The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building (Cannon Room #335) and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines • Roll Call • Welcome New Commissioner 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow- up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Approve and Adopt Minutes • September 2024 5. SLCPD Chief Update (~20 minutes) • Chief Brown may provide an update to the Commission on the following items: o End of Year Review Racial Equity in Policing Commission Agenda 2 10/11/2023 6:33 PM 6. Annual End of Year Report (~ 30 minutes) • Impact Manager, Michelle Mooney will present a draft of the annual end of year report for the Commission’s review. The commission will discuss recommendations, goals and priorities. A formal vote to approve will be conducted at the end of discussion. 7. Upcoming Items (~10 minutes) • Present 2025 Meeting Schedule Options for Review and Approval 8. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. 9. Approve and Adopt Minutes • May 2024 - A motion to approve and adopt the May 2024 meeting minutes for the Racial Equity in Policing Commission has been made by Commissioner Katie Durante. The motion was seconded by Commissioner DeTria Taylor. The vote passed unanimously to approve and adopt minutes from the May 2024 meeting. 5. Open Public Meeting Act Annual Training Refresher (~ 20 minutes) • City Attorney, Jaysen Oldroyd, will facilitate the Open Public Meetings Act (OPMA) training as required annually for all commissioners. o Jaysen Oldroyd provided the Open Public Meeting Act annual training refresher. There was no further comments or questions from the commissioners. 6. SLCPD Chief Update (~20 minutes) • Chief Brown may provide an update to the Commission on the following items: o Police Explorers Program - Detective Mike Ruff provided the Commission an overview of the Explorer Program. Commissioner DeTria Taylor and Katie Durante directed a question to Detective Ruff. Detective Ruff responded. o Any Other Pertinent Updates - Lt. Andrew Cluff provided information on the SLCPD changes to ensure they are compliant with HB 261 in regard to training and hiring. 7. Upcoming Items (~20-30 minutes) • Impact Manager, Michelle Mooney will discuss upcoming items for the Commission: o Working Groups Updates - Commissioner DeTria Taylor provided an overview of her research on a bias survey for SLCPD. o Annual End of Year Report – Impact Manager, Michelle Mooney 1. Minutes approved through consensus: TBD 1 Salt Lake City Racial Equity in Policing Commission Annual Report 2024 A Message from the Chair and Vice Chair As the Chair and Vice Chair for the year 2024, we acknowledge and offer our appreciation to the individuals who serve on the Salt Lake City Racial Equity in Policing Commission (REPC) for their dedication to serving and helping improve all diverse communities in Salt Lake City. It has been a year of examining the Salt Lake City Police Department’s (SLCPD) policies, culture, and budget and engaging with Chief Mike Brown and his staff. Each year brings new challenges for the Racial Equity in Policing Commission to make recommendations to develop new strategies establishing a foundation to advance the ongoing work. As a commission, we began attending SLCPD’s community hosted meetings, specifically the Latino Coalition and assisted with the planning to start-up other community-based meetings. The commission also took part on the Ad-Hoc committee with the Salt Lake School District, SLCPD, and the Salt Lake City Mayor’s Office to oversee the MOU process for School Resource Officers. The commission’s focus is on addressing programs, policies, and practices that may be creating or perpetuating harm to communities of color, and other diverse communities. Through offering recommendations that may improve police interactions and engagement with these communities, the commission provides a unique perspective in these conversations. Some commissioners and SLCPD officers also attended a four-day peacemaking circles training in collaboration with the Salt Lake County District Attorney’s Office. This training connected community members, formerly incarcerated individuals, and government officials to explore an alternative approach to the traditional criminal justice system. We would like to express our gratitude to the past and current commissioners who have shared insight and served this past year. We thank Mayor Erin Mendenhall, and members of the City Council for supporting the need to improve the outcomes for diverse communities in their everyday engagement with police officers. We also thank Chief Mike Brown and the SLCPD for their collaboration and active engagement with the Commission. This work would not have been as efficient or effective without the behind-the-scenes support of Impact Manager, Michelle Mooney. All of the aforementioned individuals alongside the Office of Access and Belonging has ensured the ongoing success of the commission’s work bringing a collective strength to drive this effort. Mayor’s priority for 2023 was to implement the commission’s recommendation on history of policing and community-based trainings for SLCPD. This goal continued to be a main priority in 2024, and the Commission worked with SLCPD to launch 1 out of 4 selected trainings, which was led by Equality Utah focused on the history of policing in the LGBTQ+ community. The Commission supported the purchase of a video training on the history of policing led by retired police Chief Hahn, which will be conducted voluntarily to comply with HB261. Overall, the commission spent time continuing their work on outstanding items from the Phase I recommendations and began moving into Phase II. However, with the passing of HB261, there has been new challenges for the Commission to face in terms of realigning their focus to meet the new legal guidelines of the state. This year has put a pause on some priorities and policy recommendations, while the Commission works to understand and refocus their efforts in a new scope. In this transitionary year, the Commission’s resiliency remained and fulfilled their membership body to full capacity. The Commission hopes to move towards being more proactive instead of reactive and looks forward to building communities while growing engagement initiatives with SLCPD. 4 2024 Commission Accomplishments I. Organized and held second annual in-person commission retreat. II. Oversee 1 of 4 community-based trainings for SLCPD, where trainings focused on the LGBTQ+ community led by Equality Utah were held for the Department from March – April 2024. III. Support budgetary costs for history of policing video training led by retired police Chief Hanh to be purchased and conducted for SLCPD. IV. Attend the community-focused meetings facilitated by SLCPD and offer feedback to be considered for increasing participation. V. Support budgetary request of $20,000 to be added to SLCPD for culturally responsive therapy for victims and families impacted by negative police interactions. VI.
