Minutes A motion was made by John Bradshaw and seconded by Roger Boyer to approve the minutes of February 21, 2024, as presented. All votes were affirmative; the motion passed. A new member of the board, Crag Smith was introduced and his experience on the Erda City council was acknowledged. B. Director’s Report Pete Higgins, Chief Operating Officer, gave an update to the Airport Advisory Board regarding current events including, • March 11th flooding event in the Central Tunnel where the Emergency Operation Center was opened. Work groups called to the EOC include Operations, Maintenance, ARP, and PMT. Approximately forty gallons per minute were flowing into the tunnel, it is now slowed to fifteen, diverting the water into the utility corridor. The incident was cleaned up and passengers were coming through in four hours. (video was shown) • Maintenance is working on repairing the power walks that were impacted. • The Airport has experienced heavy passenger loads and contingency plans are in place for parking overflow during the upcoming spring break. • Thank you to Mike Williams for all his hard work. Also, to Lorrin Rollins for his work on the budget. John Bradshaw asked if there is regular pumping to divert the water, since we are twenty-six feet below grade? Pete Higgins replied that we do have sump pumps for seepage going into the tunnel. Bradshaw then inquired about the new tunnel, asking if it was designed more robustly. Mike Williams explained the pumps in the new River Tunnel are more robust. Experts in design and construction were pulled together to evaluate why the Central Tunnel failed and what can be done for the future. Dirk Burton inquired about the utility corridor, asking how it works and where the water goes from there? Higgins explained the tunnel has the main cell (passenger cell), it is divided by a concrete wall and connected to it is the utility corridor. Water taken from the main cell gets pumped to the sanitary sewer. Hoang Nguyen commended SLCDA for having a plan in place and activating that plan so quickly. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Program Director, SLCDA Mike Williams, ARP Program Director, presented an update on the ARP (presentation on file). Main points included were: • Safety and Schedule Stats, and Cost Summary o 14Million Trade Hours Worked on the Project Since July of 2014 o 615 trade workers on site • Near Term Schedule Milestones • ARP Overall Budget • Central Tunnel/Airfield o River Tunnel Art is Complete • Concourse ‘B’ East (Phase 3) • Concourse ‘B’ East (Phase 4) • Baggage Handling System Update – EBS & Concourse B o System Test: Early July 2024 o ‘Go Live’: August 2024 • BHS – Future Capacity o TSA Tracks the Top 20 Volume Induction Days. Ten of the Twenty have Incurred in 2024. • Baggage Handling System Expansion – Future Capacity o ROM: $67Million o Project Completion: 4Q26 • Overall Phase 3 and 4 Phased Delivery o Central Tunnel Opens October 2024 D. Budget Briefing FY2024– Lorrin Rollins, Airport Finance Manager, SLCDA Lorrin Rollins, Airport Finance Manager, presented a briefing on the Budget for FY2024 (presentation on file). • FY 2025 Budget Goals & Objectives – Budget Drivers o New AUA Agreement Goes into Effect July 1 • Enplaned Passenger Traffic • Income Statement Forecast • Infrastructure Grants o Airfield and Terminals will Receive Help from the Grants • Airline Use Agreement Rates and Charges o Our Blended Rate will be going up from $152 in FY24 to $250 in FY25 o We will True Up the Rates and the end of the Year by Waving Landing Fees for the Month of June • FY 2025 Operating Revenues Budget of $471,440,600 • Comparison of Airline Revenues • Comparison of Concession Revenues Airport Advisory Board Meeting Minutes 20 March 2024 4 o Auto Parking Continues to Grow with the Garage Closing Sometimes Three Times a Week o Proposal in this Budget to Increase the Garage Rate. Purpose is to Compete with Off Air Operations, Not to Out Price them. • FY25 Operating Expenses Budget of $218,806,300 • Comparison of Operating Expenses • Labor and Operating Expense Highlights o 25 New Airport Employees o Six New Police Officers o Increase to City Data Processing Services • FY25 FTE’s • Cost Per Enplaned Passenger (CPE) Actual vs Forecast • Capital Equipment Budget Request • Capital Improvement Program • New Capital Improvement Projects for FY 25 o Taxiway U & V o Runway 16L/34R & Taxiway Complex EA o Auxiliary Airports - $1,760,000 o Bus Plaza EV Stations o SLC North General Aviation Roadway & Site Improvements Bradshaw asked for more context when it comes to FY24’s Forecast and the FY25 Budget. Rollins explained a lot of the numbers come down to rates that are increasing from terminal rents and landing fees. Roger Boyer inquired about the $20Million rebate. Rollins stated the passenger incentive rebate is an initiative to help incentivize Airlines to bring more passengers to come to Salt Lake. Bradshaw asked if the rates and charges are negotiated? Rollins indicated it is built into the AUA agreement and is dependent on how we operate with the revenues coming in and out. Boyer asked the difference between terminal concessions and landlord concession. Rollins stated landside concessions is ground transportation companies and parking. Burton asked if there is a plan to expand parking. Rollins explained in the FY24 budget there is a multiyear plan to build out the Employee Parking lot at the old gold course. That will give us more space for parking. Burton asked what the bond rates are now compared to a couple years ago. Shaun Anderson indicated they are higher now, but better than anticipated. Boyer asked to understand/reconcile the source of funds from the Capital Improvement Program slide vs the reduction/expense of Capital Projects & Equipment on the income Statement Forecast slide. Bradshaw summarized the sources that come up to 246Million then our capital projects and equipment at 167, which is the combination of the 148 plus the total of 19million that’s coming in for capital equipment. Airport Advisory Board Meeting Minutes 20 March 2024 5 Victoria Petro inquired about the fee for enplaned passengers, asking if it’s a fee that typically gets passed on to the passenger from the Airline. Rollins said that matrix of what it costs the Airline to operate at Salt Lake City, fuel and salaries. Bradshaw stated the composition of the chart goes up for General Aviation. Then asking if it’s perceived from a positive point of view from the rating agency that we have more reliance on the general aviation revenue dollar. Pete Higgins explained the Airport’s reliance on general aviation revenue is perceived positively by rating agencies and helps limit risk. Smith commended the contractors on their safety record, stating it’s off the charts. Then ask for comparisons for other airports to get a better idea of how SLC rates compare. Petro suggested that a comparison in parking fees be present when presenting to the council during budget season. Presented to the SLCDA Airport Advisory Board, April 17, 2024 PAVEMENT MANAGEMENT PROGRAM AGENDA Education and concepts PMP update: Work completed to date Initial results Next steps EDUCATION AND CONCEPTS WHAT IS A PAVEMENT MANAGEMENT PROGRAM? A PMP is a set of planning tools used for making pavement management decisions Example decisions: When should we program major rehab work on our runways? How long can we defer that taxiway overlay we’ve been planning? Where should we focus our preventative maintenance efforts? WHY DO WE NEED A PMP? Grant Assurance 11 (Pavement Preventative Maintenance) requires airport sponsors to implement “an effective airport pavement maintenance-management program and assure that it will use such program for the useful life of any pavement constructed, reconstructed or repaired with Federal financial assistance.” Grant Assurance 19 (Operations and Maintenance) requires all airport facilities (including pavements) “to be operated at all times in a safe and serviceable condition.” WHY DO WE NEED A PMP? Avoid unexpected pavement failures that can cause dangerous FOD, airfield shutdowns and negative media attention. PAVEMENT PRESERVATION CONCEPT •Recurring preventative maintenance is 4-5 times cheaper than major reconstruction. •Recurring preventative maintenance is less disruptive than major reconstruction.
