BICYCLE ADVISORY COMMITTEE
Minutes of the December 15, 2025 Meeting
Present from the Bicycle Advisory Committee were Alla Chernenko and Maxwell
Hoagland.
Electronically present from the Bicycle Advisory Committee were Esther Daranciang,
Jeannie Rollo, Kerry Doane, Laura Lewis, Rebecca Bauer, and William Davis.
No Members of the Bicycle Advisory Committee were absent.
Present was Julianne Sabula, Lt. Steve Wooldridge, and Dave Iltis.
Electronically Present were Brian Conley,Amy Lyons, Connor Stone, Ben Trueman,
Becka Roolf, Martin Cuma, and Craig D. Williams,
The meeting was held both electronically via WebEx and in person and was called to
order at 5:00 p.m.by Esther Daranciang. Esther welcomed everyone and everyone
introduced themselves.
Approval of Minutes
Motion: Kerry Doane motioned to approve the minutes of the November 17, 2025 BAC
meeting with an amendment. Alla Chernenko seconded the motion. The motion passed
unanimously.
Member Report Out
Kerry Doane went to Boston and saw a lot of bike trails in a big city which she thought
was pretty cool.
Jeannie Rollo noticed SLC put the crews to work on iith Avenue and fixed some of the
issues she had been submitting about dirt coming off the hill onto the road. She noticed
the last couple of storms, that hasn't been an issue so, thank you SLC for responding to
those complaints.
Esther Daranciang said she's sure they all saw the hit and run that happened and
was posted on KSL. It was on the 300 West trail; it was the classic person turning right
and not thinking about the cyclist. She's heard frustration from other cyclists of how the
two-way bike lanes can be really dangerous in those moments. Luckily that person is ok,
the bike is totaled. Julianne said she heard about it and was glad they were ok. She said

we should all be looking, but did want to mention that it was on a signal telling the trail
users not to go. Alla said after looking at the video, a front license plate would have been
helpful identifying the driver who left the scene. Esther has also noticed and is curious
from the Transportation Division on the lights on the g-Line. The walk signal goes for
the bicycle, then turns off before the green light, significantly before the green light.
She's wondering why it's timed that way. Julianne said she will follow up on that.
Thinking about that situation, she ends up riding through a lot of red lights that are still
green vehicle lights.
Maxwell Hoagland said he has a friend that wants to know why they even need to
push that button on goo South. Sometimes you see riders on the other side, and
everyone assumes the button was pushed and it was not.
Public Comment
Ben Trueman just wanted to comment that the Webex link on the agenda didn't work
for him. Others noted that the link worked for them, he said his calendar link also didn't
work. Becka said she believes it gives you an option to join from a browser.
Connor Stone is with Transportation staff as a new Transportation Planner and
thanked them for letting him join.
Utah Trail Network
Becka gave an overview of the Utah Trail Network, a UDOT-led initiative funded
through a state-created trail-specific source. The goal is to create a statewide network of
paved, transportation-focused trails connecting key destinations, communities,jobs,
and recreational opportunities. UDOT released a map in the fall showing trail statuses,
and more information can be found by searching "Utah Trail Network."
Becka encouraged members to review the map and email her with questions. The topic
will appear on a future agenda, and it was suggested that a UDOT representative be
invited to present. Becka noted BAC could also send a letter of support. Esther
recommended waiting to write a letter until after hearing directly from UDOT.

Julianne shared that the Mobility Plan, required by legislation, is mostly drafted. She
highlighted that while Salt Lake City's population has grown by 30%, traffic has only
increased by 15%—unlike the county, where both grew equally—suggesting SLC's
investments in alternatives to driving are working.
The City is refining the definition of"highway reduction strategy," and a related map
will be posted on the Transportation website soon. They're also developing processes for
projects on UDOT-controlled streets. Bike infrastructure and traffic calming were
discussed in relation to the plan.
Julianne mentioned the next legislative session may introduce additional measures. A
public meeting will be held once the plan is finalized.Alla asked about possible action,
and suggestions included writing a public letter.
Public Comment
Dave Iltis said to address Alla's comment is to call Wayne Harper and Kay
Christopherson whose numbers are both on the web and tell them exactly what she
thinks and how it will harm SLC and harm traffic because traffic calming is better for

traffic, it reduces traffic. He said on South Temple, there was an open house last month.
Nobody who were the screaming naysayers came to that. It was a nice open house and
one of the key comments was left by the principal of Wasatch Elementary who said
thank you very much for doing the road diet on South Temple and that he thinks would
highlight everything because South Temple is probably on the chopping block. Wasatch
Front Regional Council is working on their 2027 to 2055 Regional Transportation Plan
which includes a layer of active transportation. They could probably get them to come
here to give a presentation about it or to TAB or both or in your joint meeting, but public
comment on that map will be opening sometime soon. 300 West and trail is open from
goo South to 400 South and was killed by one of the screaming naysayers from 400
South to 300 South. That's a direct result of SB195 where they lost one block of key
connection for the protected bike lane that would have connected to the 300 South
protected bike lane. 400 South protected bike lane is built but not open except over the
bridge. He rode on the sidewalk next to it, it's pretty cool. He thinks there's probably
more paint that needs to go in or signs or something,but it's really close to being open.
There are new speed bumps on iioo East between 500 South and boo South, which is
really nice because he submitted a plan that's sat with SLC Transportation for far too
long to have bike lanes going all the way on iioo East to South Temple. But it's really
cool that Salt Lake has done those speed bumps. As far as federal grants, there's an
Olympic grants bill that Burgess Owens and some guy from Washington are sponsoring
for $50 million a year for Olympic and World Cup soccer grants. So that will affect SLC
if that goes through, which it probably will because it's a bi-partisan line item and that
would be huge and if you can co-op that into active transportation and stop calling it the
green loop, please call it the Olympic loop. It's much more likely to get that to go
through. There's a Utah Bikeways Map, which he doesn't know if WFRC or if BAC has
gone over this before. Bert Granberg for WFRC put together this great bikeways map
for the whole state including Salt Lake City and if you go to WFRC and find the bikeways
map,you can make input on it and that gets updated every couple of weeks, it's pretty
cool. SB195, some of us have met to try and form a coalition, but we haven't been able to
figure out what to do. It's pretty hard to combat this stuff, but maybe write an editorial
for the Deseret News or the Salt Lake Tribune and head off some of the just really
ridiculous comments by people who have far too much money and try and co-op the
process.
2026 TAB &BAC Calendars
Becka went over the potential schedule for 2026.After some discussion, the group
agreed to hold their regular joint meeting in January where they would decide,with
TAB, their final meeting calendar for 2026.
Your Photos: Discussion of Recent Project Designs
The Committee went through some design photos that were submitted by Esther. They
reviewed and discussed photos from the 30o North Byway and 200 South in regard to
green paint, physical barriers, safety, and signage amongst other things.
Motion: Kerry Doane motioned to adjourn the meeting; Alla Chernenko seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:29 P.M.

the Temple open house/Road closure of No Temple

separated bike lane with an obstruction between the bike lane and the street
