HomeMy WebLinkAboutG 20210024 - 16 of 2020; Related to Proclamation 15: Park & Cemetery Closures1 SALT LAKE CITY EMERGENCY PROCLAMATION No. 16 of 2020 MAYOR’S EXERCISE OF EMERGENCY POWERS RELATED TO SALT LAKE CITY EMERGENCY PROCLAMATION NO. 15 OF 2020 On September 8, 2020, pursuant to her authority under Utah Code Sections 53-2a-208(1)(a) and 53-2a-209(1) and Salt Lake City Code Chapter 22.03, the Mayor of Salt Lake City declared a local emergency due to a hurricane force windstorm in Salt Lake City on September 8, 2020 that caused treefalls and property damage. Under City Code 22.03.030, while the proclamation of local emergency due to the windstorm is in effect, the Mayor of Salt Lake City may exercise certain emergency powers by proclamation. In order to address the emergency conditions created by hurricane force windstorm and protect the citizens of Salt Lake City, the Mayor of Salt Lake City desires to exercise her emergency powers to enact Salt Lake City Emergency Proclamation Number 16 to do the following: 1. Park and Cemetery Closures. Treefalls due to the windstorm in the following parks, open space, and cemetery were significant and are causing dangerous conditions. While the City works to remove the fallen trees, branches, and debris, the following parks, open space, and cemetery are closed to all forms of public access, including, but not limited to, vehicular, pedestrian, bicycle and skateboard access: a. Liberty Park b. Fairmont Park c. Sunnyside Park d. Jordan Park e. Lindsey Gardens f. Richmond Park g. Riverside Park h. Washington Square i. Salt Lake City Cemetery Each closure will remain in effect until the City’s Public Services Department determines that the danger from the fallen trees has been mitigated and a park is safe to reopen. Upon such a determination, the Public Services Department will have the authority to reopen such park without an additional proclamation from the Mayor. 2. Term. This proclamation shall take effect immediately and will be ongoing for as long as Salt Lake City Emergency Proclamation No. 15 of 2020 is in effect, unless this proclamation is amended or rescinded by the Mayor (“Term”) or unless all parks identified in this September 10, 2020 2 proclamation are reopened by the Public Services Department, in which case this proclamation will automatically terminate. 3. Filing and Dissemination. This proclamation will be filed with the Salt Lake City Recorder.
