Minutes A motion was made by Theresa Foxley and seconded by Cynthia Miller to approve the minutes of January 18, 2023 as presented. All votes were affirmative; motion passed. B. Director’s Report Bill Wyatt, Executive Director, updated the Airport Advisory Board regarding current events. • Presidents Day Weekend was record breaking 36,000 passengers • TSA brought assistance in from Las Vegas • Baggage Handling System is running smoothly • 18-20% of our bags are oversized because of the strong ski season • The Airport received an award for our ride sharing program John Bradshaw asked about transportation to and from the Airport for special needs travelers. Bill Wyatt replied stating Yellow Cab is required to provide services for special need passengers. Bradshaw inquired about the services the Airport provides for language needs for passengers that are non-English speaking. Wyatt explained the Airport has a company they use to translate for any language. Going on to explain the first point of contact would be anyone with a badge. Bradshaw then asked what our design capacity is for the security area. Wyatt explained we have room to grow primarily on level one. Also expressing the importance of three-dimensional technology for scanning bags. C. Mike Williams explained the central tunnel is split into sections; the center section is the passenger cell also know as the passenger walkway. D. Proposed FY 23-24 Budget -Brian Butler CFO Brian Butler, Airport Finance Director presented an update on the Proposed FY 23-24 Budget. Why is it essential for our Airport ? -Protecting airport operations:The Airport relies on computer systems to manage numerous systems including baggage handling,security access control and flight information displays.A cybersecurity breach could disrupt these operations,causing significant delays and cancellations. -Ensuring compliance with regulations:The aviation industry is subject to a range of regulations designed to protect the safety and security of passengers and crew.New TSA mandates. Types of Threats in Airports •Physical security breaches •Phishing •Distributed Denial of Service (DDoS) •Cyber attacks against (Airport, Airlines, Airport Systems) •Ransomware Case Studies Bristol Airport Case Study In late 2019,Bristol Airport suffered a ransomware attack that affected its computer systems.The attack caused the Airport to take its systems offline for two days to prevent further spread of the malware.During the incident,the Airport’s information screens,check-in desks,and other systems were offline,which caused some delays and cancellations of flights.The Airport worked closely with its airline partners and IT specialists to minimize the impact on travelers. Fortunately,the Airport was able to restore its systems without paying the ransom demanded by the attackers.However,the incident highlighted the importance of maintaining robust cybersecurity measures to prevent and respond to cyber threats. Additional Case Studies •In October 2022 some major U.S. Airports websites,(LAX,DEN,ATL)went down in a coordinated Distributed Denial of Service (DDoS)attack. Affected Airports worked closely with their IT teams,TSA and CISA to restore service and end the attack. •In 2021 SITA,which develops software and solutions used by many in the Airport industry for passenger processing systems,suffered a data breach that resulted in the theft of millions of passenger data. CHALLENGES AND BEST PRACTICES Cybersecurity Challenges for Airports •Airport systems are complex (multiple networks and systems across several vendors need to work together) •Cyber attacks are increasingly more complex (Initial attack could be a misdirection for a more serious attack somewhere else) •Need to balance security with operations (too much hinders operations,to little invites attackers) •Attacks to outside vendors can affect Airport operations (airlines,baggage handling,fuel systems,TSA) Cybersecurity Best Practices •Robust physical security •Strong access controls •Conduct regular security assessments (both physical and technological) •End user training on cybersecurity awareness •Establish Cybersecurity Implementation Plan (CIP) •Establish Incident Response Plan (IRP) Conclusion Cybersecurity is an ever-changing challenge with Airports working diligently to meet it Coordinating with TSA and other agencies to remain current with best practices and federal mandates QUESTIONS?
