This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items
scheduled may be moved or discussed during a different portion of the meeting based on circumstances or
availability of speakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County
Building (Cannon Room #335) and members of the public may provide public comment in-person.
Commissioners and presenters may join or participate either in-person or through electronic means. You
may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel.
1. Welcome and Public Meeting Guidelines
• Roll Call
2. Open Dialogue (~5 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current events that
may impact or influence the Commission’s overall work, discussions, and deliberations to provide
recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s
policies, budget, and culture. No action will be taken during this section of the meeting. Matters
discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-
up.
3. Public Comment (limited to 15 minutes)
● Attendees may be provided one or two minutes of time, determined by the number of attendees
and the time available determined by the Commission. Please observe the time limit stated at
the beginning of the public comment period so everyone may have a chance to speak.
● Per the public meeting guidelines, keep comments free of discriminatory language referring to a
person or group based on their religion, ethnicity, nationality, race, color, descent, gender,
sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt
the meeting, intimidate other participants or that may cause safety concerns are not allowed.
4. Approve and Adopt Minutes

5. Commission Visit with Mayor Mendenhall (~ 45 minutes)
• The Commission will have an opportunity to speak with Mayor Mendenhall on
various topics and updates related to their work.

6. SLCPD Chief Update (~20 minutes)
• Chief Brown may provide an update to the Commission on the following items:
o Community-Based Presentations
7. Upcoming Items (~15-20 minutes)
• Equity Manager, Michelle Mooney will discuss upcoming items for the Commission:
o Brief Recap of Commission Retreat
o Annual End of Year Report
8. TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session. A closed meeting described
under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel, devices, or systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah
Open and Public Meetings Act.

AGENDA

• Commissioner Rodrigo Fernandez-Equivias directed questions to SLCPD Chief of Police
Mike Brown on the police response to peaceful protest at the University of Utah.
Discussion topics including gear worn by SLCPD during the mutual aid request made by
U of U, arrests that occurred, tactics of de-escalation, and operational plans.
o Commissioners Jason Wessel, Jason Hinojosa, and Julia Summerfield provided
further comments and further discussed the topics raised.

4. Approve and Adopt Minutes
• March 2024 - A motion to approve and adopt the March 2024 meeting minutes for the Racial
Equity in Policing Commission has been made by Commissioner Katie Durante. The motion
was seconded by Commissioner Ulvia Guadarrama. The vote passed unanimously to approve
and adopt minutes from the March 2024 meeting.
5. SLCPD Chief Update (~20 minutes)
• Chief Brown may provide an update to the Commission on the following items:
o Introduce New Community Outreach Officer – Detective Schlesinger
§ Brent Weisberg provided Detective Carissa Schlesinger with an
introduction to the commission along with SLCPD objectives for
community outreach efforts.
§ Detective Carissa Schlesinger provided an overview of community
outreach objectives, SLCPD approach to outreach, outreach metrics, and
data-driven response.
o Community-Based Presentations and SLCPD Community Meetings
§ Chief Brown has provided an update on the DEI Presentation, and budget
allocation for the True Empowering & Legal Equity Advocates. An
update on community meetings was provided.
o Any other pertinent information since the commission last met.
§ SLCPD Chief Mike Brown provided an overview of House Bill 84.
• Commissioners Rodrigo Fernandez-Esquivias, Julia
Summerfield, and Diya Oommen further discussed the new
legislation.
6. Community Presentation (~20-30 minutes)
• Katsí Pena, Public Outreach and Education Coordinator for the Office of Fairness and
Accountability for Utah Courts will provide a presentation on her office’s initiatives.
o Katsí Pena provided a background on the Race and Ethnic Disparities committee
and the report that was developed that created her Office. Katsí Pena provided an
overview on the Office of Fairness and Accountability of Utah Courts and its
priorities including identifying bias from the courts, providing information on the
structure of the office, strategic plan, community programming and resources.
§ Commissioners Tanya Hawkins, Steven Calbert, and Katie Durante
further discussed the topics raised.
7. Upcoming Items (~10-20 minutes)
• Equity Manager, Michelle Mooney will discuss upcoming items for the Commission:
o Solidify Date for Commission Retreat
o Process for Priority Subgroups
• Michelle Mooney and Commission members further discussed the commission retreat
day and time availability as well as process for getting movement on priority subgroups.
8. Review Subcommittee Goals & Priorities (5 minutes)
• Neurodiversity Subcommittee – Fourth Monday of the Month 4-5pm – Tabled until further
notice. Commissioners will not need to meet for this subcommittee.
• Application Review – Meets as needed

Commission Regular Meeting on May 9, 2024.
Commissioner Steve Calbert and Commissioner Katie Durante made a motion to adjourn the meeting.
The meeting adjourned at 7:09 PM.
Minutes approved through consensus: TBD
Early in 2024, we increased our SRO cadre to seven.
by adding two (2) and replacing two (2) retiring officers, four (4) new
SROs were assigned mid-schoolyear (2023-2024).
Recently, we selected three (3) additional officers for our SRO cadre
for full SRO staffing for the 2024-2025 school year.

Prior to the commencement of the new school year, all of our
officers assigned as SROs will have completed:
•National School Resource Officer Associations Basic SRO course
•Most (7) will have completed the Advanced SRO course
•Two SROs will have completed NASRO’s Adolescent Mental Health
training course

SRO TRAINING PLAN
They will bring back what they learn from this course and
present some training to the other SROs until we are able
to get the remained to the course
Finally, the unit commander and the squad leader will have completed
the SRO Supervisors and Management course through NASRO.
Additional professional development opportunities
for all School Resource Officers (SROs) to learn
current practices and deepen/broaden expertise in
youth development and other pertinent areas to the
field. Require basic NASRO training ongoing as soon
as possible and all new incoming SROs prior to
interactions with youth.

COMMISSION GOALS & PRIORITIES FOR 2024
Continue working on outstanding goals and priorities from 2023.
Support budgetary request of $20,000 to be added
to SLCPD for culturally responsive therapy for victims and families impacted by negative
police interactions.
