Regular Meeting Minutes
Monday,July 14, 2025
The Salt Lake City and County Building Conservancy and Use Committee convened in Roger Cutler
room on Monday,July 14, 2025, at the Salt Lake City and County Building in Salt Lake City, Utah.
Chair Katherine Tucker called the Conservancy&Use Meeting to order at 4:12 PM.

PUBLIC COMMUNICATION: GENERAL
• No public communication was recorded.
APPROVAL OF MINUTES
• Approve the minutes of the regular Conservancy&Use Meeting on April 14, 2025.
o The minutes from the meeting of April 14, 2025,were approved on Mark Morris's
motion, Kathy Davis second on a unanimous vote. Catherine Tucker abstained due
to being absent at the April meeting.
o Pending correction on attendance

• None
DISCUSSION ITEMS
Washington Square Cultural Landscape Report
• Presentation by Nancy Monteith (Senior Landscape Architect, Public Lands), Nate Kobs
(Director of Security)and Amy Reid(Associate Landscape Architect II, Public Lands)
regarding the need for a Cultural Landscape Report(CLR)for Washington Square to guide
security enhancements.
• Discussion Points:
o Importance of preservingthe historic integrity of the site.
o Potential conflicts between existing design guidelines and the CLR.
o Administrative process for incorporating the CLR into existing guidelines.
• Motion: Catherine Tucker motioned to recommend to the mayor that a CLR be prepared
through Public Lands before implementing security measures.
• Second: Mark Morris
• Amendment:The motion was amended to include Mark Morris as the committee
representative for the CLR process.
• Vote: Motion passed unanimously.
Washington Square Fountains Update
• Presentation by Josh Lander on the restoration of the Washington Square fountains.
o Fountains are in transit from Alabama and will be installed the following day.
o New drainage system to comply with EPA and local ordinances.

o New pumps and piping to be installed.
o Winterization plans discussed.
• Discussion Points:
o Maintenance and security concerns.
o Signage to warn the public about untreated water.
Committee Membership and Terms
• Discussion on Kathy Davis's term as a representative of the Salt Lake City Arts Council
Board expiring.
o Kathy is willing to continue serving until a replacement is found.
o The committee discussed the possibility of amending the rules to allow non-board
members to serve.
o Jason Oldroyd will follow upon the amendment process.
Election of Chair and Vice Chair
• The election of a new chair and vice chair was postponed due to the absence of three
members.
o The election will be discussed at the next meeting in August.

• None.
Chair Catherine Tucker adjourned the meeting at 5:22 PM without objection.
