013 of 1995 - Adopting Downtown Master Plan0 95-1 0 94-34 SALT LAKE CITY ORDINANCE No. 13 of 1995 (Adopting Downtown Master Plan) AN ORDINANCE PURSUANT TO SECTIONS 10-9-303 AND 304, UTAH CODE ANNOTATED, 1953 ADOPTING THE DOWNTOWN MASTER PLAN. WHEREAS, the City Council of Salt Lake City, Utah has held public hearings before its own body and before the Planning Commission and believes it appropriate to adopt the Downtown Master Plan. NOW, THEREFORE, be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. That the Downtown Master Plan recommended for adoption by the Salt Lake City Planning Commission on March 18, 1993 is hereby adopted pursuant to Sections 10-9-303 and 304, Utah Code Annotated, 1953 as amended. The City Recorder is hereby directed to retain a certified copy of the Downtown Master Plan which is hereby incorporated by reference. SECTION 2. Generally the comments about the Plan were supportive. However, there were two groups, namely representatives of the Downtown Alliance and the Real Estate Division of the LDS Church, that had specific questions about the Plan. They suggested delaying the adoption of the Plan so that they could meet with the City Staff and discuss their questions. The Planning and Council Staff contacted the Downtown Alliance and the representatives of Zion Security for the LDS Church, to further discuss their concerns. The discussions were very helpful and the City Staff and representatives of the two groups were able to come to an agreement on minor changes to the Downtown Plan. The following are the text changes to the Plan: Pg. 6 ACTION PLAN: Table Under Actions 2nd from the bottom: Will be changed to read: Create a City Creek Parkway through Downtown • Pg.6 Under Implementing Agencies 2nd from the bottom: City and LDS Church Will be changed to read: City and property owners • Pg.16 Ground Level Glass Delete: Insert to read: At least 40 % non -reflective or reflective glass is required at the ground level on State Street between South Temple and 400 South. • Pg.20 Street System Enhancements: Under last item: Delete: • Pg. 22 Parking Improvements: Under first item: The Zoning Ordinance be changed to reflect parking maximums in the Downtown area rather than minimums.
