This meeting is a discussion among Commissioners and select presenters. The public is welcome.
Items scheduled may be moved or discussed during a different portion of the meeting based on
circumstances or availability of speakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and
County Building in the Cannon Room #335 and members of the public may provide public comment
in- person. Commissioners and presenters may join or participate either in-person or through
electronic means.

3. Public Comment (5 minutes)
• Attendees may be provided one or two minutes of time, determined by the number of
attendees and the time available determined by the Commission. Please observe the
time limit stated at the beginning of the public comment period so everyone may have
a chance to speak.
• Per the public meeting guidelines, keep comments free of discriminatory language
referring to a person or group based on their religion, ethnicity, nationality, race,
color, descent, gender, sexual orientation, disability, age or other gender identity
factor. Items or comments that disrupt the meeting, intimidate other participants or
that may cause safety concerns are not allowed.
4. Historical Markers Pilot Program Update (~ 15 minutes)
• Damian Choi will present an update on the City’s historical markers pilot program.
5. Review of Top Applicants (~ 30-45 minutes)
• The Commission will review and discuss top applicants. Following the discussion,
Commission members will individually rank their votes of top 5 applicants in order
of who they would like to see proceed to next part of process.
o The votes will be tallied by Office of Access and Belonging Team.
6. Open Discussion w/ Commission Members (~ 30-45 minutes)
• The discussion may include, but will not be limited to the following topics:
o Scoring Criteria/Dimensions
o Adjustments to Review Process
o Feedback for Future Applications
7. Formal Vote and Next Steps (~10 minutes)
• The Commission will conduct a formal vote on the top two applicants to move forward.
• Damian Choi, Chief Impact Officer will briefly share next steps for the process.

8. Discussion/Dialogue about Human Rights Around the World
• During this portion of the meeting, Commissioners may raise topics and discuss
current events that may impact or influence the Commission’s overall work,
discussions, and deliberations to provide recommendations to the Mayor and City
Council. No action will be taken during this section of the meeting. Matters
discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.
This ongoing item will be skipped this month as the purpose of this month’s meeting is
solely focused on the review of the Historical Landmarks Pilot Program.

The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City
Emergency Proclamation and determination of the Chair. Minutes are provided in conjunction
with the video/audio file.

The meeting was called to order at 5:35 PM.

2. Approve and Adopt Minutes
• March 2025 – A motion to approve and adopt the March 2025 meeting minutes for the
Human Rights Commission was made by Commissioner Pamela Silberman. The motion
was seconded by Commissioner Channae Haller. The vote passed unanimously from the
commissioners present to approve and adopt minutes from the March 2025 meeting.

attendees and the time available determined by the Commission. Please observe the
time limit stated at the beginning of the public comment period so everyone may have
a chance to speak.

4. Historical Markers Pilot Program Update (~ 20 minutes)
• Darby Egbert, Special Projects Manager will present an update on the City’s
historical markers pilot program.
• Darby Egbert provided the commission with updates on community organization
submissions for the Salt Lake City Historical Marker Project. She went on to discuss
the commission's role in the selection of candidates as well as the review process and
criteria.
o Commissioners Will Terry, Pamela Silberman, and David Leta brought forth
questions to the Office of Access and Belonging team. Darby Egbert and
Damian Choi, Chief Impact Officer provided responses.
5. Education Community Forum Update (~ 20 minutes)
• Commissioner Jennifer Mayer-Glenn will share an update on upcoming education
community forum.
• Commissioner Jennifer Mayer-Glenn began by providing background on the closure
of South High in 1988, which resulted in Westside students being transported to East
High, causing lasting negative effects on the community. She noted that the Salt
Lake City School District's new bond language excludes the possibility of opening
another high school. In response, the Commissioner shared plans for an upcoming
education community forum using a placemaking format led by a consultant to
engage with residents and students on this topic. The goal is to develop a one-pager
summarizing community input and support, which can be shared with Salt Lake City
leadership to advocate for a new high school.
o Commissioners Will Terry, David Leta, and Pamela Silberman provided
comments on the dialogue.
6. Human Rights Commission 2025 Priorities Review (~ 10 minutes)
• The Commission will discuss and review the current priorities for the year.
• Commissioner Chair David Leta reviewed the priorities outlined in the last end of year
report.
o Commissioners Will Terry, Channae Haller, and Pamela Silberman provided
comments on their assigned priorities.
o Commissioner Will Terry and Channae Haller provided information about
upcoming events and meetings in the community.
7. Other Items (~20 minutes)
• Joint Commission Retreat – Saturday, June 28, 2025
• Human Rights Day Celebration – Wednesday, December 10, 2025 (Utah State Capitol)
8. Discussion/Dialogue about Human Rights Around the World (5-10 minutes)
• During this portion of the meeting, Commissioners may raise topics and discuss
current events that may impact or influence the Commission’s overall work,
discussions, and deliberations to provide recommendations to the Mayor and City
Council. No action will be taken during this section of the meeting. Matters
discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.
Item not held due to time, but Michelle Mooney, Impact Manager reminded the
Commission of the purpose of this ongoing item to address community concerns that
align with mission and goals of the body.

Commissioner David Leta made a motion to adjourn, Commissioner Pamela Silberman has seconded. The
meeting was adjourned at 7:15 PM.
