MAYOR'S EXERCISE OF EMERGENCY POWERS
RELATED TO
SALT LAKE CITY EMERGENCY PROCLAMATION NO. 1 OF 2020
On March 10, 2020, pursuant to her authority under Utah Code Sections 53-2a-208(1)(a)
and 53-2a-209(1) and Salt Lake City Code Chapter 22.03, the Mayor of Salt Lake City declared
a local emergency due to the global outbreak of COVID-19.
Under City Code 22.03.030, while the proclamation of local emergency is in effect, the
Mayor of Salt Lake City may exercise certain emergency powers by proclamation and on March
12, the Mayor of Salt Lake City exercised some emergency powers pursuant to Salt Lake City
Emergency Proclamation No. 2 of 2020 (with the first proclamation of local emergency, the
"COVID-19 Emergency Proclamations").
On March 18, 2020,the Salt Lake Valley suffered a magnitude 5.7 earthquake and
pursuant to Salt Lake City Emergency Proclamation No. 3 of 2020, the Mayor of Salt Lake City
declared a second local emergency due to the effects of the earthquake and its aftershocks (the
"Earthquake Emergency Proclamation").
The Mayor desires to exercise additional emergency powers under the COVID-19
Emergency Proclamations to: (1)promote City employees' social distancing through the use of
take-home vehicles rather than coming to the workplace to pick up vehicles to take to a worksite;
and (2) limit parking enforcement and collection, to minimize the impact on residents who may
be self-quarantined, and whose vehicles may be parked for extended periods of time on City
streets during the Term(defined below).
The Mayor of Salt Lake City now desires to exercise additional emergency powers under
the COVID-19 Emergency Proclamations, effective immediately and throughout the Term
(defined below):
1. Take Home Vehicles. City Code Section 2.54.030(C)(1)(b) which requires those
employees living outside of Salt Lake City to make a biweekly payment to the City in the
amount of three dollars ($3.00)per mile based upon the distance from the Salt Lake City limits
to ie• ployee's home, is hereby suspended and no payment will be required during the Term.
Any employee who uses a take-home vehicle to drive to and from work should ensure that
/ his/her pers9nal':vehicle insurance also covers the City's take-home vehicle during the times that
i' the employee is not using it for work-related purposes.

a. In order to minimize impact on residents who might be self-quarantined, all
enforcement including,but not limited to ticketing,booting and impounding
vehicles, of certain parking ordinances identified below is suspended during the
Term. Enforcement of all other parking ordinances will remain in effect. The
parking ordinances that shall not be enforced during the Term are as follows:
i. Time Limited Parking on Certain Streets (Ord. 12.56.450)
ii. Using Streets for Storage (City Code 12.56.520)
iii. Using Streets for Storage of Motor Homes, Boats, and Trailers (City
Code 12.56.525)
iv. Enforcement of parking prohibitions in residential neighborhoods
under City Code 12.56.310(B) is suspended in order to allow residents
to park in residential areas without time limitations. Any other
enforcement of City Code 12.56.310(B) that does not apply to time
limitations on parking in residential parking may still be enforced.
b. During the Term, the City will suspend collections on all parking enforcement
actions, which collections will be reinstated upon expiration of the Term.
3, Term. This proclamation shall take effect immediately and will be ongoing for as
long as Proclamation No. 1 of 2020 is in effect,unless this proclamation is amended or rescinded
by the Mayor("Term").
4. Filing and Dissemination. This proclamation will be filed with the Salt Lake City
Recorder and will be delivered to the State of Utah and Salt Lake County and will be
disseminated to local media.
