The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room #335 and members of the public may provide public comment in- person. Commissioners and presenters may join or participate either in-person or through electronic means. Welcome • Roll Call • Welcome New District 7 Commissioner – Emily Khan 2. Approve and Adopt Minutes • July 2024 3. Public Comment (5 minutes) • Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. • Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Open Public Meetings Act Annual Training Refresher (~ 15-20 minutes) • City Attorney, Jaysen Oldroyd, will facilitate the Open Public Meetings Act (OPMA) training as required annually for all commissioners. 5. Refugee and New Americans Update (~ 10-15 minutes) • Roxana Orellana, Policy Advisor for Refugees and New Americans for the Mayor’s Office will provide updates on the newcomers’ resource guide. 6. Updates on Assigned Priority Areas (~ 10-15 minutes) • The Commission will share an update on each of their assigned priority areas and any progress made since our last meeting. 7. Upcoming Items (~15-20 minutes) • Impact Manager, Michelle Mooney will discuss upcoming items for the Commission: o National Voter Registration Day Event – September 17, 2024 o Community Partners Against Hate Film Series – September 24, 2024 o Immigration Community Forum – September 28, 2024 o Human Rights Day Celebration – December 12, 2024 • Impact Manager, Michelle Mooney will present a draft of the annual end of year report for the Commission’s feedback and considerations. 3 8. Call for Any Other Business • Commissioners will use this agenda item to discuss any items not brought forth earlier or any outstanding items for follow-up. 9. Minutes are provided in conjunction with the video/audio file. Welcome • Roll Call 2. Approve and Adopt Minutes • May 2024 - A motion to approve and adopt the May 2024 meeting minutes for the Human Rights Commission has been made by Commissioner David Leta. The motion was seconded by Commissioner Will Terry. The vote passed unanimously from commissioners present to approve and adopt minutes from the May 2024 meeting. Commissioner Pamela Silberman abstained due to not seeing the minutes prior. 3. Commission Visit with Mayor Mendenhall (~ 30 minutes) • The Commission will have an opportunity to speak with Mayor Mendenhall on various topics and updates related to their work. A debrief of the conversation is provided below: o Mayor Mendenhall provided a update on the partnership agreement for the entertainment district. Commissioner Jennifer Mayer-Glenn directed the question to Mayor Mendenhall on whether the current investment plans for the Sports Entertainment District will or can have wealth-building opportunities for families. Mayor Mendenhall responded. o The Commission inquired of what the Mayor would like to see or what they could also be doing as part of their work. Mayor Mendenhall brought forth the request for the Commission to focus on community education and support for voting rights and voting. o Commissioner Jennifer Mayer-Glenn directed a question to the Mayor on how the commission can review standing city policies and update those policies. Mayor Mendenhall responded. o Commissioner Will Terry directed a question at Mayor regarding current policies on affordable housing. Mayor Mendenhall responded. 3 o Commissioner Pamela Silberman directed a question at the Mayor on the visibility of the Human Rights Commission to the public. Mayor Mendenhall and Damian Choi, Chief Impact Officer responded. o Commissioner David Leta directed questions to the Mayor on the Supreme Court ruling on City of Grants Pass vs Johnston and how this would impact Salt Lake City. Mayor Mendenhall responded. 5. Updates on Assigned Priority Areas (~ 30 minutes) • The Commission will share an update on each of their assigned priority areas and any progress made since our last meeting. o Commissioner David Leta provided a update on the unsheltered community on the new Supreme Court ruling. Commissioner Jennifer Mayer Glenn provided further comments and questions on his update. o Commissioner Olivia Jaramillo provided an update on belonging in the city and what Salt Lake City is currently implementing on belonging. o Commissioner Pamela Silberman provided an update on Refugees and New Americans, and on the upcoming Immigration forum the Commission will be hosting as part of Welcoming Week. Commissioners Jennifer Mayer-Glenn provided a comment, and Commissioner David Leta presented a question on this update. o Commissioner Lisia Satini has provided the an update on Food Equity and presented her research findings. Commissioner David Leta directed a question on this update. o Commissioner Jennifer Mayer-Glenn provided an update on Education and her meetings with the City’s Education Advisor in terms of the MOU between SLCPD and the Salt Lake City School District for school safety. Commissioner also provided updates on City Programs to include My Brother’s Keeper program and its collective impact model, as well as Youth City’s child summer care advocacy. o Commissioner Will Terry provided an update on his work with the Impact Manager to research other jurisdictions’ Human Rights Commission to develop a formal process for Salt Lake City for the commission to share a human rights perspective on policies. 6. Upcoming Items (~30 minutes) • Impact Manager, Michelle Mooney will discuss upcoming items for the Commission: o Immigration Community Forum – September 2024 § Impact Manager will share a calendar invite for Commissioner’s to hold the date on their calendars once time is solidified. This forum will occur at the Sorenson Unity Center in partnership with the State, County, and City during Welcoming Week. o Human Rights Day – December 2024 § Impact Manager will share a calendar invite for Commissioner’s to hold the date on their calendars. The celebration is scheduled to take place on December 12th at Zion’s Bank Headquarters 18th Floor. o Future Collaboration w/ Community Partners Against Hate § Impact Manager shared an opportunity for future collaboration with Community Partners Against Hate taking part in their community film 4 series, and asked the Commission to think about this option. o Annual End of Year Report § Impact Manager reminded the Commission that this report will be discussed in September’s meeting. Ahead of the meeting, Commissioner David Leta asked all members to provide a paragraph of information re. their area and possible recommendations to Michelle. 5 7. Commissioner Jennifer Mayer-Glenn made a motion to adjourn, Commissioner Will Terry has seconded. The meeting was adjourned at 7:09 PM. Approved through consensus: TBD Review of 2024 Goals and Priorities •Continue working on the outstanding 2023 goals and priorities. •Restructure the commission to have individual members assigned to various human rights issues impacting Salt Lake City. •Increase commission visibility with City departments that have a role in policymaking. •Facilitate bi-annually or quarterly community engagement initiatives (e.g., forums, listening sessions, panel discussions). •Serve as a liaison between the City and the community on policies impacting human rights. •Advise policy update and work with necessary departments involved with honorary street names and historical markers project.
