The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building (Cannon Room #335) and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines • Roll Call 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow- up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Approve and Adopt Minutes • July 2024 5. Open Public Meeting Act Annual Training Refresher (~ 20 minutes) • City Attorney, Jaysen Oldroyd, will facilitate the Open Public Meetings Act (OPMA) training as required annually for all commissioners. SLCPD Chief Update (~20 minutes) • Chief Brown may provide an update to the Commission on the following items: o Police Explorers Program o Any Other Pertinent Updates 7. Upcoming Items (~20-30 minutes) • Impact Manager, Michelle Mooney will discuss upcoming items for the Commission: o Working Groups Updates o Annual End of Year Report 8. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. 9. Commissioner Wessel commended the Special Investigations Unit for their service and presentation during the meeting. o The Mayor directed the question to Commissioner Jason Wessel, along with providing comments. Chief Mike Brown provided further comments. 3. Approve and Adopt Minutes • May 2024 - A motion to approve and adopt the March 2024 meeting minutes for the Racial Equity in Policing Commission has been made by Commissioner Jason Wessel. The motion was seconded by Commissioner DeTria Taylor. The vote passed unanimously to approve and adopt minutes from the May 2024 meeting. 5. Commission Visit with Mayor Mendenhall (~ 45 minutes) • The Commission will have an opportunity to speak with Mayor Mendenhall on various topics and updates related to their work. o Mayor Erin Mendenhall introduced herself to the commission and provided the commission with an opening statement about how she came to the work of government. o Commissioner DeTria Taylor directed a question at Mayor Erin Mendenhall on what a life-changing event in her life was that inspired her to become an advocate for equity in policing. Mayor Erin Mendenhall responded. o Commissioner Jason Wessel directed a question at Mayor Erin Mendenhall related interagency support. Mayor Erin Mendenhall and Chief Mike Brown provided a response o Commissioner Tanya Hawkins directed a question to Mayor Erin Mendenhall on the legislation HB 261, and whether the Commission will have to change the title words Racial and the word Equity. Mayor Erin Mendenhall responded. o Commissioner Katie Durante directed a question towards Mayor Erin Mendenhall regarding the Supreme Court ruling Grant v. Johnson, and how this will affect Salt Lake City regarding the effects on policing and the unsheltered population. Mayor Erin Mendenhall and Chief Mike Brown responded. o Commissioner Steve Calbert directed a question to Mayor Erin Mendenhall regarding foster care youth after aging out of the system and supporting the unhoused population who foster care children were. Mayor Mendenhall and Chief Brown responded. 1. SLCPD Chief Update (~20 minutes) • Chief Brown may provide an update to the Commission on the following items: o Chief Mike Brown provided a update on SRO Staffing numbers, SRO Training Update, $20,000 budgetary request for SLCPD culturally responsive therapy for victims and families negatively impacted by police interactions. § Commissioner Tanya Hawkins commended SLCPD work on the completion of the goals highlighted. § Commissioner Jason Wessel directed a question at Chief Mike Brown regarding the department's ability to focus on diversity recruitment. Commissioner Steve Calbert provided a follow-up question on diversity hiring. Chief Mike Brown and Deputy Chief Andrew Wright responded. 2. Upcoming Items (~10-20 minutes) • Impact Manager, Michelle Mooney will discuss upcoming items for the Commission: o Brief Recap of Commission Retreat - Commissioner Chair Tanya Hawkins asked the commission members to consider the Commission's name change specific the word equity on the commission's title. Michelle Mooney, Impact Manager, Commissioner Jason Wessel commented on the matter. o Annual End of Year Report – Michelle Mooney, Impact Manager, shared to discuss any recommendations the members of the Commission are thinking through for next year. Minutes approved through consensus: TBD Salt Lake City Police Department Explorer Program What is an Explorer? The explorer program provides an opportunity for youth 14-21 to become more familiar with the police department, as well as a unique path towards joining the police department as an employee. Explorers receive weekly training and participate in many community events. The training ranges from classroom training, to scenarios, as well as things such as resume building, interview skills and life skills. The training is based on the training offered in the police academy. Requirements To Be An Explorer Between 14 and 20 years of age –age out on 21 st birthday Parental approval if under 18 Exhibit good moral habits and pass a background check Must be enrolled in high school, or be a high school graduate Maintain a 2.0 GPA while in school. Physical report cards are required. Nor are our recruitment efforts. We will take any available and willing participant who can meet the minimum standards into our hiring process. We encourage all people from our communities to engage with police and join our team regardless of personal identity characteristics. Currently we are staffed at 584 officers •30 vacancies •14 recruits starting on 9/14 How does HB261 effect SLCPD’s hiring practices The only impact HB261 is likely to have on current department practice may be the community training and presentations we were putting together for officers. •The title for those trainings when the department solicited for interested individuals was "Diversity, Equity and Inclusion training" •The Equality Utah training was completed •Moving forward when we are finally able to put out the RFP for the other two trainings to include true empowerment and Legal Equity Advocates we will just have to specify in the RFP that their trainings comply with HB261 and change the name of the RFP to exclude "diversity, equity, and inclusion training."
