SALT LAKE CITY EMERGENCY PROCLAMATION
No. 14 of 2020
MAYOR’S EXERCISE OF EMERGENCY POWERS
RELATED TO
SALT LAKE CITY EMERGENCY PROCLAMATION NO. 1 OF 2020
On March 10, 2020, pursuant to her authority under Utah Code Sections 53-2a-208(1)(a)
and 53-2a-209(1) and Salt Lake City Code Chapter 22.03, the Mayor of Salt Lake City declared a
local emergency due to the global outbreak of COVID-19.
Under City Code 22.03.030, while the proclamation of local emergency is in effect, the
Mayor of Salt Lake City may exercise certain emergency powers by proclamation. Between March
12, 2020 and June 11, 2020, the Mayor of Salt Lake City – pursuant to Salt Lake City Emergency
Proclamation Numbers 2, 4, 5, 6, 7, 8, and 11 of 2020 (collectively, the “COVID-19 Emergency
Proclamations”) – exercised emergency powers to address the local emergency related to the
spread of COVID-19 in Salt Lake City. Salt Lake City Emergency Proclamation Number 3 of 2020
addressed a different local emergency (specifically, the 5.7 magnitude earthquake that occurred in
Salt Lake City on March 18, 2020), while Salt Lake City Emergency Proclamation Numbers 9 and
10 of 2020 addressed another distinct local emergency (namely, a civil disturbance that occurred
in Salt Lake City on May 30, 2020). Salt Lake City Emergency Proclamations No. 12 and 13
repealed sections of previous emergency proclamations.
In order to continue to protect the citizens of Salt Lake City from the spread of COVID-19
while maintaining a safe environment conducive to business and commercial activity, the Mayor
of Salt Lake City desires to exercise her emergency powers to enact Salt Lake City Emergency
Proclamation Number 14.
Salt Lake City Emergency Proclamation Number 14 does the following:
1. Rescind Portions of Salt Lake City Emergency Proclamation No. 2. Section 1
of Emergency Proclamation No. 2, which prohibits private or public mass gatherings within the
boundaries of Salt Lake City, is hereby rescinded. Private or public gatherings will abide by any
applicable restrictions on gatherings under the State of Utah’s “Utah Leads Together” plan.
2. Rescind Portions of Salt Lake City Emergency Proclamation No. 6.
a. Section 2 of Emergency Proclamation No. 6, which addresses use of Salt
Lake City’s parks and open spaces, is hereby rescinded. Any users of Salt Lake City’s parks and
open spaces will comply with any applicable restrictions on gatherings or use of parks and open
space under the State of Utah’s “Utah Leads Together” plan.
b. Section 4 of Emergency Proclamation No. 6, which limits the acquisition of
grave sites at the Salt Lake City Cemetery, is hereby rescinded.

c. Effective as of September 22, 2020, Section 6 of Emergency Proclamation
No. 6, which suspends enforcement of certain parking ordinances, is hereby rescinded. Between
the date of this Emergency Proclamation and September 22, 2020, the City shall issue notices and
warnings to individuals not in compliance with these parking ordinances. The suspension on
collections on all other parking ordinances is hereby rescinded, and collections, including
collections of late fees, shall recommence as of the date of this Emergency Proclamation.
3. Rescind Portions of Salt Lake City Emergency Proclamation No. 7.
a. Section 4 of Emergency Proclamation No. 7, which addresses parking self-
contained recreational vehicles on residential streets, is hereby rescinded.
b. Section 7 of Emergency Proclamation No. 7, which closed recreational
areas in Affleck Park and City Creek Canyon, is hereby rescinded.
4. Term. This proclamation shall take effect immediately and will be ongoing for as
long as Salt Lake City Emergency Proclamation No. 1 of 2020 is in effect, unless this proclamation
is amended or rescinded by the Mayor (“Term”).
5. Filing and Dissemination. This proclamation will be filed with the Salt Lake City
Recorder and will be delivered to the State of Utah and Salt Lake County and will be disseminated
to local media.
