HomeMy WebLinkAbout08/18/2025 - Meeting Minutes SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the August 18, 2025 Meeting Present from the Bicycle Advisory Committee were Ben Trueman, Esther Daraciang, Jeannie Rollo, Kerry Doane, Martin Cuma, and Rebecca Bauer. Electronically present from the Bicycle Advisory Committee were Alla Chernenko, Laura Lewis, Maxwell Hoagland, and Sarah Johnson. Absent from the Bicycle Advisory Committee was William Davis. Present were Greta Sommerfeld, Mili Pioquinto, Lt. Steve Wooldridge and Jon Larsen. Electronically Present were Hugh Van Wagenen, Dave Iltis, Geoff Dupaix, Mary Sizemore, DeDe Murray, and Julianne Sabula. The meeting was held both electronically via WebEx and in person and was called to order at 5:00 p.m.by Martin Cuma. Sarah welcomed everyone and everyone introduced themselves. Approval of Minutes Motion: Kerry Doane motioned to approve the minutes of the May 19, 2025 BAC meeting. Jeannie Rollo seconded the motion. The motion passed unanimously. Motion: Esther Daraciang motioned to approve the minutes of the June 9, 2025 Joint TAB/BAC meeting. Martin Cuma seconded the motion. The motion passed unanimously. Member Report Out Rebecca Bauer said she lives just off of 13oo East and has been living with all the construction there, but is very excited to see what's coming. It looks like the bypass on the side is going to be really nice and then getting across 1300 from Stratford should be so much better,you won't have to walk yourself down on the other side. Kerry Doane has been traveling out of the city for the last month,but just on her ride in today, she had a great experience on the 9-Line. People were walking and they saw her and the pedestrians moved over for her. A car that was coming and going to turn left in front of her saw her and was looking back to let her cross. It was just a really good experience on the 9-Line. She also asked if roads with bike routes have any sort of preference when it comes to maintenance. She comes down the Gilmore hill and coming down that hill is kind of dangerous when you're going fast because it's in such bad shape. Jon said to fix that particular area would require tearing out the entire road due to the surface type and would be a surprisingly expense project for a local street. Greta Sommerfeld lives near the new section of 300 West where they're putting in the extension from the 9-Line to 400 South and it looks like they've been making good Page 1 of 6 BAC 08-18-2025 Minutes progress, she's excited to ride it. Jon said that project made it in one week prior to SB- 195 the deadline. Esther Daraciang spends a lot of time on the 9-line. As a cyclist they're moving quickly and sometimes they hit the crossings when it's too late to push the button. She's wondering if there is a way, on these byways, to make them all set to walk and then immediately countdown. Then as a cyclist, they can make an educated decision whether or not to cross a street with a green light. Jeannie Rollo had the same question as Kerry, whether bicycle roads/routes get preference for maintenance. She said lath Avenue in its entirety but especially from Virginia to M Street is in terrible shape. She has also observed that there are a lot of inconsistencies throughout the city in terms of how bike paths and bike lanes are marked. She travels up and down 70o East a fair amount and she's not sure she realized it had an official bike lane, part of which is underutilized, and she's wondering if it's because of a lack of signage or if the paint is old. Someone mentioned to her that the bike lanes could have some sort of bright green paint that they're using for more dedicated bike lanes and maybe it would stand out more. There just seem to be a lot of inconsistencies throughout the on road bike lanes. Jon said the state of the practice in the industry has changed so much and they wanted to implement bike lanes as soon as possible, but there has been talk about standardization. Maxwell Hoagland observed that the slurry seal on Emigration has been completed. He knows it's not really part of SLC but it's super black and super-hot but if you ride it, you ride it again. He also commutes on 200 South twice per day and he thinks all the barriers that are kind of slanted should be painted yellow because he sees people driving over those all the time when they make right turns. He said most of the bike lanes have been repainted on Emigration. Laura Lewis said after her bike vacation,we have so much to learn from the Dutch and the Germans. Just even riding on streets is night and day and with the driver's being so much more aware of cyclists and being good drivers, it was very refreshing. Sara Johnson thanked everyone who could make it to the get together in July. It was a great turnout and great to see everyone. She also wanted to comment on biking on 70o East. For her personally, and she knows of other people, they don't bike it because of the high traffic and there are parallel alternatives nearby. She'd rather take a parallel route than take the high traffic route. Martin Cuma said he likes to bike 70o East because it's much faster than other routes. He told Geoff from UDOT to keep the bike lane on 70o East. Jon said UDOT just built a new trail but Martin said it's slower and he likes the faster one. Public Comment Dave Iltis encouraged BAC to continue to be inviting to the public. One of their powers and duties is to act as liaison to the community. TAB does not do that very well. The BAC does a much better job and he asks that they continue to be welcoming as they have been to the general public. He also has an SB-195 update,he put in the chat the story behind SB-195 by Building Salt Lake. He encourages them to read that, it's a pretty horrible story. A particular TAB member wrote the paper that fueled SB-195 which we're still seeing repercussions from. He sees they're talking about this in a bit and he would say as far as he knows, the following projects have already been stopped or affected by SB-195 and hopefully Jon can give an update later. Those are 70o East from 300 South to South Temple despite the fact that it was advertised in 2024 as bike lanes going in, there were not put in, the lanes are like 14'wide, it's horrible, this was a missed opportunity. 