Open Dialogue (5 minutes) Racial Equity in Policing Commission Agenda 2 4/13/2022 2:25 PM During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. Approve and Adopt Minutes February and March 2022 Minutes Older meeting minutes: June 30, 2021, May 19, 2021, June 16, 2021, February 24, 2021, March 10, 2021, May 5, 2021 5. Chief Update (~ 20 minutes) Chief Brown and Lt. Zayas will update the commission. 6. Salt Lake City 911 Dispatch Presentation (~ 25 minutes) Director Stephen Myers will address the commission with updates on the Phase 1 Recommendations. 7. Mayor’s Office Equity and Inclusion Team Update (~ 10 minutes) Moana will provide a presentation on the DEI efforts within the city. 8. Subcommittee Chair Updates (~ 5 minutes) Priorities for 2022 Policy & Practices – Second Monday of the Month at 4-5pm Training – First Monday of the Month 5:30-6pm School Safety – Third Monday of the Month at 4-5pm Application Review – Meets as needed 9. Hybrid Meeting Discussion (~ 5 minutes) Inquire who wants to meet hybrid and new protocols for next meeting with anchor location - Quarterly in-person meetings? - Maintain virtual subcommittee meetings? 10. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. SLCPD Community Diversity and Inclusion Training Update (15 minutes) Chief Brown and Lt. Zayas updated commission on the SLCPD Community Diversity and Inclusion Training process. • Chief Brown shared the newly designed curriculum. • 6 organizations (consultants) will submit training proposals by May 27, 2022. • 12-16 times for the training to get everyone already hired through the class. It will be a part of the curriculum in the New-Hire classes now too. o Want to make this class annual requirement as well. Racial Equity in Policing Commission Minutes 2 4/14/2023 1:52 PM • CALEA Update – working toward a second year accreditation in May of 2022 (it is a 4- year program in total). 6. New Education Senior Advisor for Salt Lake City Mayor’s Office (5 minutes) Jennifer Newell introduced herself to the commission and her scope of work as it pertains to the commission. • She will be serving as a liaison between SLC, SLCPD, and the school districts. • Commissioner Davis suggested she be a part of some of the meetings with the training committee. 7. School Safety Resource Officers and the Memorandum of Understanding Update (20 minutes) Sgt. Teerlink provided updates on SRO team and the status of the MOU. • MOU is designed to have an SRO physically present at each high school every day but they do not have the staff to do that. So, working for it to be more of a School Response Team, rather than Resource, while the numbers are low. • Working on designating specifically where/how officers can get involved: o For example, school to school trespassing is a school district problem, not a police problem. But officer can step in when fighting occurs. • Ashley Fletcher, Program Manager of Promising Youth Program – updated the group on their staffing needs: o 8 part-time advocates on staff right now but 3 are leaving soon because their grant funding is up. They are taking their funding request to the Mayor’s Office to make these full time positions and asked for a letter of support from REP as this program is very important for the youth of the city. o Commissioner Davis noted as well how important it is to keep this program robust. 8. Legislative Update (~ 6:15pm; 15 minutes) Mark Kittrell provided an overview of 2022 Legislative Session and its impact on policing and Salt Lake City. • HB23 – First Responders Mental Health Services – requires first responder agencies to provide mental health resources for these employees and their families. • HB94 – It governs the membership of POST Council. • HB123 – Use of Force Revisions – language requiring an officer to warn verbally ahead of use of firearm was struck but language around timing of OICI Investigations was added. • HB124 – Forcible Entry Modification – officers serving no knock warrants must be clearly marked as police. Warrants must be served during day time. Prohibits use of no knock warrant for misdemeanors, must be felony level. • HB171 – Custodial Interrogation – determines what is allowed and not allowed when interrogating a minor. • HB260 – brings other law enforcement agencies across the state to be more in-line with SLC standards for body cam footage. • HB399 – The Garrity Bill – statements made by officers compelled by their employees are protected record. • SB126 Racial Equity in Policing Commission Minutes 3 4/14/2023 1:52 PM •Amendment to the Medical Cannabis Bill – carves out that law enforcement officers are not able to use medical cannabis as it would be in violation of federal law. •Two bills that failed that lobbyists noted worth paying attention to: o HB73 - if POST is notified of potential excessive use of force, it could be grounds for officer to be fired. o SB228 - making first responders aware ahead of time if an individual has mental health issues. •Mark Kittrell will provide a document with links to the language along with high level summary of each. 9.Subcommittee Chair Updates (5 minutes) Priorities for 2022 Policy & Practices – Second Monday of the Month at 4-5pm •Priorities: reviewing policy and practice through the lens of refugees and new Americans / want to look at crime reduction and how it is reached. Training – Needs to Change •Updating meeting time, want to ensure there is appropriate staff. School Safety – Third Monday of the Month at 4-5pm •Want to ensure MOU is completed and PYP gets funding. Application Review – Meets as needed 10.REVIEW NEXT Meeting AGENDA (2 minutes) Review the tentative schedule for next meeting. •Presentation from Dispatch Director Myers. •Following up from December meeting on social worker pay and possible internship partner with U of U Social Work program. 11.TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. Commission on Racial Equity in Policing SLCPD Update –Chief Mike Brown April 14, 2022 C-REP Recommendation Updates •Social Workers •Vacant positions: •5 LCSW (Pay range $25.29 –$43.69) •2 Case Managers ($19.80 -$34.21)•Recruitment is ongoing but there remains a national shortage of social workers •Therapists •Received pay raise in September of 2021 •Case Managers •Difficult to compare as there aren’t many similar programs in the state •Still underpaid for the services provided •Following up with HR in next fiscal year, as recommended C-REP Recommendation Updates •Social Worker Internship Program with U of U •Part of our recruitment efforts to create a pipeline to SLCPD •We have a meeting scheduled for next week •Will provide an update in May •Survey Follow Up •C-REP voiced support for an internal implicit bias survey •The survey “shall be developed, administered, analyzed, and disseminated” by a third party. •This still needs to happen and the Department is supportive of it. SLCPD Updates •SLCPD Diversity and Inclusion Training •Consultant groups: •5 of the 6 organizations are interested in participating •Maintaining communication with them •Application deadline is May 27, 2022 •Submission presentations will occur after deadline •Two C -REP commissioners will be invited to join the selection process SLCPD Updates •School Resource Officers –Memorandum of Understanding •The Department continues to meet on this issue •Recently met with City Attorney’s Office and Jennifer Newell, the Senior Advisor for Education to Mayor Mendenhall •We are encouraged by the conversations •Continuing to work with the district •School Resource Officers remain very busy •The district has reiterated they are interested in having more SROs SLCPD Updates •Business Community Engagement Officer •We have selected an officer for this new position •They will be the point of contact for businesses experiencing livability and operational concerns •We are modeling the program from the Long Beach Police Department's community engagement business program •The officer will have a citywide span of management •In time, we want to expand the program to have one officer per patrol division •This program has been well received by business community SLCPD Updates •Community Outreach & Recruitment •We will be selecting a new Community Outreach Officer next week •We are registered for the PRIDE festival in June •Our Community Outreach calendar for Summer is already filling up •Recruitment: •Starting a new class in September •For 2022, we will have 3 basic academy classes, looking to add one more •Departments across the country are reevaluating how they conduct new hire training •Lateral officers now being offered $5,000 hiring bonus •www.slcpd.com/joinourteam
