Cyndy Miller called the meeting to order at 8:01 a.m.

A. Minutes
A motion was made by Larry Pinnock and seconded by Theresa Foxley to approve the minutes
of November 20, 2019 as presented. All votes were affirmative; motion passed.
B. Director’s Report
Bill Wyatt, Executive Director, updated the Airport Advisory Board regarding current events.
Mr. Wyatt indicated there are 243 days until opening. There is now a greater sense of urgency to
get things done.
Mr. Wyatt explained there is Master Plan update today. The team is concluding the work of the
last master plan right now. The big question is “what’s next?” The work that has been done on
this is outstanding.
Passenger volumes continue to set records. Mr. Wyatt is guessing another 5 – 6% year over year
growth.
Mr. Wyatt indicated the budget is in the middle of development. Timing on the budget is always
a little strange because of the necessary close work with the airlines both in forecasting and
providing feedback on expenses. It will then come before this board for approval before it moves
on to City Hall. There are some substantial increases that relate to more real estate to take care
of. The Capital Improvement part of the budget is basically zero, but we are beginning to
anticipate capital improvements that will require attention going forward.
Mr. Wyatt shared the resignation of John Bucker, the airport’s director for 23 years of
commercial properties and admin services. Recruitment is currently being performed to fill the
position. Joel Nelson is the interim director.
James Rogers inquired to the article done on the USO Lounge. The board discussed the pros and
cons of having an USO lounge and the necessity of having the USO approach the airport for the
space.
Pinnock indicated that maybe Delta would be willing to make an exception for access to their
Skyclub.
Cyndy Miller indicated Steve Price is chairing the Finance Subcommittee and Roger Boyer, J.T.
Martin are members. The finance information could be shared with them before coming to this
advisory board.

C. Airport Redevelopment Program (ARP) Update – Mike Williams, ARP Director,
SLCDA
Mike Williams, Airport Redevelopment Program (ARP) Director, presented an update on the
ARP (presentation on file). Main points included were:

• CGMP #6 – Roadways/Parking Garage/Central Utility Plant status

Roger Boyer asked for clarification on change orders and the “projected revision” numbers. Bill
Wyatt and Mike Williams explained the process of the CGMP, budget refresh and how items are
moved within the budget. Mr. Wyatt went on to explain how some of the information could not
be made public until the City Council approved the budget increase and the visit to the rating
agencies occurred.
Larry Pinnock inquired if there was parking available on the roof of the parking structure. Mike
Williams indicated that no, there is not. All parking is covered.
Bill Wyatt indicated in August the airport is going back to NYC for bond sales. Sales should be
concluded before the presidential election season and bond market becomes very volatile.
Moody’s moved the airport from A1 stable to A1 Positive and indicated if the airport is able to
buy out the next round of the project without significant changes or scope, they could see a
potential for an upgrade in our ratings which will have a dramatic effect on the cost of borrowing
and therefore the cost of the project.
D. Master Plan Update – Steve Domino, RS&H
Steve Domino, Senior Aviation Planner, presented an update on the Master Plan (presentation on
file). Main points included were:

Theresa Foxley asked as to why there such a low increase in the number of non-stop flights?
Steve Domino replied based on forecasts on information received from the airlines. Bill Wyatt
indicated we are already so well served; there just aren’t that many new places to go.
Cyndy Miller clarified “today’s reality” really means 2017.
Larry Pinnock asked to be reminded of the cost to the airlines for each minute of average delay.
RS&H indicated it’s about $74 per minute. Over $9 million annually.
Cyndy Miller would like to see the comparison of the average taxi delay now to what the
projection would be. To take into consideration air quality, passenger time etc. and not just cost.
Cyndy Miller asked for an explanation of ADG. Steve Domino stated Aircraft Design Group
takes into account aircraft approach speed as well as wing span, tail height and the FFA has its
advisory circulars and classifies each aircraft into an ADG.
Theresa Foxley asked for an explanation of the difference between “aviation related” vs “general
aviation.” Steve Domino explained weather station, hotels anything that is dependent on the
airport being here.
E. Public Meetings Act Online Training Discussion – Cyndy Miller
Cyndy Miller indicated the annual training on the Public Meetings Act will be performed online
instead of at a board meeting. The deadline will be May 2020. More information to come.
F. Elections of Board Chair and Vice-Chair
Cyndy Miller called for a motion for a vote by acclamation of the nomination of herself to
continue as Airport Advisory Board Chair and for Steve Price as Vice Chair. Upon a motion by
Karen Mayne and seconded by Arlyn Bradshaw, the board confirmed the chair and vice chair for
the upcoming year. All votes were affirmative.
Cyndy Miller adjourned the meeting at 9:36 a.m.
The next board meeting will be held February 19, 2020.
