A. Minutes
A motion was made by John Bradshaw and seconded by Hong Nguyen to approve the
minutes of November 12, 2025 as presented. All votes were affirmative; motion passed.
Luz Escamilla joined remotely at 9:34, Burton left at 9:30.
B. Director’s Report
Pete Higgins, Chief Operating Officer, updated the Airport Advisory Board regarding current
events.
• Delta has ordered 30 new 787’s with the option of 30 more. The benefit is more
passengers
• TSA Confirm ID will allow passengers without Real ID to travel but they will be
charged $45 for the new process
• Number of wheelchairs requests is rising
C. Airport Redevelopment Program (ARP) Update – Brian Stetson, ARP Director, SLCDA
Brian Stetson, Airport Redevelopment Program (ARP) Director, presented an update on the
ARP (presentation on file). Main points included were:
• Safety, Statistics, and Schedule
o Trade hours for the Program overall; 17,492,919

Dirk Burton asked what EDS stands for. Brian Stetson explained it stands for Explosion
Detection System; it’s a machine that scans bags and determines if a bag needs to be
hand checked.

John Bradshaw inquired about the traffic for the new Delta Sky Club and the Amex lounge.
Pete Higgins described it as if they are staying busy but they will get even busier when we
open four gates early.
Jonathan Freedman asked how the new Peru flight is performing. Nancy Volmer explained
the flights will continue through January and the numbers look strong.
D.Southern Infrastructure Improvements – Introduction and Status – Melyssa Trnavskis,
Director Airport Design and Construction Management
Melyssa Trnavskis, Director Airport Design and Construction Management, presented an
update on the Southern Infrastructure Improvements (presentation on file). Main points
included were:
•Overview of Projects
o Future Employee Parking Lot
o Relocation of the two Canals, Surplus and North Point
o Future Endurance Taxiways
•The 2022 Airport Master Plan Projections
o Exceeds Capacity in the Economy Parking Lot
PLA1- Planning Level
Effective Capacity = 90% of Space Count
o Demand Exceeds Capacity in the Employee Lot
Added overflow parking in Lot 3 and AOC building
•Three employee options
o Option 1- One single lot south
o Option 2- Single with 2 shuttle routes

John Bradshaw asked about passengers parking and how do we manage cost and demand.
What are we trying to accomplish, and how do we find balance?
Higgins replied that what we charge becomes more of an art form. People expect to have a
parking place, and we are letting the market decide. We see the parking structure being
stressed/full more often. We’ve had to move passengers to the overflow lot; it’s a good
solution.
John Bradshaw asked if we have adequate land for growth over the next thirty years.
Higgins is confident that the airport will have enough real estate for all future plans.
Hoang commented on the future parking lot project, noting the use of soil as a cool and
creative way to make an effort toward helping the environment.

B. Director’s Report
Bill Wyatt, Executive Director, updated the Airport Advisory Board regarding current events.
• This is Brian Butlers last board meeting. He will start March 1st and DFW.
Thank you for everything you have done for us, we are proud of you and excited for
this new opportunity.
• The mild weather conditions have positively impacted the chemical budget, as no
plowing has been required this season.
• The budget will be presented to the Advisory Board next month
Dirk Burton asked for more information on the El Paso Airport shutdown today. Bill Wyatt
noted this is the first time since 9/11 that the FAA has shut down an airport. We will be
anxious to see the reason why.
C. Airport Redevelopment Program (ARP) Update – Brian Stetson, ARP Director, SLCDA
Brian Stetson, Airport Redevelopment Program (ARP) Director, presented an update on the
ARP (presentation on file). Main points included were:

o Trade hours for the Program overall; 17,492,919

John Bradshaw asked for clarification on what is referred to as Level 1 turnover. Brian
Stetson explained that as we build out the gates, we can relocate airlines offices to level
one. It allows them to consolidate to their final offices.
D. Disposal of Surplus Property – Shawn Wiest, Airport Property & Real Estate Manager,
SLCDA
Shawn Wiest, Airport Property & Real Estate Manager presented information about the
Disposal of Surplus Property (presentation on file). Main points included were:
• Property Background
• SLC Corp. Disposition Procedure
• SLC Airport has acquired an appraisal, the surrounding landowners will bid for the
property
Burton inquired about the last time the Airport sold property, to which Brady Fredrickson
responded succinctly that the Airport does not sell property—it acquires it.
E. Air Service Development Update- Nate Lavin, Air Service and Business Development
Manager
Nate Lavin, Air Service and Business Development Manager, presented an update on Air
Service ( presentation on file). Main points included were:
• Executive Summary
o The airline industry has demonstrated strong resilience and overall
performance.
o Since the early 2000s, passengers have shown a clear preference for low-
cost carriers.
o Over the past two years, there have been indications of a shift back toward
full-service carrier.
• Passenger volume
o Passenger volume is increasing
o Demand remains robust across the market
• Demand Trends
o Demand continues to shift toward low-cost carriers
o There has been a dramatic shift over the years, particularly amid airline
consolidation
• Fleet Trends – Aircraft Size
o Aircraft size is increasing overall.
o Smaller aircraft are being phased out and replaced with larger models.
o While some 50-seat aircraft remain in operation, the broader industry trend
favors larger aircraft.

