HomeMy WebLinkAbout10/06/2025 - Meeting Minutes SALT LAKE CITY TRANSPORTATION ADVISORY BOARD Minutes of the October 6, 2025 Meeting Present from the Transportation Advisory Board were Jon Larsen, Justice Morath, Matt Gray, and Lt. Steve Wooldridge. Electronically present from the Transportation Advisory Board were Ari Tepper, Kelbe Goupil, Miranda Bradshaw, Solomon Brumbaugh, and Turner Bitton. Absent from the Transportation Advisory Board were Craig Buschmann and Josh Stewart. Present were Brian Conley and Julianne Sabula. Electronically present were Amy Lyons, William Davis, Becka Roolf, Martin Cuma, Meredith Muller, Sofia Jeremias,Alla Chernenko, Mary Sizemore, Jason D, and Henrique Cruz. The meeting was held both electronically and in person and was called to order at 4:02 p.m. by Justice Morath. Welcome and Introduction of Guests — Justice welcomed everyone, and Board members and staff introduced themselves. Motion: Matt Gray moved to approve the minutes of the August 4, 2025 TAB meeting and the September 8, 2025 Joint TAB/BAC meeting. Turner Bitton seconded the motion. The motion passed unanimously. Chair Report • SLC Moves is having their open house at the main library this Wednesday, October 8tn from 5-8 p.m. and will be talking about street planning. • SLC Council is having their annual west side meeting tomorrow night at the Sorenson Unity Center. New Board Members / 4 Current Vacancies Becka went over the new and pending TAB members as well as the current vacancies. • Recent-Solomon Brumbaugh, University of Utah • New- Samantha"Sam"DeSeelhorst,WFRC • New- Brian Conley, SLC School District • Vacancies— District 4, District 7, ORG Seat for the BAC Vice-Chair, and an ORG seat they are hoping to fill with someone representing the disability community She went over the recruitment process for open positions and Turner volunteered to help. Justice said he's already reached out to the Page 1 of 4 TAB 10-06-2025 Minutes Accessibility and Disability Commission and they were going to put this on their agenda. Report Out — by Members Miranda Bradshaw said the Urban Trails Committee has a pretty good draft of their mission statement and the metrics they want to measure their success by. She will present this to the Board in November to get their thoughts and feedback. Kelbe Goupil said a D2 neighbor applied for a Constituent CIP project and were awarded around $76k. This means they will be getting a handful of speedbumps on Boo West between goo South and 1300 South which they're really pleased about. Justice Morath reminded the members that if they see things or there is anything they are concerned about, the report out is their opportunity to put it on the Board's radar. They can't do anything actionable with those items at that time,but they can put them on future agendas for follow up if they want to address something further. Public Comment There were no public comments. Transportation Division Changes Jon announced he has accepted a position with UTA, and this will be his last TAB meeting. Julianne Sabula will be the interim director until his position is filled. SB195 — Update & Discussion Potential Outcome: TAB input on SB195 and forthcoming reports Jon updated the Board on SB-195 and noted that a public feedback website is available for the mandated mobility plan. There will also be an open house this Wednesday, and members are encouraged to help spread the word to boost participation. Key Dates &Updates: • Oct 8: SLC will hold an Open House to share their Mobility Plan with Constituents. • Oct 15: UDOT will present their required study to the Transportation Interim Committee. • Nov 1: SLC will submit its official response to UDOT.No surprises are expected due to ongoing collaboration. • Main difference: UDOT's study covers 10 years of projects,while SLC's review spans 5 years TAB members Kelbe, Brian, Turner, and Justice plan to meet after the Legislative session Wednesday to consider drafting a letter expressing their thoughts to the Mayor, City Council, or Legislature. Justice suggested the letter could affirm the City's trust in the process, showing that SB-195 may be achieving its goals. Additional Notes: • Jon also shared the idea of developing a tiered,layered network for streets in partnership with UDOT and welcomed feedback from members. • Steve recognized Jon's work over the past 8 years, especially in reducing crash fatalities. • Ari asked how long it takes post-construction for traffic to stabilize.Jon said 6 months to 2 years,but a full analysis takes 3-4 years. • Miranda suggested tracking metrics now to measure SB-195's impact.Jon agreed it was a good idea. Page 2 of 4 TAB 10-06-2025 Minutes • Turner asked about state involvement in city transportation.Julianne responded that while there's a national trend toward top-down governance,it's still rare and was almost unheard of until recently. Motion: Matt Gray motioned to adjourn the meeting; Justice Morath seconded the motion. The motion passed unanimously. The meeting was adjourned at 5:24 p.m. and the next meeting is scheduled for November 3, 2025, at 4:00 P.M. Mary Sizemore 1o/6/2025 5:19 PM - https://maps.slc.gov/portal/apps/storymaps/stories/18oacO3a3f2b4a22aglb3eobfddf2 1o/6/2025 5:19 PM • ^Livable Streets project page for this zone Mary Sizemore 1o/6/2025 5:21 PM - West Temple Sewer Line Project — October 2, 2025 Update Page 3 of 4 TAB 10-06-2025 Minutes Construction of the temporary sewer bypass pipe along Main Street between Merrimac Avenue and 170o South is anticipated to start the week of October 6, 2025. • This work will be performed on weekdays between 5:30 PM and 7:oo AM to minimize impacts on traffic and access to businesses and residents. • While crews construct the bypass pipe, drivers should expect lane shifting and lane closures near the active work zones. Residents should expect some noise as work is underway. Construction of the bypass will take several weeks to complete. The temporary sewer bypass pipe will restrict left-turn movements along Main Street and side streets. Once the temporary sewer bypass is in place, work to rehabilitate the aging sewer line along West Temple from 1300 South to 17oo South will begin.
