Minutes A motion was made by Theresa Foxley and seconded by John Bradshaw to approve the minutes of May 17, 2023 as presented. All votes were affirmative; motion passed. B. Director’s Report Bill Wyatt, Executive Director, updated the Airport Advisory Board on the following events. • In six days the next four gates will open • October 31st all of A concourse East will open • In September we will begin the process of employee screening. By 2025 we should be 100% screening • The Legislature is revaluating the process for passengers that are stopped at the checkpoint with a gun. Hoang asked how long it will take employees to go through this new screening process. Bill Wyatt stated that it should be a faster process then what employees are doing today. John Bradshaw asked what is causing this change. Wyatt explained a few Airports have had some major issues with employees trying to take prohibited items through to the secure side. C. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Director, SLCDA Mike Williams, Airport Redevelopment Program (ARP) Director, presented an update on the ARP (presentation on file). Main points included were: • Safety and Schedule Stats, and Cost Summary o Summer is a challenging time because of the heat. o 12.8 million trade hours o 771 trade workers • Near Term Schedule Milestones o Completion of SIDA sweep. o Test fit for the next four gates • ARP Overall Budget • Concourse ‘A’ East/Central Tunnel/Airfield • Airfield • Baggage Handling System – Future Capacity o Exercise is going on now to look at future capacity. o 2027 outbound nag forecast is a 9% increase from Feb 20, 2023. • Overall Phase 2, Phase 3 and Phase 4 Phased Delivery o All gates will be delivered by the end of 2026. B21 will be 2027 because of the hardstands needing to be removed. • Concourse A East – Level 2 Airport Advisory Board Meeting Minutes 16 August 2023 • Concourse B Airside Civil o South side paving, North side duct bank, and South apron hydrant fuel line • Job progress photos Bradshaw inquired about what looks like an appendage on the map at concourse B far east. Williams explained it’s for the permanent hardstand. It’s an opportunity for an airline to have access to a gate when a bridge or gate isn’t available. D. Concession Program - Shane Andreasen Director of Commercial and Administrative Services Shane Andreasen, Director of Commercial and Admin Services, SLCDA presented an update on the Concession Program. Main points included were: • Sense of Place for Passengers o Concepts that Reflect the Passenger • By the Numbers o 2016 we had 67 locations and 74,464 sq ft grossing 100 million. o 2023 we had 50 locations and 76,500 sq ft grossing 151 million. • Street Pricing Program o Everything that is charged at the Airport is the same as you’d find outside the Airport. • Award Winning Program & Team o 2021 Airport Council International – North America Awards Partnering with Airports and Concessionaires o 2022 Airports Council International – North America Awards Richard A. Griesbach Awards for Excellence in Airport Concessions Best New Food and Beverage (Quick-Service Concept)- Fillings and Emulsions o 2023 Airport Experience News Awards Best Commercial Management Team (Large) Best Overall Program (Large) Best Local Inspired Store – Hip & Humble Property Manager of the Yead- Brad Wolfe o 2023 Taste Utah Awards Dining Destination • Phase 3 o Concessions should be open by October 22nd 2024 • Phase 4 o 15 Locations o 83% Will Be Food and beverage o Lease Awards April 2024 o Common Use Lounge • Other Key Points o We’ve reduced the package size to give more opportunities for local business. Airport Advisory Board Meeting Minutes 16 August 2023 o The number one criteria in the last RFP was worth over 50% for an award was the concept. o If you are approached when the RFP is issued, we ask that A reminder was given that once the RFP is issued, we ask that if Board Members might be reached out to. It was asked that everyone stay silent as to not influence the process. Hoang stated the cost operating downtown is a lot less then what it is at the Airport. Shane Andreasen explained the Airport is very predictable. We know how many people are coming through the front door every day. It helps the concessioners balance their staffing and inventory levels. Steve Price asked how the hours and dates are mandated for the concessioners. Andreasen stated we require them to be open when the checkpoint opens and remain open until 30 minutes before the last flight departs. Hoang inquired about storage fees and dollars per square foot per year, asking if it was normal. Andreasen explained the fee we charge for concessions is low. It is meant to support their operation. Wyatt gave praise to the concessions team stating our former Airport revolutionized Airport concessions. The RFP was designed in a way to engage in the program, the combination of street pricing and focusing on the concept has made this program very successful. Andreasen went on the say if anyone is approached after issuing the RFP we ask that you remain silent and not influence the process. E. Airport Revenue Bonds Series 2023A- Brian Butler, Chief Financial Officer Brian Butler, Chief Financial Officer, SLCDA presented an update on the Airport Revenue Bonds Series 2023A.
