The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building (Cannon Room #335) and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines • Roll Call • Upcoming Vacancies – Open for Residents to Apply! 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow- up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Approve and Adopt Minutes • November 2024 5. Public Safety Plan Discussion (~ 45 minutes) • Chief of Staff, Rachel Otto will address the Commission and solicit feedback from members on this plan. Racial Equity in Policing Commission Agenda 2 6. SLCPD Chief Update This item will not be held this month as the discussion on the Public Safety Plan will coincide with current updates from the department. 7. Other Items (~30 minutes) • Elect 2025-2026 Commission Chair and Vice Chair • Overview of 2025 Priorities and Commissioner Tasks 8. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. 9. Commissioner included he will not renew his term with the C-REP Commission. § Commissioner Chair Tania Hawkins commended Commissioner Jason Wessels work for Salt Lake City. • Commissioner Lisia Satini requested information for the recent shooting investigation at West High School that occurred on Thursday, November 7th, 2024, on the West High school campus. § Chief Mike Brown was unable to provide further details as this is an ongoing investigation. 3. Approve and Adopt Minutes • September 2024 – Commissioner Jason Wessel moved to approve and adopt the minutes as presented. Commissioner Lisia Satini seconded. All commissioners present voted to approve and adopt the minutes. Passed unanimously. 5. SLCPD Chief Update (~20 minutes) • Chief Brown may provide an update to the Commission on the following items: o End of Year Review - Chief Mike Brown provided an update on Crime that included data on calls for service, Jail Booking Data, drugs seized. The concluded with information on the departments staffing data, and a recent Stop the Bleed training for the SLCPD Social Worker Unit. § Commissioner Jason Wessel, and Commissioner DeTria Taylor addressed questions and comments. 6. Annual End of Year Report (~ 30 minutes) • Impact Manager, Michelle Mooney will present a draft of the annual end of year report for the Commission’s review. The commission will discuss recommendations, goals and priorities. A formal vote to approve will be conducted at the end of discussion. o Commissioner DeTria Taylor requested to include the Implicit Bias Survey for Salt Lake CIty Police Department. Commissioner Diya Oommen requested training for SROs for positive relationship building with students. o Commissioner Jason Wessel made a motion to adopt the annual end of year report, Commissioner Jason Wessel seconded the motion. Passed anonymously. 7. Upcoming Items (~10 minutes) • Present 2025 Meeting Schedule Options for Review and Approval o The Commission decided to maintain current meeting schedule of bi-monthly. 8.
