and via Webex, to order at 9:01 a.m. (* indicates the party attended virtually)

A. Minutes
A motion was made by Theresa Foxley and seconded by John Bradshaw to approve the minutes
of May 15, 2024, at 9:29am as presented. All votes were affirmative; motion passed.
B. Director’s Report
Bill Wyatt, Executive Director, gave an update to the Airport Advisory Board regarding current
events including,
• We have reviewed the current Top 15 list and can confirm that none of the top 15 day
that occurred before 2023.
• Update to Microsoft operating software caused major delays for the airlines, resulting in
2,000 passengers having to sleep at the airport in a single day
• During the software issue the concessioners were asked to stay open late, which they did.
• Bloomberg reports SLC International Airport ranked eighth in the world and number one
in the U.S. for best airport
• Salt Lake City will host the 2034 Winter Olympics
Dirk Burton inquired about the smaller airlines having hidden fees. Bill Wyatt explained without
the ultra-low-cost carriers changing the core fare there are ancillary fees when you purchase a
ticket.
John Bradshaw inquired on the progress on the runway extension. Wyatt explained that during
periods of increased temperatures, the current runway conditions necessitate asking passengers to
remain behind, which impacts operations. The 2,000-foot center runway extension is essential to
mitigate this issue.
Bradshaw asked for a big picture update on South Valley and Tooele. Wyatt stated the contractor
is out in Tooele now putting in sewer and water lines.

Brian Butler, Airport Chief Financial Officer, presented an update on Revenue Short-Term
Revolving Obligation (presentation on file). Main points included were:
• Financial Schedule for the 2024 Revolving Line of Credit
o Tuesday, July 2nd – City Council Briefing
o Tuesday, August 13th – Hold Public Hearing
o Wednesday September 4th – Closing
• Future Interest Rate Expectations

o One Year from Now We Will Likely Be 100 Basis Points Lower than Today

o Credit facility (Line of Credit) is up to $400 Million and has a term of Three

Luz Escamilla inquired about the policy if concessioners need to be released from their lease.
Kylie Bouley explained while it doesn’t happen often, we can release them and conduct a
procurement process to fill the vacant space.
Dirk Burton added that he is very pleased with the concession program. Stating it will help a lot
of small businesses.
Steve Price commended the Airport on their program to have concessioners open until 10:00pm.
Escamilla asked to have policies in writing for the small businesses, so they are less afraid of
starting their business.

US Industry Trends
•Overall demand has recovered
–Traffic and capacity trends are finally back above 2019 levels.
–Fares have stabilized but are significantly higher than five years ago.
•The US industry in total is once again profitable
–But airline profitability falls far short of other US industries.
•But 2024 seems to be a turning point for the industry
–Growth over the last 10 years has been primarily by low-cost airlines.
–But performance by the ULCC’s and select others are deteriorating.
–As a result, growth for those airlines is slowing.
–Rising labor and resource costs are taking their toll.
•SLC has fared very well among large hub peers despite various industry challenges

COVID-19.

Ultra Low-Cost Carriers Led the Industry’s Growth
•Over the 10 years leading to 2023,
the Network Airlines grew an
average of 1% per year.
•Low-Cost Airlines, dominated by
Southwest, grew 2.6%.
•While the Ultra-low-cost airlines
grew almost 13% per year.

significantly in the 2nd Quarter.

revenue fall year-over-year.
•The Ultra-low-cost airlines saw
unit revenue fall the worst.

Regional Airline Economics Have Changed
•A combination of the pilot &
mechanic shortages from 2022
through early 2024, supply-chain
disruptions, aging aircraft and
other economic forces have
driven regional airline unit costs
up over 40%.
•CPA block hour costs increased
an average of 39% over that
timeframe.
•It’s unlikely these costs will ever
go back down.

Small Regional Aircraft Utilization is Decreasing
•Aircraft economics are driving
airlines toward larger aircraft.
•Larger aircraft have lower costs
per seat-mile, but Larger aircraft
require more passengers per
departure.
•50-seat or smaller aircraft make-
up less than 10% of commercial
departures today.
•Average seats per departure has
risen over 45% to 132 seats per
flight today.

Implications
•Traffic and capacity have largely recovered to pre-pandemic growth trends, but significant challenges still impede
overall recovery.
•Average domestic fares have leveled off from the peaks we saw in 2022 but remain high enough to help drive
profits over the last two years.
•Those profit levels continue to lag most industries and thus have a hard time attracting new capital.
•The strongest growth airlines over the last 10 years are running into significant headwinds and many are looking
to merge with other carriers to remain competitive and become profitable again.
•Increasing industry costs are pushing airlines to shift toward larger aircraft to improve economics in order to regain
previous profitability levels.
•While the pilot shortages of 2022 and 2023 have largely abated, cost increases and economics pressures will
continue to push the industry toward larger and lower seat mile cost aircraft.
