HomeMy WebLinkAboutG 20210022 - 15 of 2020; WINDSTORMSALT LAKE CITY EMERGENCY PROCLAMATION No. 15 of 2020 PROCLAMATION DECLARING A LOCAL EMERGENCY Under Utah Code Sections 53-2a-208(1)(a) and 53-2a-209(1) and Salt Lake City Code Chapter 22.03, the Mayor of Salt Lake City hereby declares a local emergency. On September 8, 2020, the Salt Lake Valley experienced hurricane-force winds that caused trees to fall throughout the City, causing property damage, power-outages and street and business closures. This windstorm creates a state of local emergency under Utah Code and City Code. Pursuant to Utah Code Section 53-2a-208(3) and City Code 22.03.010, the Salt Lake City Mayor makes the following proclamation declaring a local emergency: 1. Nature of the Local Emergency. A local emergency exists for Salt Lake City due to the hurricane-force winds and related property damage. This local emergency threatens and affects the entirety of Salt Lake City. 2. Emergency Powers and Operations. The emergency powers and operations of Salt Lake City are hereby invoked and Salt Lake City’s personnel and resources are ordered and authorized to perform all functions authorized by federal, state, and local law to address this local emergency. 3. Emergency Shelter. a. In order to immediately provide shelter for individuals experiencing homelessness during this local emergency, the Mayor waives any land use regulations or prohibitions on overnight shelter at the Sorenson Multi-Cultural Center, located at 855 California Avenue, Salt Lake City, Utah 84104 or another location identified by the Mayor. b. During this local emergency, the Mayor authorizes donations of any volunteer services and time to assist in the staffing and support of the temporary shelter located at the Sorenson Multi-Cultural Center. 4. Post-Emergency Clean-Up. After the immediate emergency of the windstorm ceases, the Mayor authorizes volunteers to begin post-emergency clean up of debris and fallen trees, and will likely exercise additional emergency powers to identify locations to collect and dispose of the debris and fallen trees. 5. Term. This proclamation shall take effect immediately and will be ongoing for thirty (30) days unless an extension is authorized by the Salt Lake City Council by resolution. Sep 8, 2020 6. Assistance. Salt Lake City is authorized to request all assistance available with respect to this local emergency from all federal, state, and local sources and is authorized to activate all applicable mutual aid agreements. 7. Filing and Dissemination. This proclamation will be filed with the Salt Lake City Recorder and will be delivered to the State of Utah and Salt Lake County and will be disseminated to local media.
