This meeting is a discussion among Commissioners and select presenters. The public is welcome. Items
scheduled may be moved or discussed during a different portion of the meeting based on circumstances or
availability ofspeakers.
This meeting will be hybrid. The Commission Meeting will have a physical location at the City and County
Building in the Cannon Room 335 and members of the public may provide public comment in person.
Commissioners and presenters may join or participate either in person or through electronic means.

1. Welcome and Public Meeting Guidelines
• Roll Call
2. Open Dialogue(-5 minutes)
During this portion of the meeting, Commissioners may raise topics and discuss current events
that may impact or influence the Commission's overall work, discussions, and deliberations to
provide recommendations to the Mayor and City Council regarding the Salt Lake City Police
Department's policies, budget, and culture. No action will be taken during this section of the
meeting. Matters discussed during this section of the meeting may be scheduled on a subsequent
agenda for follow-up.
3. Public Comment(limited to 15 minutes)
• Attendees may be provided one or two minutes of time, determined by the number of
attendees and the time available determined by the Commission. Please observe the time
limit stated at the beginning of the public comment period so everyone may have a
chance to speak.
• Per the public meeting guidelines,keep comments free of discriminatory language
referring to a person or group based on their religion, ethnicity,nationality,race,color,
descent, gender, sexual orientation, disability, age or other gender identity factor. Items
or comments that disrupt the meeting, intimidate other participants or that may cause
safety concerns are not allowed.

5. SLCPD Chief Update
• No new updates are available from the department at this time.
6. Updates on Homelessness Policy&Outreach(—30-40 minutes)
• Andrew Johnston,Director of Homelessness Policy&Outreach will provide an update
on the current initiatives regarding the population experiencing homelessness in Salt
Lake City.
7. Commission Retreat(10-15 minutes)
• Equity Manager will provide an update on the upcoming retreat.
8. Review Subcommittee Goals&Priorities(5-10 minutes)
a. Training—First Monday of the Month 5:30-6:30pm
b. Policy&Practices—Second Monday of the Month at 4-5pm
c. School Safety—Third Monday of the Month at 4-5pm
d. Mental Health/Sensory Needs—Fourth Monday of the Month 4-5pm
e. Application Review—Meets as needed
9. TENTATIVE Closed Session
The Commission will consider a motion to enter into a Closed Session. A closed meeting
described under Section 52-4-205 may be held for specific purposes including,but not limited to:
a. discussion of the character,professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss pending or reasonably imminent litigation;
c. discussion regarding deployment of security personnel,devices, or systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah
Code § 7813-1-137, and for other lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act.

The meeting was called to order at 5:45 PM
1. Welcome and Public Meeting_ Guidelines

• No items were brought forth for discussion from the Commissioners during this time.
3. Public Comment(limited to 15 minutes).
• No guests from the public were in attendance during this meeting.
4. Approve and Adopt Minutes
o April2023
o Motion made by Commissioner Darlene McDonald. Seconded by Commissioner
Katie Durante. All Commissioners are in favor of approving and adopt April
2023 minutes. Motion is passed.
5. SLCPD Chief Update(-40-45 minutes)
o Chief Brown may provide update to the commission.
o Lt.Andrew Cluff delivered a presentation on behalf of Chief Brown,
encompassing several key areas as a quarterly update to the Commission. The
presentation included updates on the outstanding CREP Recommendations, an
overview of significant SLCPD budget items,budget requests related to
CREP/SLCPD,and an update on the DEI Community Training.
o Commissioner Darlene McDonald raised two important inquiries during the
session. Firstly, she inquired about the frequency of the DEI SLCPD Training
and whether Commissioners were allowed to attend. Secondly, she sought
clarification on the potential impact of the recent bill SB0283 on the budget
allocated for the DEI Training.
o Commissioner Steve Anjewierden has commented on the social worker shortage
during overnight shifts and weekends. The Commission added progressiveness in
policing with the Civilian Response team.
■ Commissioner Lisia Satini has commented that the commission would
benefit from receiving an itemized budget proposal.
o Commissioner Steve Calbert has commented on budget line items of the
projected increase in budget. Commissioner Steve Calbert commented he is in
favor and would support writing a letter of recommendation to the Council,
ensuring its approval.
6. Discussion on Upcoming REP(—20 minutes)
o The Equity manager will lead this discussion.
o Equity Manager Michelle Mooney has proposed the organization of a
Commission Retreat scheduled for July. She intends to follow up with an email
to coordinate the details of the retreat. This retreat aims to provide educational
opportunities for all commissioners, fostering a deeper understanding of relevant
topics.
