1. Appeal of a Certificate of Appropriateness (COA) Denial at Approximately 272 North I
St – Denise Carter, the property owner, is appealing an Administrative Decision denying a
request for retroactive approval of a COA to paint the exterior brick on a contributing building
and replace landscaping and site features in the front yard at the above-stated address. The
address falls within the Avenues Local Historic District and is subject to the standards of the
H (Historic Preservation) Overlay 21A.34.020. The property is located within Council District
