A motion was made by Theresa Foxley and seconded by Hoang Nguyen to approve the minutes
of April 17, 2024, as presented. All votes were affirmative; motion passed.
B. Director’s Report
Brian Butler, Airport Chief Financial Officer, gave an update to the Airport Advisory Board
regarding current events including,
• Hawaiian Airlines is launching their service to Oahu May 16th
• Congress set to increase bill funding for the FAA to $1 Billion on an annual basis, we are
expecting that to pass today
• Budget was presented to Council last week. Council is in support of raising parking rates
• We will not be going to the bond market this year. July 2nd we will be going to Council
for approval for a line of credit
C. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Director,
SLCDA
Mike Williams, Airport Redevelopment Program (ARP) Director, presented an update on the
ARP (presentation on file). Main points included were:
• Safety, Statistics and Schedule
o 14 million Total Trade Hours Worked
o 667 Trade Workers (week ending 05/03/2024)
o Phase 4 – Start of steel erection May 2024
• Near Term Schedule Milestones
o Start slab-on-grade pour 1.

D. Safety Management System – Sumire Spurlock, Airport Senior Safety Manager,
SLCDA
Sumi Spurlock, Senior Safety Manager, presented an update on Air Service Development
(presentation on file).
• Safety Management System as a Regulation
o October 2010 was the initial notice of proposed rulemaking and comment period
o March 2024 the implementation of the plan was submitted
o Full implementation within 36 months following the approval of the
implementation plan
• SMS Program – SLCDA Program Development / Key Steps
o Winter 2018 hired consultant to assist in development
o Summer 2020 initial launch of hazard reporting system
o SMS implementation plan submittal in March 2024
• Future Steps to Program Development
o Development of recurrent training for all employees
o Further development of software solutions
o Implementation of SMS in landside/terminal and GA Airports
• ASET Responsibilities
o OSHA programs
o Employee committees
o AID, SPR, and Stop the Bleed Programs
• Safety Management System
o Definition according to the FAA:
SMS is the formal, top-down, organization-wide approach to managing
safety risk and assuring the effectiveness of safety risk control. It includes
systematic procedures, practices, and policies for the management of
safety risk.
o SMS is not intended to be a new safety management system; rather it builds upon
an organization’s existing process.
o Goes beyond prescriptive audits and checklist-based inspections to develop
procedures and indicators that anticipate safety risks.

Theresa Foxley asked where the funding comes from for this program. Sumie Spurlock
explained it’s imbedded in the program because it’s part of part 139. Brian Butler added the
airlines are paying most of the costs through a landing fee or terminal rent.
Foxley then asked where is the handoff from airport to tenants? Spurlock described it as where
the lease space starts and ends. We incorporate everyone and build relationships so when things
come up, we can help.
E. Economic Impact Analysis – Christine Richman, GSBS Consulting
Christine Richman, GSBS Consulting, presented an update on Economic Impact Analysis
(presentation on file).

Brian Butler asked what the total economic impact is from operating an airport on an annual
basis. Christine Richman explained that level of analysis was done in 2012. With the
recommendation having it done again. Nancy Volmer stated she would like to have the study
done when the project is completed.
Hoang asked how this information is shared with the general public? Nancy explained the next
step is a news release, the current report is on the Airports website.
