HomeMy WebLinkAbout12/01/2025 - Meeting Minutes SALT LAKE CITY * TRANSPORTATION ADVISORY BOARD Minutes of the December 1, 2025 Meeting Present from the Transportation Advisory Board were Josh Stewart, Justice Morath, Matt Gray, and Lt. Steve Wooldridge. Electronically present from the Transportation Advisory Board were Ari Tepper, Brian Conley, Craig Buschmann, Kerry Doane, Miranda Bradshaw, Samantha DeSeelhorst, Solomon Brumbaugh, and Turner Bitton. Absent from the Transportation Advisory Board was Kelbe Goupil. Present were Connor Stone, Becka Roolf, and Julianne Sabula. Electronically present were Amy Lyons, Joe Taylor, Dave Iltis, and Ivana Vladisavljevic. The meeting was held both electronically and in person and was called to order at 4:02 p.m. by Justice Morath. Welcome and Introduction of Guests — Justice welcomed everyone, and everyone introduced themselves. Motion: Matt Gray moved to approve the minutes of the November 3, 2025 TAB meeting. Turner Bitton seconded the motion. The motion passed unanimously. Chair Report There was no Chair report this month. Report Out — by Members Matt Gray said UTA bus ski service up the canyon to Brighton and Solitude has begun. Tentatively bus service to Snowbird and Alta will begin on December 3rd and then gradually more throughout the season. Samantha said Solitude is open and has 2 runs operating. Kerry Doane said she went to the WFRC workshop, and she thought it was good. She had to leave early for the BAC meeting but would like to review that. Becka said there are online versions of the maps for comments, and she will circulate that to the Board. Samantha said they had a couple questions about whether the map Becka mentioned is on their website and she said it is not yet; they're still working through the comments. They will send the link if people want to add more,but it will not include comments people made in person, only the comments made online. The in-person comments and the online comments have not been fused. She's happy to answer any additional questions anyone may have. Kerry wanted to research the status of the Rio Grande Plan, and whether it was being considered and what in the inland port was being considered. Samantha said she's not involved in the inland port,but the Rio Grande Plan is shown as an exploratory concept through their Regional Transportation Plan process. That's a designation that recognizes there is interest in this project. It's not formally endorsed by transportation agencies at this point, and it doesn't meet the technical evaluation Page 1 of 4 TAB 12-01-2025 Minutes criteria for one reason or another,but they still want to document that there's interest in the project. If anyone has questions about the Inland Port, Samantha can put them in contact with her colleague who is working on that. Justice had a question about a project in his neighborhood that looked exploratory related to the Power District where they were going to connect 200 South across North Temple and then potentially across the Jordan River Trail. Samantha said he can reach out to her, and she'll get him connected to the person who could give him more information. Joe said the Rio Grande plan is not an official plan and maybe the biggest thing standing between it and being constructed besides the cost is that Union Pacific is not interested in doing it. There are also multiple other considerations. Justice Morath said the workshop was productive, he learned a lot and met a lot of great people. Julianne said there is a study that a consulting firm has just been selected to work on for inland port transportation stuff and it is west,basically from 560o west on west. They're looking at connectivity roadways, ownership,various other things, some amount of ist mile active transportation stuff that won't be a heavy component, but obviously freight and vehicle traffic will be the bigger focus. Justice asked if once the map is published, if it would be for public sharing. Samantha said there will be an actual public facing public comment period. Kerry said her understanding is that the land use was looked at last year and she wondered if they got the land use right. Julianne said she will check with the Planning Division on that. Lt. Steve Wooldridge said this is his last meeting with TAB. In January, the SLCPD Lieutenants are moving around so they get a variety of experience and Bron Cruz will take his place. He's learned a lot in the last three years and thanked them. Urban Trails Committee Report (joint TAB-BAC-PNUT committee) Miranda Bradshaw presented an early draft of the Urban Trails Committee's vision statement, seeking feedback and possible endorsement from TAB. She reviewed proposed quantifiable measures, including: • Trail Accessibility Metrics • Trail Safety Assessments • Community Engagement Statistics • Trail Usage Data • Signage and Wayfinding Improvements • Inclusivity Measures • Community Partnerships • Trail Connectivity • Environmental Impact Assessments • Trail Condition What the vision statement doesn't explicitly say is they've talked about the beautiful future where urban trails in SLC are safe, inclusive, and accessible—connecting people to recreation and economic opportunities via public transit and trail networks. This topic will be discussed further in a future TAB meeting. AVE Connect (West-East Study, Reconnecting Communities) Joe Taylor, project manager for the West-East Connection Study under the Federal Reconnecting Communities Pilot Program, provided an overview of the initiative, which aims to address harms caused by existing transportation infrastructure through Page 2 of 4 TAB 12-01-2025 Minutes planning and capital grants. The study is community-led and includes a Community Advisory Board, Technical Advisory Committee, and Art Engagement. Joe outlined key elements of the study, including community feedback, project phases, milestones, and a map identifying mobility issues related to travel choice, health, access to opportunity, and community vibrancy. The next phase involves gathering further input and analyzing options with a multidisciplinary team, evaluating cost, problem- solving potential, feasibility, and neighborhood impacts such as gentrification. North- south connections are also under review. More information is available at: slc.gov/transportation/west-east-connections. Ari added that blocked railroad crossings can be reported to the Federal Railroad Administration. Public Comment Dave Iltis said WFRC is working on their 2027 to 2055 Regional Transportation Plan. TAB might want to consider asking them to work with them and/or BAC to loop them in so that they can make comments early on the plan. It will affect the next plan which will be finalized in 2027, so this is kind of the next plan for the next few years. The big thing which you have on the agenda, the SB195, the Mayor's letter which he basically doesn't really understand it. It's maybe a political thing, but the Mayor has decided that there will be no lane reductions on any class 1 street which there's a list of they can go through, but those are the bigger streets like 70o East. What does that mean for the 700 East bike lanes that were supposed to go in. He doesn't know but this should be an incredibly important issue that TAB really needs to grab hold of and protest or send a letter on. This is going to mean that many streets will never ever be safe again for anything but cars and that would be like 400 South, 500 South, 60o South, 70o East and other streets like that. It may have been a political choice, I don't know. One more editorial comment, there's a lot of talk about the Green Loop and moving that forward. Dave would just like to keep pushing,being out there in the public space that this should not be called the Green Loop but should be called the Olympic Loop and should be completed when the Olympics start. That might get it some more traction rather than the Green Loop which is going to face resistance from various powers. The last thing is that the 70o East Trail from the S-Line to Liberty Park just got dashed lines on the trail. It looks a lot better,but there is no signage on the trail. There's no wayfinding signage that matches like what's on the 9-Line trail or the S-Line trail or the 300 West Trail. It's a UDOT trail and he really encourages SLC to work with UDOT to bring the new 700 East Trail up to the same standards. He continues to encourage TAB to be inviting, he doesn't know if this meeting has been inviting or not, but thanks them for taking time for public comment,but past meetings have been extremely uninviting to the public. He wants to encourage them to go overboard to be inviting because the public doesn't tend to attend these because of the general way that they conduct meetings, so thank you. SB195 Julianne reported that the Mayor recently presented to the Transportation Interim Committee. Both UDOT and SLC conducted separate studies, which, despite differing approaches, reached similar conclusions. The Mayor has made several commitments, including the Critical Vehicle Capacity map and a deeper study of curbside management. There will also be increased engagement with the business community, potentially through a new business coalition. Page 3 of 4 TAB 12-01-2025 Minutes When asked to define"lane reduction" as referenced in the Mayor's letter, Julianne explained that while there's no universally agreed definition, SLC Transportation defines it as the removal 2026 TAB &BAC Calendars Becka went over the potential schedule for 2026.After some discussion, the group agreed to hold their regular joint meeting in January where they would decide,with BAC, their final meeting calendar for 2026. Motion: Justice Morath motioned to adjourn the meeting; Matt Gray seconded the motion. The motion passed unanimously. The meeting was adjourned at 5:32 P.M.
