Minutes of the February 2, 2026 Meeting
Present from the Transportation Advisory Board were Lt. Bron Cruz, Josh Stewart,
Justice Morath, Lynn Jacobs, and Matt Gray.
Electronically present from the Transportation Advisory Board were Brian Conley, Craig
Buschmann, Kelbe Goupil, Kerry Doane, Samantha DeSeelhorst, Solomon Brumbaugh,
and Turner Bitton.
Absent from the Transportation Advisory Board was Miranda Bradshaw.
Present was Julianne Sabula.
Electronically present were Amy Lyons, Troy Saltiel, Becka Roolf, Meredith Muller,
Connor Stone, Dave Iltis, Kathryn Morelock, and Blake Thomas.
The meeting was held both electronically and in person and was called to order at 4:04
p.m. by Justice Morath.
Welcome and Introductions —Justice welcomed everyone, and everyone
introduced themselves.
Motion: Matt Gray moved to approve the minutes of the December 1, 2025 TAB
meeting and the January 12, 2026 Joint TAB/BAC meeting. Turner Bitton seconded the
motion. The motion passed unanimously.
Report Out —by Members
Justice Morath said, as we all know,we have legislative session going on right now.
He knows there are some rumors that are potentially trustworthy of things swirling
around up there,but we don't have anything in writing, at least submitted as a bill yet.
So, there's not a lot we can do until we see those things. Hopefully when the big
transportation bill becomes public, we'll be able to talk about it next time and how that
might affect Salt Lake City and all of us. With that thought, he always encourages
everyone to use their voice as private citizens and while they can't formally speak for the
Transportation Advisory Board, they can certainly mention that they're involved with
TAB which can offer some credentials, and a little bit more credibility when they're
talking to their elected representatives. But again, unless we make a statement formally,
you're not representing TAB,but could certainly mention who you are and what you're
involved in and that could help make your voice heard a little bit more. He just wanted
to mention that, he knows they're all bracing to see what's going to happen and what's
coming down the hill.
Matt Gray said that, mentioning the legislative session, they're watching that at UTA
as well, but what happens is happening at Capitol Hill, so they'll wait and see. Julianne
asked if UTA has a governance bill and Matt said yes, that's one he's aware of too. Kerry
asked what number the governance bill is, and Julianne said she believes it's HB197,
Justice said he would double check on that number. Julianne said it does a few things

including taking the existing board of trustees and changing them to a governance
structure that is more similar to the Transportation Commission and in talking to
people, it sounds like it's largely a good thing. A little bit less involved in the day-to-day
decisions. Currently the Board of Trustees is involved in nearly everything they do
financially so it may help speed things up with UTA, but she doesn't have much
information in terms of how it impacts SLC. Samantha asked Matt if this was
anticipated or if it was a bit of a surprise and Matt said he's not sure, but it was news to
him.
Josh Stewart said for District 6, they had a nice meeting with Julianne about the
Bonneville Elementary School and some transportation issues around that. He thinks
everybody walked away with some good feedback on that one. He also wanted to
mention that Ellen Reddick,who was a long-time member of this board from District 6
and tireless advocate of good transportation, passed away recently. She was known for
having her trunk full of flags to put in the crossing for people and she was a great lady,
so they'll miss her, and she was a great transportation advocate.
Kerry Doane thanked Josh for sharing that and said now she understands why
Bonneville Hills Community Council doesn't currently have a Chair. She's been trying
to go to the community council meetings. She asked about HB381 and Becka told her
they would discuss that later in the meeting. Justice said this is a good reminder to go to
community council meetings when you can so you can share information between them
and TAB.
Kelbe Goupil wanted to flag the West/East Connection Study that the City is doing.
Since there are a couple events coming up, she just wanted to put those on everyone's
radar. There's a scavenger hunt going on and then there's a couple open houses
happening on February 5 and then again on February 12, so she's just been trying to
spread the word with her neighbors and friends in her district and would encourage
them to do the same.
Turner Bitton wanted to give a quick kudos to the Transportation Division. He
submitted a CIP application. It's been a couple years now,but to reconstruct the
intersection at California Avenue and Glendale Drive, and then also Navajo. Because of
the great work by the Transportation Division, they were able to combine that project
with another project that's happening through Public Utilities. Because of that, there
was funding left over so they're going to be able to add some new protection for kids that
cross the street at about 1500 West on California Avenue. He just wanted to give a shout
out to Transportation for always looking and trying to make these projects work with
others and stretch the dollars that are awarded with them, so thank you. Julianne
thanked Turner, she said we don't have a long line of people giving us kudos.
Public Comment
Dave Iltis with Cycling Utah said on 1300 South and about 150o East by the school, a
woman was hit and severely injured crossing in the crosswalk and is in severely critical
condition. He doesn't know any more than what's been in the news reports, but this is
just a wake up that they still don't have a Vision Zero Plan from Salt Lake City. It's been
a couple years now and he knows they're working on it, but the powers that be out there
don't seem to get it. He doesn't mean SLC powers, he means State powers don't seem to
get how bad traffic violence impacts people's lives. As a Committee, he encourages them
to push this issue, push Vision Zero, Safe Streets and all that a lot more than they're
currently doing. Second is HB381,which is the electric bike bill. There's a draft that is
up and is passed but held in draft meaning the Committee is waiting for updates from
the bill's sponsor which is Representative Paul Cutler. For the most part it looks like a
pretty decent bill as opposed to the absolute not decent bill that Senator Plumb put up

