Minutes are provided in conjunction with the video/audio file. Meeting Materials _________________________________________________________________ Commission Members in Virtual Attendance: Commissioners McDonald, Commissioner Anjewierden, Commissioner Johnson, Commissioner Davis, Commissioner Rev. Davis, Commissioner Hawkins, Commissioner Solovi Commission Members Absent: Commissioners Romero, Salazar-Hall, Sagato-Mauga, and Oomen City Staff in Virtual Attendance: Moana Uluave-Hafoka, Equity Manager; Nate Groves SLCPD; Ashley Litchle, ADA Coordinator; Maria Romero, Executive Assistant to the Chief Equity Officer; Hannah Vickery, Senior City Attorney; Ashley Cleveland, Deputy Director for Community Engagement. Guests in Attendance: Utah State Representative Angela Romero, The meeting was called to order at 5:33 p.m. 1.Welcome and Public Meeting Guidelines 2.Open Dialogue (~ 5 minutes) Commissioner Anjewierden wanted to commend the SLCPD officers who handled a death investigation with sensitivity and balance. 3.Public Comment (limited to 15 minutes) No members of the public were present in-person but Beverly Hawkin sent questions to ask the Chief. 4.Approve and Adopt Minutes February and March 2022 Minutes Older meeting minutes: June 30, 2021, May 19, 2021, June 16, 2021, February 24, 2021, March 10, 2021, May 5, 2021 Did not have quorum to vote 5.SLCPD Chief Update (~ 5 minutes) Chief Brown is being represented by Nate Groves Racial Equity in Policing Commission Minutes 2 3/15/2023 11:52 AM 6.Discussion on Recommendation to Mayor/City Council to Codify Senior Advisor for Education position (~10 minutes) Hannah Vickery, Senior City Attorney, attended to answer any questions the commission may have on this matter. -A legal description and ordinance can be established that job role can roll into other administrations. Recommendations need to be in writing and presented to the council. The only thing governing is that it needs to be in writing and presented to the City Council. 7.Art Healing Fleet Block Presentation (~ 20 minutes) Ashley Cleveland shared that: -The Families have been provided with healing with private grief support as a group -Families have shared a draft recommendation with Mayor for resolutions. -Restorative Justice will be a topic Ashley will cover in a future meeting 8.Missing and Murdered Indigenous Women and Girls Presentation (~20 minutes) Representative Angela Romero presented on community and legislative initiatives regarding MMIW&G. -Resolution May 5th highlighted the statistics on missing and murdered indigenous women. Native women are at higher rates of being murdered. Ran the resolution is murdered and missing and murdered. It is the first resolution that has LGBTQ in the name of the resolution it was important for protection to be broad. -Rep. Romero has emphasized it has been a challenge to have departments agree on statistics of murdered or missing endangered. -Rep. Will send statistics to Moana to share with the group. •Commissioner Anjewierden commented he would like to further discuss a resolution to better identify people of indigenous decent and Latino and Hispanic people because of the disparity of the identification of persons that then causes inaccuracy in statistics and reporting. 9.Mayor’s Office Equity and Inclusion Team Update (~ 10 minutes) Moana will provide a presentation on the current DEI efforts within the city. -Will move to next month's meeting due to time constraints 10.Subcommittee Chair Updates (~ 5 minutes) Priorities for 2022 Policy & Practices – Second Monday of the Month at 4-5pm -With policy and practices subcommittee may support taking on one of these agenda items next meeting Training – First Monday of the Month 5:30-6pm -The training commission is concerned about the park ranger's emphases on ensure that they are going to be safe and adequately trained for safety. -A park ranger supervisor for the park ranger program has been hired School Safety – Third Monday of the Month at 4-5pm -Subcommittee are using them as work sessions going line by line the MOU the recommendations are thoroughly looked at in the document. Jennifer Newell has been meeting with community members and stakeholders to draft that language Racial Equity in Policing Commission Minutes 3 3/15/2023 11:52 AM Application Review – Meets as needed -Commissioner Davis has requested an emailed copy of the Senior Advisor position description to be familiarized with language. 11.TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a.discussion of the character, professional competence, or physical or mental health of an individual; b.strategy sessions to discuss pending or reasonably imminent litigation; c.discussion regarding deployment of security personnel, devices, or systems; and d.investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act.
