Minutes A motion was made by Tye Hoffman and seconded by Jess Bird to approve the minutes of October 18, 2023 as presented. All votes were affirmative; motion passed. Airport Advisory Board Meeting Minutes 15 November 2023 2 B. Director’s Report Bill Wyatt, Executive Director, updated the Airport Advisory Board regarding current events. • With the completion of Phase 2 the hard stand is rarely used • The Peaks dedication was held on November 8th. • The Peaks mimic the Wasatch Mountains and reflect the five Tribes of Utah. The tallest peak standing at 90 feet tall • Passenger volumes are strong. TSA is anticipating multiple 30,000 passenger days over the Holidays. • Due to the rigorous FAA inspection program, they’ve found Pratt and Whitney have some defects with powder metal that can cause cracks in their engines. This could affect 1,000 planes and take 300 days to fix each engine. • Budget process has begun, expect an increase in the O&M budget. o A bigger plant means more janitors, technicians, airfield operators and so on. • We do not have a lot of finance information for the Airport in this month’s packets. The City is in the process of implementing Workday C. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Director, SLCDA Mike Williams, Airport Redevelopment Program (ARP) Director, presented an update on the • Safety, Statistics and Schedule o 12.9 million trade hours o 792 trade workers (week ending 11/03/2023) • Near Term Schedule Milestones • Airport Redevelopment Program Overall Budget • Concourse ‘A’ East/Central Tunnel/Airfield • Airfield o Airfield Paving at Terminal Eyebrow Completed • Concourse ‘B’ East – 8 Gates (Phase 3) • Concourse ‘B’ East – 16 Gates (Phase 4) • Overall Phase 2, Phase 3 and Phase 4 Phased Delivery • Baggage Handling System Update o EBS ‘Go Live’ date August 2024 o Con B is on schedule for March 2023 load testing. • Baggage Handling System - TSA Future Capacity Discussion John Bradshaw asked if there is a time advantage once the bag system goes live? Mike Williams explained that it makes the process of getting the bags ready to go on the plane more efficient. Dirk Burton inquired about how many restaurants are on the unsecure and secure side. Going on to suggest the restaurants set up booths to sell samples on the unsecure side so everyone can sample what the Airport has to offer. Shane Andreasen explained the Airport will have 147 Airport Advisory Board Meeting Minutes 15 November 2023 3 concessions when phase 4 is complete, of that 70% are food only. We will also be doing some Taste Utah interviews. D. Revenue Diversion – TJ Roskelley, Anderson & Kreiger LLP TJ Roskelly presented an update on Revenue Diversion. Main points included were, • Statutory Restrictions on the Use of Airport Revenue o Airport sponsors can only use airport revenue for the capital and operating costs of, the Airport, the local Airport system and other facilities which are owned or operated by the Airport owner • Statutory Obligation to be Financially Self-Sustaining • 1994 Legislation • Permitted Uses o Section V of the Policy / 64 Fed. Reg. 7718-20 o Airport capital and operating expenses o Some costs of airport ground access projects • Cost Allocations o Indirect costs of sponsor services • Standards of Documentation o Reimbursements of direct and indirect costs • Prohibited Uses o Payments for services >costs o Improper cost allocations • Sanctions/Administrative Enforcement • Sources of Complaints/Enforcement Roger Boyer asked about the future of Wingpoint Golf Course. Wyatt explained that with TSA moving to 100% employee screening in the next four years we will be developing a remote screening facility, a provision was approved in last year’s budget.
