10/13/2022 - Meeting Materials Racial Equity in Policing Commission Agenda 1 10/11/2022 4:07 AM Racial Equity in Policing Commission City & County Building 451 South State Street Cannon Room 335 Regular Meeting Agenda Thursday, October 13, 2022 5:30 p.m. This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items scheduled may be moved or discussed during a different portion of the meeting based on circumstances or availability of speakers. This meeting will be hy brid. The Commission Meeting will have a physical location at the City and County Building in the Cannon Room 335 and members of the public may provide public comment in-person. Commissioners and presenters may join or participate either in-person or through electronic means. You may also watch a recording of the meeting on the SLC REP Commission Meeting YouTube Channel. 1. Welcome and Public Meeting Guidelines Roll Call of Commissioners in Attendance 2. Open Dialogue (~5 minutes) During this portion of the meeting, Commissioners may raise topics and discuss current events that may impact or influence the Commission’s overall work, discussions, and deliberations to provide recommendations to the Mayor and City Council regarding the Salt Lake City Police Department’s policies, budget, and culture. No action will be taken during this section of the meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent agenda for follow-up. 3. Public Comment (limited to 15 minutes) ● Attendees may be provided one or two minutes of time, determined by the number of attendees and the time available determined by the Commission. Please observe the time limit stated at the beginning of the public comment period so everyone may have a chance to speak. ● Per the public meeting guidelines, keep comments free of discriminatory language referring to a person or group based on their religion, ethnicity, nationality, race, color, descent, gender, sexual orientation, disability, age or other gender identity factor. Items or comments that disrupt the meeting, intimidate other participants or that may cause safety concerns are not allowed. 4. SLCPD Chief Update (~10 minutes) Chief Brown or SLCPD representative may provide update to commission. 6. Art Healing Presentation (~30 minutes) Ashley Cleveland, Deputy Director of Community Outreach will provide a presentation. 7. Review of End of Year Draft Report (~ 15 minutes) Equity Manager will provide a presentation. 8. Subcommittee Chair Updates (~ 5 minutes) a. Training – First Monday of the Month 5:30-6pm b. Policy & Practices – Second Monday of the Month at 4-5pm c. School Safety – Third Monday of the Month at 4-5pm d. Application Review – Meets as needed 9. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. SLCPD Chief Update (~10 minutes) Lieutenant Andrew Cluff provided the update to commission on behalf of Chief Mike Brown. - Diversity Trainers Selection Process o Legal Equity Advocates was the first group to present and it went really well as they provided a great overview of what the trainings will entail. o There are presentations upcoming which will be done by True Empowering and Equality Utah. More updates will be provided as these occur. - Full-time Recruiter o HR has completed second interviews this past Monday and an offer has been extended, but it is not confirmed if it was accepted yet. - Community Meetings o Latino Coalition meetings have started back up and have met twice so far. Detective Hadlock is currently working with the NHPI and Refugee community to get those meetings started. o Moana Uluave-Hafoka will connect Commissioner Steven Johnson with Detective Hadlock to discuss a partnership with Utah Black Chamber to host a Black-specific community meeting. 6. 5-Year Priorities Discussion (~ 25 minutes) Equity Manager, Moana Uluave-Hafoka provided a high-level overview of the draft for the REP Commission’s end of year report. - Commissioner Steven Johnson recommends that personal engagement would be best for building community in the forms of town halls/focus groups with a facilitator to guide dialogue. - Commissioner Steve Anjewjerden emphasizes as former law enforcement that it is crucial for REP to host community meetings separate from SLCPD. His insight is for REP to build the bridge between SLCPD and the community to feel comfortable to have interactions. He adds that the more touch points on large and small scales are important in gaining the community perspective and the broad message of their expectations of SLCPD. - A high priority in 2023 is to develop a subcommittee focused on neurodiversity/sensory needs and the overlap it has with policing. This was supported by Commissioners to include as it is a necessary aspect to consider. 7. Open Public Meetings Act and Ethics Training (~25 minutes) Jaysen Oldroyd, Senior City Attorney, will lead annual training. Moana Uluave-Hafoka will share documents with Commissioners regarding this training in a later email. 8. Subcommittee Chair Updates (~ 5 minutes) Equity Manager recommends that the subcommittees will meet on as needed basis. Commissioners present supported this suggestion.
