Regular Meeting Minutes
Thursday, January 9, 2025
5:30 p.m.
The Racial Equity in Policing Commission met in an electronic and in-person meeting. Minutes are
provided in conjunction with the video/audio file.

The meeting was called to order at 5: 36___PM.
AGENDA
1. Welcome and Public Meeting Guidelines
• Roll Call
• Upcoming Vacancies – Open for Residents to Apply!
2. Open Dialogue (~5 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current events
that may impact or influence the Commission’s overall work, discussions, and deliberations to
provide recommendations to the Mayor and City Council regarding the Salt Lake City Police
Department’s policies, budget, and culture. No action will be taken during this section of the
meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.

3. Public Comment (limited to 15 minutes)
● Attendees may be provided one or two minutes of time, determined by the number of
attendees and the time available determined by the Commission. Please observe the time limit
stated at the beginning of the public comment period so everyone may have a chance to
speak.
● Per the public meeting guidelines, keep comments free of discriminatory language referring
to a person or group based on their religion, ethnicity, nationality, race, color, descent,
gender, sexual orientation, disability, age or other gender identity factor. Items or comments
that disrupt the meeting, intimidate other participants or that may cause safety concerns are
not allowed.

4. Approve and Adopt Minutes
• November 2024 - A motion to approve and adopt the November 2024 meeting minutes
for the Racial Equity and Policing Commission was made by Commissioner Katie
Durante. The motion was seconded by Lisia Satini. The vote passed unanimously from
the commissioners present to approve and adopt minutes from the November 2024
commission meeting.
5. Public Safety Plan Discussion (~ 45 minutes)
• Chief of Staff, Rachel Otto addressed the Commission and solicited feedback and
input on the Salt Lake City Public Safety Strategic Plan requested by Utah Gov.
Spencer Cox, House Speaker Mike Schultz, Representative Hooper, and Senate
President Stuart Adams.
o Rachel Otto, Chief of Staff asked Commissioners the following question
“What Specific Actions or strategies do you believe Salt Lake City should be
taking on to address Public Safety and homelessness issues in public spaces
like parks and sidewalks?”
§ Commissioner Katie Durante and Commissioner Jason Hinojosa asked
a question of the panel that included Chief of Police Mike Brown,
Lieutenant Jared Gilbert, and Andrew Johnston Director of Homeless
Policy and Outreach.
§ Commissioner DeTria Taylor provided information about her
experience of living in Downtown Salt Lake City, Commissioner
Detria Taylor commended the work of Salt Lake City in addressing
shelter needs.
§ Commissioner Katie Durante commented on the lack of street lighting
on 200 West.
§ Commissioner Gloria Mensahcommented on the need for policing the
Downtown Salt Lake City Public Library.
6. SLCPD Chief Update
This item will not be held this month as the discussion on the Public Safety Plan will coincide
with current updates from the department.
7. Other Items (~30 minutes)
• Elect 2025-2026 Commission Chair and Vice Chair
o Commissioner Detria Taylor self-nominated for Commissioner Chair for the Racial
Equity & Policing Commission. Commissioner Chloe Raymundo self-nominated for
Vice Chair for the Racial Equity and Policing Commission. The Commission voted
to approve and support the 2025-26 Chair and Vice Chair. The vote passed
unanimously from the commissioners present.
• Michelle Mooney, Impact Manager discusses the end-of-year report.
o Commissioner Diya Oommen and Commissioner Lisia Satini further discuss
commission priorities.
8. TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session. A closed meeting
described under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel, devices, or systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act.
