Minutes The motion was made by Robert Bergman and seconded by Larry Pinnock to approve the I I I P minutes of May 25, 2016 as presented. All votes were affirmative; motion passed, WIMMMM20= Maureen Riley, Executive Director, updated the Airport Advisory Board regarding Current events, Riley gave all Update Oil the status of the fixed based operator (FBO) at South Valley Regional Airport (SVR) and the Request tor Proposals (RFP) that will be issued for FBO f i how 201 services at SVR. We are Currently working with the Mayor's office on terms for hangar rents and terms surroUndill" the M1101,111t of investment. The Operations Division has been fici-fortning the FBO services in the interim until a new RFP and successful candidate Could be selected. Riley updated the Board on the checkpoint queues. The Airport Operations staff and airline partners have committed some of their employees to assist the TSA during peak periods to help alleviate meltdowns in the checkpoint queues. Riley informed the Board that the City Council approved the FY201 7 Budget last night. Riley reminded the Board that the August meeting Would consist of a tour of the TRP construction site on August 3. Larry Pinnock complimented the Airport on the press reports that Salt Lake City is one of the easiest airports to get through screening. Riley responded that the TSA has been working collaboratively with. the Department of Airports to find solutions to problems. Ron Malin, Federal Security Director, started out as an Operations employee at this airport. He knows the airport, operations and the people. The relationships go a long way to finding solutions to 47� problems. J.T. Martin wondered what type of help the airport employees give to the TSA at the checkpoints. Riley answered that they answer questions, help with way finding and information, prepare people to go through the checkpoint. intervene with lost and fOLIII(IS items and help people who have missed their flights, J.T. Martin inquired as to what was the main reason that has created the congestion for the TSA at checkpoints. Riley responded that one cause was the lower price of fuel resulted in airlines adding more flights; more people were flying resulting in in increase in passenger activity. Martin inquired If TSA agents were treated disrespectfttlly and if there was anything the Board members could do to help alleviate this type of behavior. C. Terminal Redevelopment Program Update Mike Williams, 'terminal Redevelopment Program (TRP) Director, presented an update on the TRP (presentation on file). Main points included were: • Excavation Of the underground fuel tanks is complete. • Clean -Up of contaminated soil is UndeRvay at several of the existing rental car sites, ZD • The partial demolition Of Concourse E holdroorn area is completed and construction is underway on the new exterior wall, • Ccntral Utility plant site is under Construction. • Stolle Columns and utility work for the South Concourse West are underway. 2 Airpoit Ad�im,t� BOilrd Nleetlll't! \IiIILIIC� I i Rinv 2016 • The Design Package 4 & 8 - Tcrininal,!Gateway./South Concourse West bids received and analysis is underway. • Package 6 - Baggage Handling System bids have been received and analysis is undcrway. ==== Mike Williams, TRP Director, and Tad Kaczor,,rRP Deputy Program Director, presented an update on the terminal design for the TRP (presentation on File). I'Vlain points included were: • Goals and expectations of the TRP. • Gateway Check -in area. • Terminal Level 2 consisting of the plaza, concessions, TSA screening, TSA offices, bag claim and rnecter-greeter area. • Terminal Level 3 consisting of SLCDA offices, ticketing, conference center, airline club and airline offices, • Terminal Level I consisting of international meter/greeter, ground transportation, employee screening and Customs and Border Protection area, I • Master Plan full buildout. 0 Overall terminal, concourse and gateway plan. Discussion ensued regarding the current location of the UTA platform, the future location in the TRP, project funding and the strategy moving forward. Riley reminded the Board that there is a State law that prohibits using Airport revenue for rail projects. Best-Devereux stated that there is S2 billion project critical to the overall econornic development of the State of Utah and this Is one dysfunctional part that needs to be addressed quickly, Martin wondered if in the TRP plans there was access to a secure Outdoor deck for public use. Riley stated that in the current plans it had not been contemplated but there night be an Opportunity for a cornmon club area in the North Concourse. Cynthia Miller LtLICStiOncd how the Airport was going to preserve and relocate the Current art into the new terminal. Riley answered Currently we are going through a lenorthy process and have engaged an ail consultant to evaluate the art collection. We will preserve and relocate the pieces we can. An example is the large stained glass piece, Currently located in the International Terminal, that will be relocated to the new Gateway building. There will be a Museum gallery with space tbr rotating art displays located in the new meter/grecter area. I.. Martin inquired if there Would be future public art commissions, Riley stated she would be meeting with Karen Krieger, Executive Director of the; Salt Lake City Art Council, to discuss Future public art competitions. The team is addressing a few warranty items. —Opening ofthe separate Jockey Road between the existing Parking Garage and the new QTA/RSS Facilities improved the operation. CGMP# 4 - Landside and Airside Enabling — Completed the clean-up of contaminated soil at the Existing Rental car Sites. —Completed Major utility installation in Existing Rental Car Sites. —Completed demolition of the South in of Concourse 'E'. — Completed and opened the relocated Parking Garage Pay Lane Exit Road and Terminal Exit Road — Completed approximately 60% of the 7,000 +/- Stone Columns required for this phase. — Initiated excavation for the Terminal Tunnel — Preparing to install surcharge in the South Concourse West site. — Design Package 4/8 — Term i nal/Gateway/South Concourse West bids received, analysis completed and recommendations made to award 20 of 24 trades — balance this week. — Design Package 6 — Baggage Handling System recommendation to award — Design Package 5 — Roads, Parking Garage and Central Utility Plant bids received. — Reported in June that there was good bidder participation in the various scopes of work, but budget pressure experienced due to market response. Contract documents are currently being executed. (10) SVRA R/W 16-34 & T/W A Pavement Rehabilitation - The apparent low bidder for this project is Geneva Rock Products. Contract documents are currently being executed. Construction for this project will begin in the Spring of 2017. CONSTRUCTION (1) Deicing Pad 34R - The Contractor is currently working on punch list items and warranty work. (2) Deicing Pad R/W 16L - Taxiway H12 is now closed to allow the Contractor to continue with Phase 3 construction of the deicing pad. The Contractor has completed placing granular fill and lean mix concrete for this phase and is now placing the PCC pavement. The electrical sub- contractor is on -site installing in -pavement light bases. (3) Taxiway S Pavement Rehabilitation - The Contractor was issued substantial completion for this project on August 24, 2016. All punch list items are complete. (4) Runway 17-35 and Taxiways P & R Pavement Rehabilitation - The Contractor, Staker Parsons Company was issued a notice to proceed on August 1, 2016. Asphalt milling and electrical demolition is currently taking, place. Paving of R/W 17-3 )5 continues. (5) Runway 34L & 34R Glycol Diversion Valves - The Contractor has completed installing the vaults and is currently back filling the structures on the project. Electrical and piping work will begin the week of September 19, 2016. In Z:� (6) Concourse B PCC Joint Seal and Repair Phase 2 - The Contractor, Granite Construction Company was issued a notice to proceed on August 29, 2016. Work, has started and is on schedule. (8) Roof Replacements (Terminal Area) - Construction for this project has started and is approximately 3 )5% complete. (9) Airport Operations Center - The Contractor has completed the demolition for the project. Placement of footings, foundations and the concrete slab work is on -going.
