Call to Order, Introductions, and Welcome The Accessibility and Disability Commission convened on September 25, 2025 at 451 S. State Street in Salt Lake City, Utah. Chair Kristy Chambers welcomed everyone and called the meeting to order at 3:05 p.m. II. Approval of January 23, 2025 Meeting Minutes The minutes from the meeting of January 23, 2025 were approved on September 25, 2025 with Everette Bacon motion, Amy Carmen seconded the motion; all board members present voted in favor. III. Public Comment None Present IV. Meet and Greet Follow-up Angela Haylock provided updates on several action items from the August meet and greet, including plans for workshops, internal ADA training, and potential ADC MEETING MINUTES THURSDAY, SEPTEMBER 25, 2025 collaboration with the Utah State Fair committee. She also confirmed that commissioner compensation would be processed soon and that all current terms are being reviewed and updated for proper end dates, with plans to update the website with accurate term information. V. Parks & Public Lands CIP project updates The Public Lands Department's Planning and Design Division, led by Tom Millar and Kat Andra, discussed their work on improving parks, trails, and open spaces in Salt Lake City. They highlighted recent funding of over$2.7 million for ADA compliance improvements, focusing on site arrival points, pedestrian access routes, and playgrounds. The team emphasized their commitment to going beyond minimum ADA standards and mentioned ongoing projects like restroom improvements and playground replacements. They also discussed the importance of inclusivity and accessibility in their planning efforts, with input from community members VI. A.C.E (Arts, Culture, Education Application) Katie Schnell presented an overview of the ACE grant program, which provides funding for community events in Salt Lake City. The program has a $300,000 budget with grants ranging from $500 to $10,000, and applications are open from October 1 to November 1, 2025. Events must be held within city limits and align with the mayor's goals, including community unity, diversity, arts education, and sustainability. The program does not fund health clinics, service projects, political rallies, private events, or fundraisers focused on operational costs. Applications are reviewed by a selection committee, and successful applicants are notified by the end of 2025, with funding distributed in February 2026. VI 1. CITY UPDATES The commission discussed several accessibility initiatives, including Angela's creation of a printable emergency preparedness manual and plans for an accessibility website to notify the community of street closures and elevator outages. Amy Carmen reported on a meeting with Smith Entertainment Group regarding their downtown development project, emphasizing the need for an ADA coordinator to oversee accessibility. The group also discussed Waymo's autonomous vehicles thatare coming to Denver in 2026, with Everett noting its potential for Salt Lake City. With the transition in leadership and only a few meetings held since then, there hasn't been much progress on some of these items. To help us refocus, I'd like to revisit these goals and consider how we want to move forward. The current 2025 goals are: 1. Develop a selection of accessibility and disability training topics for City departments to request as in-person sessions 2. Create a digital repository of on-demand accessibility and disability trainings for City staff 3. Continuing and addressing ways Salt Lake City can improve inclusion and accessibility 4. Identify and address how the city can better serve people with disabilities experiencing homelessness 5. Strengthen the City's partnership with UTA's Paratransit Program and expand public education around services Proposed 2026 Goal Adjustments (for discussion only): • Combine Goals 1 &2 into a single goal focused on providing both in-person and digital ADA-related training resources for City departments and employees. These initiatives support one another and could be streamlined. • Refine Goal 3 by selecting a specific, actionable focus area. For example, identifying opportunities to increase ADA-accessible parking throughout Salt Lake City. • Remove Goal4 for now, due to the development of the new Homeless Resource Center, which will include its own ADA Coordinator. I recommend revisiting this once we've had a chance to engage with them and determine where the Commission can have the most meaningful impact. • Maintain Goal 5 as-is, with a focus on strengthening our partnership with UTA's Paratransit Services and enhancing public education and outreach. • Optional New Goal- If we wish to keep five goals, we could identify a new area that the Commission feels deserves focused attention in 2026. Sin T ERIN MENDENHALL Mayor PROCLAMATION WHEREAS, October is recognized nationally as Disability Employment Awareness Month,a time to honor the vital contributions of workers with disabilities and recommit to building inclusive workplaces;and WHEREAS,the 2025 national theme,"Celebrating Value and Talent,"recognizes the creativity,skill,and determination people with disabilities bring to our economy and culture;and WHEREAS, Salt Lake City values inclusivity in every sector of our community and economy,and further recognizes that access to meaningful employment is essential for independence,dignity,and economic self-sufficiency for individuals with disabilities; and WHEREAS, across Utah,more than ioo,000 residents in the workforce live with a disability,yet many barriers to full participation persist—making inclusion not only a matter of fairness but also an essential part of strengthening our workforce;and WHEREAS,in 2022,Salt Lake City established the Accessibility and Disability Commission to ensure that the perspectives and lived experiences of people with disabilities are actively incorporated into City operations,policies,and community initiatives,helping shape a more inclusive and equitable future for all residents; and WHEREAS,the Commission has worked to advance best practices,provide meaningful recommendations,and advocate for systemic improvements in accessibility—affirming that true inclusion in government is essential to meeting the needs of all people,especially those whose voices have historically been underrepresented; and WHEREAS,the City recognizes that when workplaces welcome every kind of talent and experience,we build an economy that reflects the full strength of our community; and WHEREAS, Salt Lake City reaffirms its commitment to equity and access by encouraging local businesses,nonprofits,and public agencies to partner in removing barriers and investing in the professional success of all residents,regardless of ability.
