This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items
scheduled may be moved or discussed during a different portion of the meeting based on circumstances or
availability ofspeakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County
Building in the Cannon Room 335 and members of the public may provide public comment in person.
Commissioners and presenters may join or participate either in person or through electronic means.

1. Welcome and Public Meeting Guidelines
• Roll Call
2. Open Dialogue(-5 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current events
that may impact or influence the Commission's overall work, discussions, and deliberations to
provide recommendations to the Mayor and City Council regarding the Salt Lake City Police
Department's policies, budget, and culture. No action will be taken during this section of the
meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.
3. Public Comment(limited to 15 minutes)
• Attendees may be provided one or two minutes of time, determined by the number of
attendees and the time available determined by the Commission. Please observe the time
limit stated at the beginning of the public comment period so everyone may have a
chance to speak.
• Per the public meeting guidelines,keep comments free of discriminatory language
referring to a person or group based on their religion, ethnicity,nationality,race,color,
descent, gender, sexual orientation, disability, age or other gender identity factor. Items
or comments that disrupt the meeting, intimidate other participants or that may cause
safety concerns are not allowed.

8. TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session. A closed meeting
described under Section 52-4-205 may be held for specific purposes including,but not limited to:
a. discussion of the character,professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel,devices, or systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code § 7813-1-137, and for other lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act.

The meeting was called to order at 5:37 PM
1. Welcome and Public Meeting Guidelines
• Roll Call
• Welcome HRC Commissioner—Commissioner Jason Wessel was fully appointed and
confirmed to serve as HRC representative as outlined by REP ordinance.
• CRC Vacancy—Steve Anjewierden has brought forth the Community Recovery
Committee (CRC) Grant committee has 2 seats for REP members to serve.
Commissioner Calbert expressed interest and will confirm his availability to serve and
follow-up with Equity Manager. If not, Commissioner Lisia Satini also expressed
interest.

o Commissioner Steve Calbert directed a question to Chief Brown on a citizen who has
made the request for an officer to attend a community council meeting to provide updates
on reporting. Deputy Chief Andrew will communicate internally about the need for
officer attendance in those meetings.
o Commissioner Jason Wessel has directed a question to Chief Brown on clarification on
whether to report crimes to the SLC mobile app. Chief Brown has commented all reports
should be filed by calling the non-emergency number or reporting online via
www.slcpd.com if an emergency to call 911.
3. Public Comment(limited to 15 minutes)
• No guests from the public were in attendance during this meeting.
4. Approve and Adopt Minutes
• March 2023
o Motion made by Commissioner Steve Calbert. Seconded by Commissioner Katie
Durante.All Commissioners are in favor of approving and adopt March 2023
minutes.No opposition but Commissioner Wessel abstained due to recently
being confirmed to Commission. Motion is passed.
5. SLCPD Chief Update(-20-25 minutes)
• Chief Brown may provide update to the commission.
o Chief Brown has introduced Deputy Chief Victor Siebeneck
o Chief Brown has brought forth the efforts of the community during the current floods
in SLC. The Civilian Response Team has been activated for traffic mitigation
alleviating 15 traffic posts.
o Commissioner Tanya Hawkins has asked if there are plans for flooding in Millcreek.
Chief Brown has mentioned there are volunteer efforts in place as well as Mayor
Mendenhall's efforts with city staff for flood mitigation.
6. Training Budget&Curriculum Recommendation(—50 minutes)
• The Commission will spend time discussing a recommended budget and curriculum for
the DEI training that will be conducted for SLCPD.
o Commissioner Calbert has made a motion to move forward with the Complete
Package from True Empowering without the hard copies of training manuals.
Commissioner Julia Summerfield has seconded the motion.
o Commissioner Calbert has made a motion to amend his vote to include a
limited number of hard copies. Commissioner Julia Summerfield has
seconded the motion. The motion has passed.
o Commissioner Steve Anjewierden made a comment about the executive cabinet
training included in the Complete Package for True Empowering. He has
commented on possibly excluding the cabinet training. Commissioner Steve
Calbert has commented that this is a budget proposal so the Commission should
consider all components up front. Commissioner Steve Anjewierden has
withdrawn his comment.

