The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room 335 and members of the public may provide public comment in-person. Welcome and Public Meeting Guidelines Roll Call of Commissioners in Attendance 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. Approve and Adopt Minutes February, March, April, May, June, August, September, October 2022 Minutes Older meeting minutes: June 30, 2021, May 19, 2021, June 16, 2021, February 24, 2021, March 10, 2021, May 5, 2021 • Commissioner Darlene McDonald made a motion to approve and adopt all of the minutes listed. Commissioner Vice Chair Tanya Hawkins seconded. All in favor, none opposed. The minutes listed have been approved and adopted with the change of adding Commissioner Luna Banuri’s accurate attendance. 5. Mayor Visit and Five-Year Priorities Discussion (~15 minutes) Racial Equity in Policing Commission Minutes 2 4/14/2023 2:13 PM • Mayor Mendenhall was in attendance for this discussion. Commissioner Chair Salazar- Hall presented the final Five-Year Plan on behalf of the commission to include subcommittee priorities. Chief Brown has recommended sharing what is ongoing, completed, and implemented. • Mayor would like to understand how 911 Dispatch is currently handling calls and how they are projected to be once the call diversion programs are in place. • Mayor has asked what the future of the body of the REP Commission could evolve into, which the Commission will reflect on and provide a response. 6. SLCPD Chief Update (~25 minutes) Chief Brown may provide update to commission - Introduce Full-time Recruiter o New Recruiter Alanna Lam an HR Employee works with the SLCPD Department, Dorothy Rose Hadlock Community Outreach Officer. o 43 Officers Down 66 Recruits in Training or FTO Hiring another class January and May - Update on Diversity Trainers Selection Process o Presentations from Equality Utah, Legal Equity Advocates, and True Empowering have all shared how groups are marginalized from differing perspectives/communities. SLCPD and REP will consider how all groups can work together in collaboration to cover all basis to include community members testimonials as well as current officers to be a part of training. - Any incidents reports to internal affairs o Audits on Body Camera footage are completed by assessing and auditing 2 videos per each year. Chief Brown shared, an audit consists of viewing the camera and comparing it with reports from dispatch attached. o Chief Brown has reported that there have not been any infractions this year o An incentivization program has been suggested by Commissioner Santini for a passed assessment - Any findings of material noncompliance o SLCPD has been accredited the agency is in compliance with all mandatory standards. - The annual report sent to CALEA 7. Budget Request for Providers (~25 minutes) • Ashley Cleveland and Wendy Isom will lead this discussion. A high-level overview was provided to the Commission in a presentation that covered the outcome of Fleet Block up to date, and the request for funding from the REP to support the ongoing efforts. o The commissioners supported and agreed to put to funding request in their end of year report for voting in the December meeting. 8. Chief Mike Brown Objectives •Salt Lake City Police Department 2022 End of Year report Update on Phase 1 •The recommendations that were implemented in 2021 are in place and continue to be practiced. •We have completed several other recommendations in 2022. •There are still some recommendations in progress Phase 1 Completed Recommendations Completed Recommendations – FTO’s , & Recruitment •FTO’s •103 FTO’s up from 77 in 2021 •14 Different Ethnic Backgrounds represented •Recruitment •The has hired Alanna Lam •Human Resource Specialist with experience in hiring and recruiting •Detective Josh Harris and the Background Unit also facilitate recruitment, job fairs, military recruitment events. Completed Recommendations – Hiring/Promotional Committee •SLCPD now involves selected community and outside agency members to participate in our interview processes for hiring. •Steve Anjewierden was involved in a recent interview promotional process. •The department has established a hiring committee and will continue to use the Department’s core values as a framework for developing the characteristics we are seeking. Completed Recommendations – Mental Health & Co-response teams Completed Recommendations – PCRT •The Department is in the process of establishing the Police Civilian Response Team(PCRT) •Promoted and assigned Lieutenant Mason Givens as the program supervisor. •The department has also assigned Detective Andrew Sylleloglou as the Business Community Engagement Officer (BCEO) •He will serve as a direct point of contact for the business operators and owners in Salt Lake City. Phase 1 In-Progress Recommendations In Progress Recommendations – Request Funding for CIT, & SRO MOU •Crisis Intervention Team training has been expanded to all officers in a patrol function. •SLCPD received a budget increase to facilitate more academies and re-certification classes. •As of November 2022 •535 total officers and sergeants have been trained •49 officers still need to attend training including 20 recruits •School Resource Officer MOU is still being worked on •5 officers and 1 sergeant are still being provided with the intent to make it 10 officers when staffing permits •All other police resources are ready and able to be utilized when the need arises In Progress Recommendations – Modifying IA process, & Training for LEO •Currently Internal Affairs complies with city ordinance requirements for disclosure of Body Worn Camera use and documentation. •To date there have been no incidents of misconduct or improper handling/use of Body Worn Cameras that have been reported to Internal Affairs •The committee met with 3 presenters for Diversity, Equity, and Inclusion training for SLCPD. •Legal Equity Advocates, True Empowering, and Equality Utah •Spoke with retired Sacramento Chief Hahn who agreed to record a video on the history of policing. In Progress Recommendations – Call Diversion, and 911 Script •The Department currently diverts non-priority calls to online reporting or telephonic response. •Once PCRT is online they will begin taking lower-level non- priority calls as well to continue to reduce stress on officers and allow them to respond more efficiently and timely on priority calls. •Dispatch Director Stephen Meyer provided a training for the REPC this year on current protocol and procedure. They are open to exploring new recommendations but feel that their current procedures are in line with current best practice in the industry. •Their dispatchers are trained to recognize key words that may indicate mental health crisis and provide the appropriate response.
