Submission Deadlines:
• Comments must be received by 12:00 PM on the Wednesday the week before the
meeting to be included in the Staff Report.
• Comments received between 12:01 PM on the Wednesday the week before the
meeting and 12:00 PM on the day of the meeting will be forwarded to the Commission
(but not included in the Staff Report).
Note: Comments and materials received after the deadlines may not be reviewed prior to
the meeting but will be added to the official record. Emails received will not be read aloud
during the meeting.

1. Approval of the Minutes for April 2, 2026.

2. National Register Nomination Consideration- for the Tenth East Senior Center at
Approximately 237 S 1000 E– The State Historic Preservation Office (SHPO) has
received a request to add the Tenth East Senior Center, to the National Register of
Historic Places. The National Register Review Committee will consider this nomination
at their meeting on May 7, 2026. The SHPO is requesting review and input from Salt
Lake City as the Certified Local Government in this matter. The property is not located within a Local Historic District or listed as a Local Landmark Site and would not be subject to any local preservation standards found in the H Historic Preservation Overlay zoning district. The subject property is within Council District #4, represented by Eva

3. Zoning Map Amendment and General Plan Amendment at Approximately 140 B St and
272 E 3rd Avenue - Tyler and Kara Alden, the property owners, are seeking approval of
zoning map amendment and general plan amendment petitions for the above listed
properties. The property at 140 N B St is the current site of Ellerbeck Bed and Breakfast and Café 140 B. The property at 272 E 3rd Avenue is currently a single-family home. No new construction or modifications of the historic buildings on the properties are
proposed as part of this petition.
A. Zoning Map Amendment: To allow the house at 272 E 3rd Avenue to operate as a
retail space and coffee/pastry shop, the applicant is requesting a zoning map
amendment from RMF-35 to MU-2. The Ellerbeck B&B and Cafe 140 B are legal
nonconforming uses, and although they are included in this proposal, no change to the
use or structures on this property is proposed as part of this petition. Petition Number

B. General Plan Amendment: As the proposed zoning map amendment is not aligned
with the adopted Avenues future land use map, changing the zoning designation also
requires the general plan to be amended. Petition Number PLNPCM2026-00008

4. Liberty Park Cultural Landscape Report and Vision Plan, and Memory Grove Park
Cultural Landscape Report and Preservation Maintenance Plan – In collaboration
with Mundus Bishop, the Planning and Design Division is in the final stages of a cultural
landscape report (CLR) and Vision Plan for Liberty Park and the beginning stages of a CLR and Preservation Maintenance Plan for Memory Grove Park. The cultural landscape reports include a site history; existing conditions; comparative analysis and evaluation of historic and existing conditions; and treatment recommendations for the parks.
Planning will briefly discuss CLR’s role in guiding evaluations of future proposals for
park improvements and maintenance. The findings of the Liberty Park Vision Plan will
also be discussed. The consultant and Public Lands Staff will be conducting the briefing.
Liberty Park is in Council District 5, represented by Erika Carlsen. Memory Grove Park
is in Council District 3 represented by Chris Wharton (Staff contact: Kathryn Sonntag at

visit www.slc.gov/hlc. Staff Reports will be posted the Friday prior to the meeting and minutes will be
posted two days after they are approved, which usually occurs at the next regularly scheduled meeting of
the Historic Landmark Commission.

The next regular meeting of the Commission is scheduled for Thursday, June 11, 2026, unless a special
meeting is scheduled prior to that date.
Anyone who is an “adversely affected party” as defined by Utah Code Section 10-20-102, may appeal a
decision of the Historic Landmark Commission by filing a written appeal with the Appeals Hearing Officer
within ten (10) calendar days following the date on which a record of decision is issued. The applicant may
object to the decision of the Historic Landmark Commission by filing a written appeal with the Appeals
Hearing Officer within thirty (30) calendar days following the date on which a record of decision is issued.