o Commissioner Lisia Satini commented she approves of digital,however, she
would like to support also having hard copies available.Michelle Mooney will
confirm the following question with True Empowering.
o Commissioner Steve Anjewierden made a motion for history of policing training
full package to include videos and up to 4 learning sessions. Commissioner Steve
Calbert has seconded the motion. The motion has passed.
o Michelle Mooney asked Commissioners what they would like to see covered in
curriculum. Commissioners collectively commented on the need to incorporate
the diverse communities in the training to include Refugee and New American
population, ageism and neurodivergent also recognizing all other disabilities.
7. Review Subcommittee Goals&Priorities(5-10 minutes)
a. Training—First Monday of the Month 5:30-6:30pm
b. Policy&Practices—Second Monday of the Month at 4-5pm
• Commissioner Jason Wessel has commented he will take part in the
subcommittee.
c. School Safety—Third Monday of the Month at 4-5pm
d. Mental Health/Sensory Needs—Fourth Monday of the Month 4-5pm
e. Application Review—Meets as needed
o Michelle Mooney has brought forth a reminder for the importance of attendance and
participation in subcommittees. The Commission would like to still have
subcommittees and will prioritize communicating their absences. Michelle Mooney
also provided ongoing priorities for the subcommittees.

• Crisis Intervention Team training has been expanded to all officers
in a patrol function.
• SLCPD received a budget increase to facilitate more academies
and re-certification classes.

Modifying IA process., Sr Training for LEO
• Currently, Internal Affairs (IA) complies with city ordinance requirements
for disclosure of Body Worn Camera use and documentation.
• No issues have been reported to date.
• We are requesting funding to add an additional Investigative Sergeant
to the squad to assist in investigations and improve the average
length of each investigation.
• The committee met with three presenters for Diversity, Equity, and
Inclusion training for SLCPD.
• Legal Equity Advocates, True Empowering, and Equality Utah O
• Spoke with retired Sacramento Chief Hahn who agreed to record a 'SUTA I1v

• The Department currently diverts non-priority calls to online
reporting or telephonic response.
• Police Community Response Team has completed their academy
and field training and are being deployed on non priority, non
dangerous calls.
• Dispatchers are trained to recognize key words that may indicate
mental health crisis and provide the appropriate response. Their
script is developed using the best practices across the nation forTAH

Internal Affairs Sergeant
• We have seen an increase in complaints originating from the
public with regard to officer response and overall services
provided.
• As a result our three current Sergeants have been overtaxed with
the demands to investigate and respond in a timely manner.
• In order to increase our ability to respond to the publics need,
support officer accountability to the public, increase transparency OLIO
and shorten the length of time for investigations we asked for an SA��, LAKE 1y
additional Sergeant in IA.

response and the capabilities it can provide the department.
• Locating a bank robbery suspect and recovering important evidence
• Securing a perimeter point on a bank robbery in progress and ensuring an arrest
• De-escalated a motorist during an assist that was contemplating self-harm and referring her to appropriate CIT and public help resources
• Performed high risk motorist assist on freeway during hazardous weather conditions
• Provided traffic control for large gas leak,freeing up officers for a false active shooter call
• Provided traffic and scene control for recent flooding for 2 shifts
• Changed 2 tires for citizens and 1 police vehicle(new service)
• Performed more than 4 non-emergency lockouts(new service)
• Nearly 10 VIN inspections(new service)
• Performed 3 or more battery jumps(new service)
• Handled out numerous flyers and supported the Pioneer Problem Area crime reduction plan PONCE
• Shoveled snow for 2 city blocks during extreme weather events
• Provided translation services for Spanish speaking victim of sexual assault UTAH

Airport Additional 6 FTEs:
• The Airport is about to open the A course addition with plans
to continue expanding the Airport facilities. As a result we
asked for additional officers to meet the increased demand
for patrol and overall safety of the public and employees at
the Airport
Inflationary Costs: As inflation has increased in the last year.
Overtime Costs: Due to rise in calls for service, we have been OLIC

CREP budgetary items update
Officer Involved Critical Incident response for families
• Ashley Cleveland and Wendy Isom presented to the CREP on this
proposal to provide resources and advocacy to families whose
loved ones were involved in OICI's with police.
DEI presentations for LEO training:
• CREP voted to move forward with the 4 proposals at an overall
cost of $275,950.
• True Empowering was informed and working on a contract
• Chief Haan is ready to go and we are working on his contract as