last year that was attempting to do some of the same things. The one thing of maybe
some concern is it would require helmets for class one, two, and three e-bikes for age 21
and below. He knows that some people have recommended that for class one e-bikes,
and the age had only been 18 and below. If they have any desire, they should e-mail the
bill's sponsor,but People for Bikes made some very significant comments about the bill.
Bike Utah's been working on that, they've also been working on Bakcou offroad which
are electric hunting bikes. They have been working on that, so he thinks ultimately what
they're going to see out of that is a bill that helps regulate the Surrons and other types of
electric bikes that go above 2omph with throttle. One interesting thing is the way the
bill's language is worded right now, it would apply to Teslas, being electric vehicles that
go above 2omph. He doesn't think they considered that,but it might prevent Teslas
from going any faster than that. There are other pieces of legislation on the hill that are
coming, maybe there will be an update later. Pay attention carefully to those when they
come up and comment to your Legislators. The last thing that he probably mentioned to
them in the fall is that UDOT and SLC and WVC worked on improving the crossing
under SR2oi at 3200 West. The crossing there now is pretty decent. It's slow,but you
can actually get across the underneath of the freeway with traffic control lights the
whole way and it's at least mildly safe,way better than it was before. And the long-term
goal in SLC still has a bunch of work to do on their section, they've done a bit,but not
enough to create a continuous bike lane from 500 South to 12000 South on 3200 West.
This would be one of the longest lengths of the valley routes if it were completed, and it's
probably 3/4 filled with bike lanes currently. Salt Lake City has some very rough edges
around SR2oi and a couple blocks that are completely missing and they need to wrap up
a few blocks there. And as a reminder, please stay friendly to the public.
CIP Rankings by Transportation Advisory Board
The Board discussed their CIP rankings and whether they wanted to write a letter in
support of these projects representing just TAB or a joint letter with BAC. Since there
were very few responses to the CIP survey that was sent out, they also wanted to extend
the survey deadline by one week.
The letters typically go to the CDCIP, Mayor, and City Council and Julianne explained
the process and budget for these applications.
Kerry thought it would make sense to do separate letters this year, so Justice will start a
TAB letter saying how they ranked the projects and that they support them all. He will
touch base with BAC on Monday to verify whether they want to write their own letter.
Motion: Justice Morath motioned to extend the deadline of submitting the CIP
rankings to this coming Friday. After that, he will work with Matt, Kerry, and Esther in
drafting a letter for TAB and then depending on how it works on Monday with BAC, also
BAC or they will do their separate one; Kerry Doane seconded the motion. The motion
passed unanimously.
Re-Introduction of New Transportation Director
Lynn Jacobs introduced himself as the new Transportation Director and said he looks
forward to working with TAB to make some good improvements in Salt Lake City. Lynn
also introduced Lt. Bron who is the new Ex Officio member of TAB representing the
SLCPD.
Transportation / State of The City Address

Blake provided an update on the State of the City Address as it relates to TAB's work,
with particular focus on the Green Loop.
He thanked the Board for their volunteer service and explained that the Green Loop
concept originated in the Salt Lake Chamber's Downtown Rising plan and has since
been incorporated into multiple citywide and neighborhood plans. Mayor Mendenhall
has prioritized the project in response to downtown growth, increasing visitors, and
limited park space, emphasizing connectivity, beautification, tree canopy, and safe
access for pedestrians and cyclists throughout downtown, including connections to the
9-Line, Main Street, and the emerging sports and entertainment district.
Blake noted that the City is beginning to retire the single"Green Loop"label due to the
project's scale and complexity, instead framing it as corridor-by-corridor and block-by-
block improvements. He highlighted several related efforts:
• Completion of park blocks west of the Gateway(legacy 2002 Olympic projects).
• Continued improvements along the 9-Line and goo South, including added
amenities and landscaping.
• A vision study for the Civic Center area along 20o East near City Hall and Library
Square.
• A forthcoming schematic design for 500 West (led by Wink of Denver), focused
on roadway design, safety, and park-like amenities.
• Exploration of a partnership with The Church of Jesus Christ of Latter-day Saints
to enhance portions of South Temple following the Temple open house.
Board members asked questions regarding travel lanes, Civic Center design specifics,
potential convenience parking on 400 South to enhance pedestrian activity, Green Loop
adjustments, and 500 West improvements. Julianne added that an analysis is underway
to evaluate extending light rail beyond Main Street. Blake also requested TAB's support
for certain related CIP projects.
Utah Legislative Session
The following legislative updates were discussed.
• S13195 is still under negotiation and not yet public; Julianne will provide details once
available.
• HB425 is authorization legislation for transportation utility fees(TUF).Modeled after
utilities like water or sewer,the fee would fund transportation-related infrastructure
and maintenance. It is not tied to property tax or geography and allows different rates
for residential and commercial users.
• UTA Legislation: Julianne noted general City support for pending UTA legislation,
though it may affect project timelines and will eliminate the local advisory board,
leaving questions about future local input.
• SB196 would allow the Legislature to name locally owned streets,it is unlikely to
advance due to strong local opposition.
• SB39 (investment zone amendments near the convention center)was asked about;
Julianne said the City supports it but had no further details.
• HB381 focused on e-bike and motorcycle classification,insurance implications,helmet
age requirements (proposed change from under 21 to under 18), enforcement via bike

class stickers, and exemptions for bike/scooter share programs such as GREENbike and
Lime.
Julianne recommended the Board members sign up for WFRC's legislative tracker and
e-mail updates for monitoring bills.
Motion: Josh Stewart motioned to adjourn the meeting; Matt Gray seconded the
motion. The motion passed unanimously. The meeting was adjourned at 5:30 p.m.
