A motion was made by Tye Hoffman and seconded by John Bradshaw to approve the minutes of
August 16, 2023 as presented. All votes were affirmative; motion passed.

B. Director’s Report
Bill Wyatt, Executive Director, updated the Airport Advisory Board regarding current events.
• Due to the UEA Conference the parking garage has been at capacity and the overflow lot
was opened.
• Phase 4 concession will be sent out Oct. 27th. Anyone who proposes is prohibited from
contacting Board Members. Please refer them to Cole Hobbs with any questions.
• Oct. 31, we open the remaining 13 gates on A concourse East
• Thank you to Theresa Foxley for overseeing the opening of the Hoberman Arch
• The new art installation on the entrance in the Airport will be dedicated on the 8th of
November
• We are beginning to look at expansion and improvements with the bag handling system
Hoang Nguyen commented on the labor shortage, stating when there is a vacancy in the
restaurant industry there are multiple people applying for that position. Bill Wyatt went on to
add, with the opening of the 13-gate expansion we will have a few interesting concepts,
including Hudson self-checkout.
C. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Director,

Mike Williams, Airport Redevelopment Program (ARP) Director, presented an update on the
• Safety, Statistics and Schedule
o 12.9 million trade hours
o 832 trade workers (week ending 10/06/2023)
• Near Term Schedule Milestones
• Airport Redevelopment Program Overall Budget
• Concourse ‘A’ East/Central Tunnel/Airfield
• Airfield
o Taxiway Y1 and Taxiway H Re-Construction complete and operational.
• Concourse ‘B’ East – 8 Gates (Phase 3)
o Phase 3 goal is getting the building dried in. Next week pile driving will start.
• Concourse ‘B’ East – 16 Gates (Phase 4)
• Overall Phase 2, Phase 3 and Phase 4 Phased Delivery
o Gate Delivery, no change
• Concourse A East – Gate A26, A28, A30, A32 Opening – 8/22/2023
John Bradshaw asked if the decision to pivot and deliver early paid off in terms of time and
money? Wyatt explained that because of Covid the HD team was able to develop a complicated
phasing program saving us years of construction.

D. Audit Purpose and Results - Paul Skeen, Eide Bailly
Paul Skeen presented an update on the Audit Purpose and Results. Main points included were,
• Audit Standards
o Risk based approach.
o Look at the opportunity for management to manipulate the financial results.
o Revenue Recognition
• No Difficulties with the Airports Audit
o No adjustments
o No disagreements with Management
• PFC Program
E. Review of Financial Position – Shaun Anderson, Airport Controller, SLCDA
Shaun Anderson presented a Review of the Financial Position. Main points included were,
• FY 2023 Financial & Operational Highlights
o Passenger traffic increased 2.7% over FY 2022
o Operating expenses under budget by 5.4%
• Enplaned Passenger Traffic
o 13.1 million enplanements in FY23
• CPE Ten Year History
• Budget Comparison
• Airline Use Agreement Rates and Charges
• Comparison of Actual Airline Revenue
• Airline Revenues Percentage of Total Operating Revenue
• Comparison of Actual Non-Airline Revenue
o Landside operations, concession programs, leases
o Big increases in parking. Passengers are staying away longer.
The average transaction increased by $3.17 in the parking garage.
The Economy lot increased by $5.89 per transaction.
• Non-Airline Revenue per Passenger Continues to Climb
Bradshaw asked how the Airport came in at 5.4% under budget. Shaun Anderson explained we
put in some contingencies. A lot of savings comes in from our salaries and wages with vacancies.
Wyatt went on to add we budget conservatively for the chemicals on the airfield because we
never know what kind of snow season we will have.
Nguyen inquired about the use of chemicals and the environmental impact the Airport has. Wyatt
explained we collect and treat the chemicals. We sell them back to the original manufacturer who
then reconditions them, we then purchase them back the following year.

Technical Reviewers to discuss SLCDA’s status on addressing CBIS Performance Improvements and planning
for SLCIA’s Future Growth
•Received very favorable comments on the Recommended Plan to address the TSA Onsite Visit Comments and
the Post CBIS Design Recommendations which then lead into the introduction pf the A-Nub CBIS Concept
•TSA advised should SLCDA elect to further pursue this A-Nub CBIS Concept, initiation of a Pre-Design
Phase/Schematic Design Submittal will afford TSA the means of Formally Commenting
•The TSA Planning Guidelines and Design Standards (PGDS) outlines this Process and the Current Study efforts
have generated many of these Deliverables
•A letter has been issued instructing HOK/Introba to formally complete and package the Pre-Design
Phase/Schematic Design Phase TSA Submittal for review by SLCDA

Statutory Restrictions on the Use of Airport Revenue
•49 U.S.C. § 47107(b)(1) and Grant Assurance 25
•Airport sponsors can only use airport revenue for the capital and
operating costs of:
–the airport
–the local airport system
–other facilities which are owned or operated by the airport
owner and are directly and substantially related to the air
transportation of passengers or property
•No statutory definition of “airport revenue” or allowable “capital