• Airline pricing power
o Round-trip fares appear to be declining
o The annual seat growth in the last year is up 1.8%. low cost was growing
faster. The last year the are shrinking by 14%
• Are Ultra Low-Cost Carriers a thing of the past
o Ultra-low cost may have reached its end
o The model worked at the time, but costs are going up
o Baby boomers with retirement funds are now choosing low cost
• ULCC Segment
o Frontier replaces longtime CEO
o Allegiant and Sun Country announced a merger
• Passenger numbers in 2025 were consistent with 2024 Levels
o March, July and October of 2025 were some of our busiest months recorded this
far.
o Asia led international travel growth for 2025
• SLC is having active discussions with various carriers about entering or expanding
the market, with international service the top priority.

Brian, we are proud of your contributions and will miss having you on the team. It
has been wonderful having you here, especially during times when the airport
needed you most. Wishing you all the best in your new assignment.

CONSTRUCTION REPORT
(1) Taxiways U & V - Construction activity continues with utility work associated with the storm drain lift station and fiber optic duct bank.
Pile driving for the west vehicle service road (VSR) and 4000 W structures has begun and will continue through the spring. The
Contractor continues to make progress on earthwork activities. Recent storms have slowed production, but the work remains on schedule.
Upcoming work includes continued pile driving for west VSR and 4000 W walls and structural elements, along with ongoing utility and
earthwork operations as conditions allow. Substantial Completion remains on target for September 29, 2028.
(2) Decommission R/W 14-32 & T/W Improvements - The Contractor is currently preparing submittals for review and approval by
SLCDA. Survey verification is also in progress. The anticipated construction start date is mid-June with a substantial completion date of
August 15, 2026.
(3) 34R Glycol Pump Station Modifications - The bid opening for this project was held on February 5, 2026. The apparent low bidder is
Industrial Piping and Welding, LLC. Contract documents have been executed. Construction is anticipated to start on September 8, with
substantial completion on October 26, 2026.
(4) Taxiway H1 & End Runway 34R Rehabilitation - The bid opening for this project was held on February 26, 2026. The apparent low
bidder is ACME Construction. Contract documents are currently being prepared. Construction is anticipated to start on September 8, with
substantial completion on November 9, 2026.
(5) South Employee Parking Lot - Phase 1 - The Contractor continues installing utility infrastructure, (waterline, electrical duct bank, and
storm drain). Substantial Completion is on target for July 31, 2026.
(6) Electrical Vehicle Charging Stations Ph. IV - The project is currently on standby pending delivery of electrical gear and equipment
arriving in April. Substantial completion is anticipated by July 3, 2026.
(7) State of Utah - Sky Harbour Roadway and Site Improvements - The project is approximately 48% complete. Sewer laterals are being
installed, and electrical work is on-going. Grading for the hangars is nearing completion. Substantial completion is anticipated by
October 31, 2026.
(8) NWS Sewer Main Replacement - The project has been placed on hold until the Spring, at which time the trench area will be paved
following the reopening of the hot plant. Substantial completion is anticipated by April 21, 2026.
(9) NS1 & NS4 Switch Gear & Capacitor - The Contractor continues with the installation of the electrical feeders to the new panels.
Submittals are being reviewed and approved by SLCDA. Substantial completion is anticipated by June 25, 2027.
(10) Dock 3 Door Replacement - A construction notice to proceed was issued on February 4, 2026. The Contractor is currently preparing
submittals for review and approval by SLCDA. Substantial completion for this project is anticipated for May 19, 2026.

(11) Rental Car Reallocation Phase 1 - A pre-construction meeting was held on February 2 with a notice to proceed issued at that time.
Submittals are being prepared for review and approval by SLCDA. Substantial completion is anticipated for May 15, 2026.
(12) Rental Car Reallocation Phase II - The bid opening for this project was held on January 22, 2026. The apparent low bidder is Silverleaf
Partners. Contract documents are currently being prepared. Construction is anticipated to start on March 19, with substantial completion
on July 15, 2026.
(13) Rental Car QTA Equipment Replacement - The bid opening for this project was held on January 22, 2026. The apparent low bidder is
Paulsen Construction. Contract documents are currently being prepared. Construction is anticipated to start on March 24, with substantial
completion on July 22, 2026.
(14) SkyChef Building Demolition - The bid opening for this project was held on January 29, 2026. The apparent low bidder is Squires
Construction. Contract documents are currently being executed. Construction is anticipated to start on March 19, with substantial
completion on July 17, 2026.
(15) Gateway Skybridge Door Replacement - The bid opening for this project was held on February 5, 2026. The apparent low bidder is
Saunders Construction. Contract documents have been executed. A construction notice to proceed was issued on February 25, with
substantial completion anticipated on August 26, 2026.
(16) Economy Parking Lot EVCS - The bid opening for this project was held on February 12, 2026. The apparent low bidder is All-Tech
Electric. Contract documents are currently being executed. Construction is anticipated to start on March 23, with substantial completion
on November 2, 2026.
(17) Terminal Drive Resurfacing - The bid opening for this project was held on February 19, 2026. The apparent low bidder is Staker Parson
Companies. Contract documents are currently being prepared. Construction is anticipated to start on April 20, with substantial
completion on June 15, 2026.
(18) PAB Electrical Equipment Upgrade - The bid opening for this project was held on February 12, 2026. The apparent low bidder is All-
Tech Electric. Contract documents are currently being prepared. Construction is anticipated to start on March 23, 2026, with substantial
completion on April 28, 2027.
(19) SVR Dual Taxilanes - The bid opening for this project was held on February 26, 2026. The apparent low bidder is SMM Construction.
Contract documents are currently being prepared. Construction is anticipated to start on April 7, with substantial completion on August
10, 2026.
