This meeting is a discussion among Commissioners and select presenters. The public is welcome.
Items scheduled may be moved or discussed during a different portion of the meeting based on
circumstances or availability of speakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and
County Building in the Cannon Room #335 and members of the public may provide public comment
in- person. Commissioners and presenters may join or participate either in-person or through
electronic means.

3. Public Comment (5 minutes)
• Attendees may be provided one or two minutes of time, determined by the number of
attendees and the time available determined by the Commission. Please observe the
time limit stated at the beginning of the public comment period so everyone may have
a chance to speak.
• Per the public meeting guidelines, keep comments free of discriminatory language
referring to a person or group based on their religion, ethnicity, nationality, race,
color, descent, gender, sexual orientation, disability, age or other gender identity
factor. Items or comments that disrupt the meeting, intimidate other participants or
that may cause safety concerns are not allowed.
4. Commission Visit with Mayor Mendenhall (~ 30 minutes)
• The Commission will have an opportunity to speak with Mayor Mendenhall on
various topics and updates related to their work.
5. Updates on Assigned Priority Areas (~ 30 minutes)
• The Commission will share an update on each of their assigned priority areas and any
progress made since our last meeting.
6. Upcoming Items (~30 minutes)
• Equity Manager, Michelle Mooney will discuss upcoming items for the Commission:
o Immigration Community Forum – September 2024
o Human Rights Day – December 2024
o Future Collaboration w/ Community Partners Against Hate
o Annual End of Year Report

7. Call for Any Other Business
• Commissioners will use this agenda item to discuss any items not brought forth earlier
or any outstanding items for follow-up.

The Human Rights Commission met in an electronic meeting pursuant to the Salt Lake City
Emergency Proclamation and determination of the Chair. Minutes are provided in conjunction
with the video/audio file.

The meeting was called to order at 5:34 PM.
Agenda Items
1. Welcome
• Roll Call
2. Approve and Adopt Minutes
• March 2024 - A motion has been made by Commissioner Everette Bacon to adopt the
minutes as presented. Commissioner Will Terry has seconded the motion. All
commissioners present are in favor (4), with (1) abstention from Commissioner Pamela
Silberman as she was not present at the March 2024 meeting. The motion passed to
approve and adopt the minutes from the last meeting.
3. Public Comment (5 minutes)

4. Presentation by Sustainability Department (~ 20 minutes)
• The City’s Sustainability Department will present on the new environmental program
initiative that was recently launched. Sophia Nicholas provided an overview of the Clean
Air SLC program including details on the program city-allocated budget , policy, air
quality incentive programs, and indoor air quality. Salvador Brown shared insights to the
department’s community outreach efforts for the programs.
o Commissioners David Leta, Pamela Silberman, and Will Terry provided further
comments and questions about the program presentation.
5. Presentation by Sister Cities Board (~ 30 minutes)
• The Sister Cities Board Chair and Vice Chair along with the Board Manager will
present the goals of Sister Cities and provide context on their initiatives.Katie
Matheson provided an overview of the updated ordinance for Sister Cities, and the
history/background of the board. Ross Chambless, Sister Cities Board Chair shared
updates to include history and status of partnership with each of the Sister Cities.
o Commissioner David Leta provided further questions to the presenters.
6. Upcoming Items (~ 10 minutes)
• Equity Manager, Michelle Mooney will discuss upcoming items for the Commission:
o Process for Priority Subgroups
§ Commissioner Will Terry further discussed how the commission can be
part of all city transmittal processes. Commissioners Jennifer Mayer-
Glenn, Olivia Jaramillo, and David Leta provided further comments.
o Next Community Forum
§ Michelle Mooney provided an update on the next community forum
surrounding topics related to immigration that will occur in September
during Welcoming Week in partnership with City, County, and State’s
programming efforts.
7. Call for Any Other Business
• Commissioners will use this agenda item to discuss any items not brought forth
earlier or any outstanding items for follow-up.
o Commissioner Jennifer Mayer Glenn provided comments on the community
engagement for the future of NHL in Salt Lake City. Commissioners Pamela
Silverman, Will Terry, David Leta, Olivia Jaramillo.
