4/13/2023 - Meeting Minutes Racial Equity in Policing Commission Minutes Racial Equity in Policing Commission City&County Building 451 South State Street Cannon Room 335 PENDING Regular Meeting Minutes Thursday,April 13,2023 5:30 p.m. The Racial Equity in Policing Commission met in an electronic and in person meeting. Commission Members in Attendance: Commissioner Steve Anjewierden Commissioner Lisia Satini, Commissioner Tanya Hawkins, Commissioner Julia Summerfield, Commissioner Katie Durante, Commissioner Diya Oommen, Commissioner Steve Calbert, Commissioner Jason Wessel, Commissioner Ulvia Guadarrama Commission Members Absent: Commissioner Nicole Salazar-Hall, Commissioner Luna Banuri, Commissioner Verona Sagato-Mauga, Commissioner Darlene McDonald,Commissioner Olosaa Solovi, Commissioner Olivia Joylani Kavapalu City Staff in Attendance: • Michelle Mooney,Equity Manager • Maria Romero, Executive Assistant to Chief Equity Officer • Deputy Chief Victor Siebeneck, SLCPD • Chief Mike Brown, SLCPD • Hassan Abdi, City Council Office Guests in Attendance: Mike Smith,University of San Antonio Texas Representative The meeting was called to order at 5:37 PM 1. Welcome and Public Meeting Guidelines • Roll Call • Welcome HRC Commissioner—Commissioner Jason Wessel was fully appointed and confirmed to serve as HRC representative as outlined by REP ordinance. • CRC Vacancy—Steve Anjewierden has brought forth the Community Recovery Committee (CRC) Grant committee has 2 seats for REP members to serve. Commissioner Calbert expressed interest and will confirm his availability to serve and follow-up with Equity Manager. If not, Commissioner Lisia Satini also expressed interest. 2. Open Dialogue(-5 minutes) 1 10/25/2023 9:25 PM Racial Equity in Policing Commission Minutes o Commissioner Steve Calbert directed a question to Chief Brown on a citizen who has made the request for an officer to attend a community council meeting to provide updates on reporting. Deputy Chief Andrew will communicate internally about the need for officer attendance in those meetings. o Commissioner Jason Wessel has directed a question to Chief Brown on clarification on whether to report crimes to the SLC mobile app. Chief Brown has commented all reports should be filed by calling the non-emergency number or reporting online via www.slcpd.com if an emergency to call 911. 3. Public Comment(limited to 15 minutes) • No guests from the public were in attendance during this meeting. 4. Approve and Adopt Minutes • March 2023 o Motion made by Commissioner Steve Calbert. Seconded by Commissioner Katie Durante.All Commissioners are in favor of approving and adopt March 2023 minutes.No opposition but Commissioner Wessel abstained due to recently being confirmed to Commission. Motion is passed. 5. SLCPD Chief Update(-20-25 minutes) • Chief Brown may provide update to the commission. o Chief Brown has introduced Deputy Chief Victor Siebeneck o Chief Brown has brought forth the efforts of the community during the current floods in SLC. The Civilian Response Team has been activated for traffic mitigation alleviating 15 traffic posts. o Commissioner Tanya Hawkins has asked if there are plans for flooding in Millcreek. Chief Brown has mentioned there are volunteer efforts in place as well as Mayor Mendenhall's efforts with city staff for flood mitigation. 6. Training Budget&Curriculum Recommendation(—50 minutes) • The Commission will spend time discussing a recommended budget and curriculum for the DEI training that will be conducted for SLCPD. o Commissioner Calbert has made a motion to move forward with the Complete Package from True Empowering without the hard copies of training manuals. Commissioner Julia Summerfield has seconded the motion. o Commissioner Calbert has made a motion to amend his vote to include a limited number of hard copies. Commissioner Julia Summerfield has seconded the motion. The motion has passed. o Commissioner Steve Anjewierden made a comment about the executive cabinet training included in the Complete Package for True Empowering. He has commented on possibly excluding the cabinet training. Commissioner Steve Calbert has commented that this is a budget proposal so the Commission should consider all components up front. Commissioner Steve Anjewierden has withdrawn his comment. 2 10/25/2023 9:25 PM Racial Equity in Policing Commission Minutes o Commissioner Lisia Satini commented she approves of digital,however, she would like to support also having hard copies available.Michelle Mooney will confirm the following question with True Empowering. o Commissioner Steve Anjewierden made a motion for history of policing training full package to include videos and up to 4 learning sessions. Commissioner Steve Calbert has seconded the motion. The motion has passed. o Michelle Mooney asked Commissioners what they would like to see covered in curriculum. Commissioners collectively commented on the need to incorporate the diverse communities in the training to include Refugee and New American population, ageism and neurodivergent also recognizing all other disabilities. 7. Review Subcommittee Goals&Priorities(5-10 minutes) a. Training—First Monday of the Month 5:30-6:30pm b. Policy&Practices—Second Monday of the Month at 4-5pm • Commissioner Jason Wessel has commented he will take part in the subcommittee. c. School Safety—Third Monday of the Month at 4-5pm d. Mental Health/Sensory Needs—Fourth Monday of the Month 4-5pm e. Application Review—Meets as needed o Michelle Mooney has brought forth a reminder for the importance of attendance and participation in subcommittees. The Commission would like to still have subcommittees and will prioritize communicating their absences. Michelle Mooney also provided ongoing priorities for the subcommittees. 8. TENTATIVE Closed Session The Commission will consider a motion to enter into a Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including,but not limited to: a. discussion of the character,professional competence, or physical or mental health of an individual; b. strategy sessions to discuss pending or reasonably imminent litigation; c. discussion regarding deployment of security personnel, devices, or systems; and d. investigative proceedings regarding allegations of criminal misconduct. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act. 9.