300 West, there's no bike path between 400 South and 300 South because Page 2 of 6 BAC 08-18-2025 Minutes of SB-195. Rumor has it that Sunnyside is going to see fewer improvements because of SB-195. 2100 South east of the park is going to see fewer improvements or delays because of SB-195 and 2200 West bike lanes were not improved because of SB-195- Hopefully Jon can address that when he talks about it in a bit. Some other updates, Emigration Canyon was repaved and restriped but they messed up the striping and are probably going to have to redo it. They went from what should have been ii'lanes to 12' lanes in various places and he's been working with Emigration and the County Municipal Services District to get that right and they screwed it up. There's a brand new bikeways tool that he doesn't think BAC knows about yet called bikeways.utah.gov which has bike lanes throughout the entire state. It's put together by Bert Granberg of WFRC. It's really quite amazing, so have a look and if there are missing spots on there, let him know and they will update them. 3200 West has some mistakes on it which Dave submitted. Speaking of 3200 West, last fall he worked with UDOT to get them to do a pedestrian and bike improvements crossing under the SR201 with the new bridge they put in. He hasn't been out there since it's been completed, but they did do a bunch apparently to make it much safer to cross under SR201 which is fantastic. SLC and WVC contributed monetarily to that. The 70o East bike lane. Martin said he rides it, had that been there in 1998, he wouldn't have been hit by a car that wasn't paying attention. Despite the fact that some people don't ride on that bike lane, it's necessary and has it's place even with the new path there. As far as the path goes, it needs crosswalks marked and more signage which it does not have. The path is great, it just doesn't seem complete. Jeannie asked about lath Avenue. Dave said his understanding as of last year was that it was supposed to be chip sealed roughly from Terrace Hills to Virginia with the lanes getting narrowed because they're super wide and the speed limit or speed limits normal, but speeds are really high there. He doesn't know the status of that project but hopefully Transportation will work with UDOT to get approval to narrow the lanes there because it's truly awful for bikes and the north side of the road, the lane for bike lane is just too narrow there. If they narrow the traffic lanes there would be more room. Jon said normally he wouldn't need anyone else to weigh in but because it's within the SB-195 area, they can't narrow anything without approval. Adjustments to Bikeways per BAC Input Jon went over some bikeways adjustments that have been or will be made based on BAC input. These adjustments will be on two way bike paths adjacent to busier roads like 300 West and goo South. If the Committee feels like these adjustments are helping, Transportation will expand to other targeted locations. • Signs reminding turning vehicles to yield to pedestrians and cyclists for both ingress and egress • Signs to notify motorists of two way bicycle cross traffic at side street stop signs • Ingress and egress of driveways will have signs that say turning vehicles yield/stop for bicycles. • Pavement markings for cyclists at driveways that say look. The Planning Division is working on updating the zoning on 300 West because it is transitioning to more housing and is becoming a neighborhood. Jon said site triangle issues have been brought up, but they are hesitant to pull out trees. He said the driver should stop at the stop bar, make sure it's clear for cyclists, then pull forward to make sure it's clear for cars before proceeding. The Committee said it's great to see that there is action taken based on their feedback. Page 3 of 6 BAC 08-18-2025 Minutes SB195 Brief Update The Committee received a quick update to get caught up with the conversation that was had with TAB. Becka suggested the BAC read the TAB minutes. One of the things that was discussed with TAB, to get more input from both TAB and BAC, is that they're probably going to put this on the agenda for the joint meeting in September as well as possibly their October meeting. There is a desire for some members to weigh in on some of the studies and analyses that were required. UDOT has a deadline to submit their report to the Legislature by October 15th. They are doing their own study looking at the last 10 years'worth of projects and the next 10 years'worth of projects. They are looking at the impacts so they invented a term called"highway reduction strategies", any project that meets those criteria needs to be analyzed. Jon asked if there are BAC members that would like to be on a technical review sub-committee to advise and review some of the insights before they're made public. Kerry, Ben, and Alla volunteered. They are considering a member of the public on this sub-committee as well. BAC Transitions & Elections BAC elections will be held in October. Since there will be no current officers at that time, Becka will chair that meeting. The Committee members did a get to know each other exercise.
