TRANSPORTATION ADVISORY BOARD
Minutes of the November 3, 2025 Meeting
Present from the Transportation Advisory Board were Ari Tepper, Justice Morath, Kerry
Doane, Matt Gray, and Lt. Steve Wooldridge.
Electronically present from the Transportation Advisory Board were Brian Conley, Craig
Buschmann, Kelbe Goupil, Samantha DeSeelhorst, and Turner Bitton.
Absent from the Transportation Advisory Board were Josh Stewart, Miranda Bradshaw,
and Solomon Brumbaugh.
Present were Becka Roolf, Julianne Sabula, Jenna Simkins, Lynn Jacobs, and Jonny
Olsen.
Electronically present were Amy Lyons, Tyler Laing, Henrique Cruz, Dan Bergenthal,
and Ivana Vladisavljevic.
The meeting was held both electronically and in person and was called to order at 4:00
p.m. by Justice Morath.
Welcome and Introduction of Guests — Justice welcomed everyone, and everyone
introduced themselves.
Motion: Matt Gray moved to approve the minutes of the October 6, 2025 TAB meeting.
Kerry Doane seconded the motion. The motion passed unanimously.
Chair Report
• TAB is still looking to fill some positions. Justice would still like to get someone
representing the disability community. There are also applications received for Districts
4 and 7 and hopefully those will be filled soon.
• Justice is a professor of psychology at his day job. Since today is the 1st functional day
post daylight savings time transition,he wanted to note that the professional community
and experts agree that they need to get rid of daylight savings time. This is for safety
reasons, safety around transportation is one of the major reasons. Wildlife car collisions,
pedestrian car collisions, and fatigued driving spikes. The research is split on which side
of daylight savings would be picked,but they all pretty much agree that it should be done
away with.
Report Out — by Members
Kerry Doane wanted to tell everyone that she represents the Bicycle Advisory
Committee as the new Vice-Chair. There is also a new BAC Chair, and both their
leadership terms go through December 2027. She is happy to represent the bicycle
community but also drives, takes the bus, and used to work for UTA. She feels like TAB
is something she can contribute to and is happy to do that and help in any way.

Justice Morath said this report out is also a great way to get information out to the
community. In addition, it's a great way to share information TAB needs to know about
public comments, surveys that are open, public events that are occurring, etc.
Public Comment
There was no public comment.
WFRC Fall Workshop
Becka announced that the Wasatch Front Regional Council will hold its annual Regional
Transportation Plan workshop this fall. Unlike last year, TAB will not be canceled for the
event, as it's scheduled for a different day. Interested TAB members should contact
Becka to attend. Samantha noted the workshop will follow an open house format,
allowing flexible participation, and members can still provide input on the map
afterward if unable to attend.
Justice shared that last year's workshop was informative and a valuable networking
opportunity. He was able to correct errors on the map affecting his neighborhood,
highlighting the importance of TAB involvement. He plans to attend again this year.
Kerry mentioned she may be able to attend the first portion.
SB195 — Update &Discussion
Lynn gave an update on SB195 and showed a map from the UDOT Interim Committee
whose presentation was given to the Legislature on October 15tn. SLC was required to
respond to that presentation by November 1st. The Mayor sent a City response letter
which Lynn highlighted for the Board.
• SLC will integrate the Critical Vehicle Capacity routes maps.
o Tier One: Preserve the capacity for vehicle traffic on those roadways.Not
removing lanes or doing anything that can impede traffic.
o Tier Two: Changes can be made only after approval from UDOT determining
that traffic impacts are within an acceptable range by the City's conduct of
thorough data collection and analysis, and community and business stakeholder
engagement—including key stakeholders.
o Tier Three: Low priority and low volume streets with minimal regional
significance within the transportation network. These streets may be considered
for traffic calming measures, multimodal infrastructure, and potential lane
reductions. The City will document stakeholder engagement and technical
analysis.
o Local Street: Low-volume streets that have minimal impact on regional
transportation. Interventions should focus on safety improvements.
• Improve existing parking and evaluate future needs
o Conduct project specific parking studies.
o Implement a parking wayfinding system.
o Optimize on-street parking and curb space.
• Early and targeted engagement
o Create centralized online presence where all road users can quickly and easily
learn about upcoming projects and provide feedback.
o Invite neighboring cities to existing quarterly UDOT/City coordination meetings.
o Establish a method to regularly engage community leaders representing various
interests.

o Engage stakeholders early in the process.
o Engage with stakeholders and constituents post-construction and use feedback to
inform future projects or adjust completed projects.
o Deploy an additional liaison to enhance communication with constituents and
stakeholders.
• Internal Coordination
o Strengthen cross-departmental and external communication to ensure all road
projects meet the needs of all City Departments.
o Account for the need to deploy emergency services efficiently.
o Coordinate with the Streets Division on future costs and maintenance of projects.
• Construction Mitigation
o City Projects: Prioritize use of right of way during construction with focus on safe
construction activities and ensure at least one lane of vehicle access in each
direction remains open.
o Private Projects: Developer must provide a traffic mitigation plan. Holiday
construction moratorium.
• Signal Timing
o Adjust signal timing systemwide.
o Reduce stops and delays at signals.
o Improve traffic flow through consecutive signals.
Lynn said all contractors,whether City or private projects, must get a traffic control
permit. The new policy also requires more in terms of addressing pedestrian flow&
safety, traffic flow, and where contractors park their workers. Lynn spoke about
enforcement, the Transportation/Engineering partnership, and the challenge of finding
construction zones out of compliance.
Becka mentioned that the Utah Trail Network has just been released and Lynn said that
trails also need to be in compliance with SB-195-
Vision Zero / Safe Street Action Plan Updates
Becka noted that 2025 is the first full year with four joint meetings between TAB and
BAC and suggested continuing this format in 2026. However, additional joint meetings
may be beneficial for key topics like Vision Zero and the Capital Improvement Program
(CIP).
Jenna explained that the Vision Zero Task Force is developing the Safe Streets Action
Plan, a multidisciplinary strategy focused on improving street safety through
infrastructure, education, and enforcement.
Justice clarified that Becka was proposing up to three additional joint meetings, two for
CIP and one for Vision Zero. Becka added that longer (2-hour) meetings could also be
considered. However, the group expressed concern about scheduling challenges due to
quorum requirements and agreed to revisit the topic at a future meeting.
Motion: Kerry Doane motioned to adjourn the meeting; Justice Morath seconded the
motion. The motion passed unanimously.
The meeting was adjourned at 5:29 p.m. and the next meeting is scheduled for
December 1, 2025, at 4:00 P.M.

be reported to UDOT Traffic Operations (there is regional signal coordination /
computer network) 801-887-3700

because those don't always get picked up as much as the red-yellow-green signal heads
being out.
