunities, and that parents need the opportunity to learn the importance of education. She went on to state that funding for outreach programs and early childhood education is very important. Mr. Swaby asked about the purpose of the Board was.Mr. Sarver explained the purpose and discussed how the Board reviews applications and makes recommendations to the Mayor.Mr. Sarver explained the difference between federal and city funding. He also explained what Federal funding can be used for. Ms. McGrath spoke about opportunities to serve on various City boards and gave direction on how to find the various boards should any participants be interested. 3.
