E. Call for Motion to Express Gratitude – Theresa Foxley
Theresa Foxley called for a motion to formally express gratitude for the exceptional work
performed by the Facilities Maintenance Team. Upon a motion by Karen Mayne and seconded
by Cyndy Miller, the board approved formally expressing their utmost gratitude to the various
services under Facilities Maintenance. A formal document of said gratitude will be created. All
votes were affirmative.

Kristian Wade, Airport Operations Manager, will present an update on Ground
Transportation (presentation on file).
GROUND TRANSPORTATION
General Overview
Passengers utilize various modes of transportation to get to and from the
Salt Lake City International Airport (SLCIA). Modes which operate from
SLCIA are categorized as charter buses, limousines, shuttles, taxis,
transportation network companies (TNC), and van service.
Although regulated, ground transportation (GT) activities within city limits
(including SLCIA) is considered a free market where single operators
and companies alike are allowed to enter the market if they meet the
minimum standards set forth by city ordinance.
GT operations at SLCIA generally fall into two categories: pre-arranged
or on-demand. In pre-arranged transportation, the passenger requests
the date and time for transportation from the GT operator prior to the trip.
On-demand transportation is not scheduled or pre-arranged.
History
•In 2011 the Salt Lake City Department of Airports (SLCDA)
officially took over monitoring and controlling GT operations.
This included operations at SLCIA and within the 110 square
miles of SLC’s city limits.
•The Access Control Office transitioned 3200 operators who
needed to be badged.
•A new badge design was made and approved by TSA.
•Completed background check’s and security threat
assessment’s (STA) were processed.
•New badges/processes improved security on the curb which
meant drivers now had to swipe and enter a PIN number to
enter the commercial lanes.
•SLCDA GT operations relocated to the current facility at 218 N
2200 W and started the full time process of vehicle inspections.
Operations –Pre-Arranged and On-Demand
Since 2011, GT operator numbers have declined approximately
52%. This is largely due to the introduction of Lyft and Uber in 2014.
Today there are 1544 active operators and 517 companies who
provide pre-arranged and/or on-demand services. Registered
vehicles are tracked using Automated Vehicle Identification tags
(AVI). These tags not only are used for tracking and access, but for
billing purpose's as well.
Operations -TNC’s
Since 2014 transportation network companies (TNC) Lyft and
Uber have grown dramatically, and therefore taken over the
market share of operations. Both companies combined have
over 10,000 registered operators throughout Utah. These
include single operators, dual operators (drive for both
TNC’s), and in some cases GT operators who drive for the
TNC’s as a side business.
Operations –AVI vs. TNC
Operating Fees and Revenue
Fee structures vary per group. Ground transportation
fees are based on vehicle capacity, whereas TNC fees
are set per their permit. Both fee structures are
reviewed/updated every July.
•1-5 Passengers:$1.71
•6-9 Passengers:$3.09
•10-15 Passengers:$5.14
•16-24 Passengers:$8.23
•>24 Passengers:$10.30
•TNC:$3.00 per pick-up, and
$3.00 per drop-off
Operations -Map
ADA Operations
We have worked hard with all our ground
transportation partners and have created pick-up,
and drop-off points which provide the best level of
service to those with mobility issues.
The operating rule is wherever the customer
requests to be picked up or dropped off, that is
where the operator will go. These areas are
readily accessible, and are close to our wheel
chair provider in case this service is requested.
Feedback from ADA customers has been positive
since these locations have been created.
Projects
With the increase in traffic, and projected
numbers continue to increase, curb allotment and
management of operations has to increase.
Future projects include a lane expansion to
accommodate Lyft, Uber, Charter Buses, and
possible relocation of the Hotel/Motel shuttles. In
addition, a License Plate Recognition project to
control access for TNC’s
Lastly, a Taxicab Contract RFP is currently
posted. This will turn over control of taxicab pick-
ups to a single provider. This will elevate
customer service levels, improve ADA
accommodations, increase green vehicles, and
guarantee available vehicles 24/7.
Taxi RFP –Issues and Traffic Comparison
While many of the on-demand providers have
tried to mimic the taxi standard, several have
failed to meet customer expectations. Some of
the issues include but are not limited to the
following:
•Inconsistent Fees and/or Cash Only Deals
•Dirty and Unreliable Vehicles
•ADA Issues (vehicle requirements, and/or lack
of available vehicles)
•Operating Hours (based on operator rather
than passenger schedule/needs)
•Irregular Operations (IROP) Availability
•Lack of Technology (smart device compatible
and compliance)
Taxi RFP –Operator Impact
•Companies and single operators who are not able to pick up at the Taxi Booth have the entire SLC metro area
to operate in.
•Operators will continue to be able to pick up and drop off at the airport, they just cannot pick up at the Taxi
Booth. They can continue to pick up if they have a pre-arranged trip, and will do so in the pre-arranged zone
on the commercial curb.
•Pre-arranged operators have potential to generate more trips, as they do not need to sign up for the Taxi Booth
queue and wait hours to get a single trip.
•All operators have potential to generate additional income by partnering with larger firms, and/or by registering
as Lyft or Uber drivers.
•Potential to be hired by the selected provider of taxi booth operations.
Taxi RFP –Benefits
Our goal is to provide the customer with varying levels of transportation that will meet all of their needs. The
proposed RFP will do that, and much more. Our number one priority is customer safety and satisfaction, but we
also want to promote our shared values with the City of Salt Lake.
Benefits of this RFP include but are not limited to:
•24/7 vehicle availability and dispatch
•Technology that connects the customer to the company via a mobile app
•ADA accessibility 24/7
•New and low mile vehicles (3 years or newer, retired after 120,000 miles)
•Green vehicles
•Matching vehicles stationed on the curb
•Professionally dressed operators
•Known fares prior to departure from SLCIA
SLC will join an elite group of airports (BWI, IAD, PHX, RDU, RIC, RSW and SMF) who have effectively managed
taxi concessions. We will have listened to our customers, and responded with providing a taxi operation that will
exceed their expectations.
