A.Welcome & Roll Call
Ms. Molinari called the CDCIP Advisory Board meeting to order on February 18, 2026, at
5:00 PM and confirmed that a quorum was present.

Board members and staff introduced themselves. Ms. Molinari reviewed meeting
procedures, including two-minute presentation limits, participation guidelines for online
attendees, and the format for board questions.
B.Approval of Minutes
The Board reviewed the January 12, 2026, and February 2, 2026, meeting minutes.
Motion: Mr. Murphy moved to approve both sets of minutes.
Second: Mr. Weeks
Vote: Unanimous approval.
C. Discussion of Proposed CIP Projects-Constituent Transportation
Applications
The Board heard presentations and conducted discussions on the following Transportation
projects:
Hubbard Avenue (200 East-300 East)
Constituent: Jon Burnett
The applicant described increased traffic congestion and speeding attributed to nearby
commercial development and residential growth. Concerns included narrow roadway
width, increased parking demand, and pedestrian safety. Nearby streets are much wider,
which enables easier flow of traffic. They explained residents have purchased and installed
their own speed bumps to slow traffic, and the city has come by to remove them. It was
inquired if all the parked cars and the narrow streets work as a natural way to slow traffic.
Community members expressed support for traffic calming measures.
Roxbury& Kensington Pedestrian Safety
Constituent: Jennifer Solomon
The proposal addressed pedestrian safety concerns near Indian Hills Elementary School,
including missing sidewalks, steep grades, blind curves, and requests for raised
crosswalks. The applicant said some neighbors were not in favor of a sidewalk or any other
additions that would change the neighborhood. Transportation staff clarified sidewalk and
paving requirements and noted neighborhood concerns regarding sidewalk installation.
Nible.y Park School Crossing
Constituent: Jenni Oman
The proposal included ADA ramp improvements and crossing modifications near Nibley
Park Elementary, with coordination between Salt Lake City and Millcreek. Discussion
focused on traffic flow, pedestrian safety, and bus access.

Poplar Grove 500 S Traffic Calming
Constituent: Bethany and Diego Pardo
The applicants cited speeding, near-miss pedestrian incidents, and proximity to parks, bus
stops, and childcare facilities. They requested speed humps, curb extensions, and
enhanced crosswalk visibility. This same request was made last year. Transportation staff
confirmed the area's inclusion in the Livable Streets prioritization system.
Proposal for Traffic Calming and Pedestrian Safety Improvements
Constituent: Emily Polichette
The proposal sought broader traffic calming, including raised crosswalks and school zone
safety enhancements near Liberty Elementary. The board inquired about data from speed
monitors and Transportation staff indicated that available speed study data would be
reviewed. This application is closely aligned with the Hubbard Avenue (200 East-300 East)
Traffic Calming application.
Rose Park Safe Routes to School Crossing Safet"y Improvements
Constituent: Megan Lopez and Seth Common
The project proposed bulb-outs, crossing lights, and improved striping along 900 West to
enhance pedestrian safety for Rose Park Elementary students and transit users.
Information from the Bike Utah study was discussed. Best practices were discussed for all
these very similar applications around the city.
Rosslyn Heights Corridor Island
Constituent: Gretta Millett
The applicant explained the request was for a raised island to be installed at the top of the
road with a wide area with striping to designate parking areas. The Rosslyn Heights Sports
Complex brings a lot of traffic to the area, and a future high school will be built in the same
location. The design and application do consider the new high school and the buses that
will need to maneuver around.
Safe Routes to Beacon Heights, Hillside, and Cosgriff
Constituent: Matthew Preston
The request is for speed cushions and crosswalks due to the neighborhood being used as a
cut-through for people to access 1-80 and 1-215. Other streets in the area do have some
form of traffic calming so people are going through this area to avoid those streets. The
applicant confirmed the project could be partially funded and completed in phases.

Safe Side Street North Extension
Constituent: Kim Paturzo
The applicant requested continuation of existing traffic calming measures to the northern
portion of the Transportation Division's Livable Streets Zone 46 (1700 South to 2100 South;
900 East to 1100 East). Over 120 neighborhood signatures were submitted in support. The
proposal emphasized consistency with previously implemented improvements in the
southern portion of the zone.
Sunniside Ave&Amanda Safe Street Crossing
The constituent was not present.
Transportation reported that a prior CIP project funded a crossing near 1400 East. This
proposal seeks a landscape median and crossing near Amanda Avenue. Development
agreement funds could support crossing improvements but would not fund a landscape
median. Related projects are currently on hold due to SB195 legislation.
Traffic Calming for Sherman Avenue
Constituent: Marie Jefferies
The applicant explained the need for speed humps along Sherman Avenue due to cut-
through traffic and daily speeding above the 20-mph limit. A petition demonstrated
neighborhood support. The cost estimate reflects speed humps only; repaving is not
included.
McClelland Trail Safet-y Improvements
Constituent: Sonja Heuscher
The proposal requested raised crosswalks and/or rectangular flashing beacons at steep
street crossings along the McClelland Trail. The trail serves pedestrians and elementary
school students. Previous CIP improvements installed landscape islands and marked
crossings; the applicant seeks enhanced measures due to continued speeding.
Transportation staff noted improvements were consistent with evolving pedestrian safety
practices.
Slow Down Liberty Wells South
Constituent: Jeff Bair
The proposal requested installation of permanent speed humps along 300-600 East
between 1700 South and 2100 South. The applicant cited long-standing neighborhood
concerns and prior temporary measures that proved ineffective. Transportation staff
clarified that permanent engineered features would differ from prior temporary
installations.

Traffic Circle at 700 South&500 West
Constituents: Anastasia Kaessner, Garth Franklin, and Josh Scheuerman
The proposal requested construction of a permanent traffic circle at 700 South and 500
West, replacing a successful temporary installation used during Open Streets events. The
area is experiencing significant growth and increased pedestrian activity. Estimated costs
reflect roundabout construction only; public art would be funded separately. Mr. Atkinson
noted a related internal engineering application for broader reconstruction in the area.
Pedestrian Placemaking at Ballpark Library Lab
Constituent: Amy Hawkins
The proposal addressed unsafe pedestrian conditions near the Ballpark Library Lab at 1406
South West Temple. The nearest marked crosswalk does not align with pedestrian traffic
patterns, resulting in frequent mid-block crossings. Livable Streets improvements have
been delayed due to sewer rehabilitation work.
Central9th & Ballpark Traffic Safet-yImprovements
The constituent was not present.
Ms. Molinari reported a forthcoming scope reduction and updated cost estimate. Sewer
rehabilitation is underway in the area.
Statement for all Transportation-related proposals:
Ms. Molinari provided a general statement that any project found to conflict with Senate Bill
195 (2025) or successor legislation would be modified during the design phase to ensure
compliance while maintaining the project's intent where practicable.
