Approval of Minutes • Motion to approve the minutes of the December 2025 Regular Meeting was made by Steven Burt, seconded by Caitlyn Barhorst. • Vote:Approved with majority vote. • Ayes:All Discussion Items 1. Brigham Young Portrait Loan Request A presentation was given by Renato Olmedo-Gonzalez (Public Art Program Manager, SLC Arts Council), regarding a request from the Church History Museum to loan the Brigham Young portrait and frame currently displayed in the City&County Building Formal Chambers, Room 315. Key points included: • The portrait is an original painting by Enoch Wood Perry Jr.valued at approximately$200,000 to$250,000. • The Church requested the painting for an exhibition related to the Salt Lake Temple rededication. • The proposed loan period is approximately two years. • The Church History Museum has agreed to cover costs related to: o Removal and transportation of the artwork o Insurance duringtransport and exhibition Salt Lake City and County Building Monday, March 9, 2026 Conservancy&Use Meeting Minutes o Wall repair behind the painting o Conservation work if necessary Committee members discussed possible options for the wall while the painting is on loan, including: • Leaving the wall empty with interpretive signage • Installing a reproduction of the portrait • Displaying alternate artwork during the loan period The committee discussed concerns related to wall repair, frame removal, structural mounting, and preservation of historic finishes. Motion: Caitlyn Barhorst moved to approve continued research and non-destructive exploratory work to determine the feasibility of removing the Brigham Young portrait and frame. The exploratory work discussed included: • Using a fiber-optic camera or similar method to inspect behind the painting • Determining howthe frame and painting are mounted • Evaluating the condition of the wall and paneling behind the painting • Identifying potential repairs needed if the painting and frame are removed Second: The motion was seconded by Robyn Taylor-Granda. Vote: The motion passed unanimously. Purpose of the Motion The motion did not approve the loan of the frame yet. Utah Open and Public Meetings Act(OPMA)Training Senior City Attorney Cameron Johnson provided the committee with its annual Utah Open and Public Meetings Act (OPMA) training. The training included information on: • Requirements for public meetings • Quorum and voting rules • Meeting notice requirements • Hybrid and electronic meetings • Public comment procedures • Closed meeting requirements • Consequences for violations of the Act Members were reminded that communications related to committee business may be subject to public records laws. 3. Cannon Room Remodel Proposal Josh Lander presented the Mayor's proposal to remodel the Cannon Room to improve functionality while maintaining the historic character of the City&County Building.The Cannon Room is located on the third floor and is designated as a Priority A historic space under the City&County Building Design and Use Guidelines. Staff explained that the existing conference table is extremely large and occupies much of the room, making the space difficult to use for staff meetings and presentations. Because of the table's size and fixed configuration, many participants cannot easily see presentation screens or interact effectively. The Mayor's proposal includes replacing the current table with approximately eight custom mobile tables that could be arranged in different configurations depending on meeting needs.The tables would be constructed from reclaimed wood sourced from Salt Lake City parks through the Urban Forestry program, using trees that were already removed for maintenance or safety reasons. Updated seating and improved presentation capabilities were also discussed. Committee members discussed the importance of maintaining the historic character of the room while improving its functionality. Members emphasized that new furnishings in a Priority A space should maintain a style and aesthetic consistent with the historic character of the building.The use of reclaimed wood was generallyviewed positively, particularly if the furniture design incorporates historically appropriate detailing and finishes. Motion: Motion Salt Lake City and County Building Monday, March 9,2026 Conservancy&Use Meeting Minutes A motion was by made by Steven Burt to: • Allow the installation of a wall-mounted television in the Cannon Room, provided the television is mounted directly to the plaster wall by a qualified professional installer and does not impact or interfere with any crown molding or historic wood trim. • Continue the furniture portion of the item to the next meeting to allow staff and the committee time to: o Explore options for modular tables and chairs, including designs using reclaimed wood. o Develop proposed furniture designs and vendor options for committee review. o Consider whether the room's classification within the Design and Use Guidelines should remain Priority or be reconsidered. • Allow continued coordination and communication through Josh Lander with the Mayor's Office in order to move the project forward while additional design options are developed. The motion was seconded by Nick Pederson. Vote: The motion passed unanimously. 4. BUILDING PROJECT UPDATES Josh Lander provided an update on the transformer replacement project at the City & County Building. The project remains under construction as crews work toward bringing the new transformers online before removing the existing equipment. Staff explained that portions of the parking lot remain unfinished to allow access for the removal of the existing transformer, generator, and related equipment once the new system is operational. There have been minor delays related to transformer installation, but the project continues to move forward. Staff indicated that the power transition to the new transformers is anticipated in late March or early April. Once the new system is operational, the old generator and transformer will be removed and the remaining site work—including paving, curbing, and landscaping in the parking lot—will be completed. Staff briefly noted that the 5th floor breakroom project is largely complete, with only minor punch list items remaining.
