HomeMy WebLinkAbout10/02/2025 Pending Minutes SALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Thursday, October 2, 2025 A role is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Historic Landmark Commission meeting were: Carlton Getz, Babs De Lay, Alan Barnett, Michael Abrahamson, Emoli Kearns, and Adrienne White. City Staff members present at the meeting were: Planning Manager Krissy Gilmore, Planning Manager Kelsey Lindquist, Senior City Attorney Courtney Lords, Senior Planner Aaron Barlow, and Office Facilitator Aubrey Clark. Commissioner Getz called the meeting to order. Commission Secretary Aubrey Clark called roll. APPROVAL OF THE MEETING MINUTES The commissioners brough forth amendments that needed to be made to the minutes. The minutes were not voted on. REPORTS OF THE CHAIR AND VICE-CHAIR Chair Getz had nothing to report. Vice-Chair Barnett reported that Preservation Utah was holding a historic homes tour in the Fair Park Neighborhood and associated lecture. REPORT OF THE DIRECTOR Planning Manager Krissy Gilmore reported that the new MU zones would be going into effect on October 8th, the RMF-35/45 changes would be going before City Council for a briefing, and the Capitol Hill General Plan briefing would be heard by the commission at the next meeting. PUBLIC COMMENT PUBLIC HEARING 1. POSTPONED - Modification of New Construction at Approximately 136 S 700 E – Jay Rice is requesting modification of New Construction approval to modify the building materials and site features of a previously approved project at the above-listed address. New Construction was approved at October 6, 2022, Historic Landmark Commission meeting. The property is located within the Central City Historic District and is in the RMF-35 (Moderate Density Multi-Family Residential District). The subject property is in Council District 4, represented by Eva Lopez. (Staff contact: Sara Javoronok at 801-535-7625 or sara.javoronok@slc.gov) Case Number: PLNHLC2022-00724 2. Rear Addition for Blunt & Krieg at Approximately 317 N B Street - Mary Blunt and Peter Krieg, the property owners, are requesting Minor Alteration approval for a 2-story rear addition to their house at the above listed address. To accommodate a design more suitable for the Avenues Local Historic District, the proposal includes a request for an additional eight inches of building height and a reduction in the north side yard setback from four feet to three feet. The 2008 reconnaissance level survey (RLS) of the Avenues Local Historic District classified the building as a contributing structure to the historic district. The subject property is zoned SR-1A and located within Council District 3, represented by Chris Wharton. He stated that staff recommends approval of the petition. The commission and staff discussed: • Tax credits • Fiberglass windows • The height difference between the existing home roof and the addition roof • Applicant representative Scott Maruri shared some history of the proposal. The Commission, Staff, and Applicant Representative discussed: • Brick style and matching • Elimination of a doorway The Chair opened the public hearing. Public Hearing Seeing that no one wished to speak, the Chair closed the public hearing. Executive Session The Commission and Staff discussed: • Neighbors’ endorsement of the project • Visibility of the addition from the North or South side of the street • Whether a review of the proposal by the HLC was appropriate Motion Commissioner Adrianne White motioned to approve the proposal. Commission De Lay seconded the motion. Vote • Yes: Abrahamson, Barnett, De Lay, Kearns, White, Getz • No: • Abstain: The motion passed. BRIEFING 3. Liberty Park CLR and Vision Plan Update - The Public Lands Division, in collaboration with Mundus Bishop, is in the process of compiling a Cultural Landscape Report (CLR) for Liberty Park. The 70% draft report includes a site history, existing conditions, comparative analysis and evaluation of historic and existing conditions, and treatment recommendations for the park. The Planning Division will briefly discuss the CLR’s role in guiding evaluations of future proposals for park improvements and maintenance. Public Lands staff and the consultants will brief the commission on the updates. Liberty Park is located in Council District 5, represented by Darin Mano. (Staff Contact: Kathryne Sonntag at 801-535-6140 or kathryne.sonntag@slc.gov) Kathryne Sontag, Associate Landscape Architect with the Public Lands Division, along with Consultant Mundus Bishop representatives, Tina Bishop and Kelly Ream, provided an update on the CLR and Vision Plan. The Commission and Staff discussed: • Public art • 7 peaks project • Extension of the period of significance • Community activation • Topographic mound The meeting adjourned at approximately 6:19 pm.
