AN ORDINANCE AMENDING SECTION 37-6-2. , SCHEDULE 3 PATFS AND
FEES, OF THE REVISED ORDINANCES OF SALT LAKE CITY, UTAH, 1965,
RELATING TO S RATER SERVICE CHARC?ES.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1 . That the sewer charges imposed by Section
37-6-2 , Schedule 3 , Rates and Fees, he, and the same hereby are
amended to read as follows:

(A) The director of Public Utilities may provide for
adjustments as needed to ensure equitable sewer charges. Such
adjustments may be made where excessive quantities of culinary
water pass through the water meter, but are consumed on the
premises and do not enter the sewer system. In each such
instance, the user will. have the burden of providing evidence of
such inequities by showing that the quantity of water not enter-
ina the sewer, but x)acsing through the meter, exceeds 20 percent

(20% ) of the total flow in order to merit such consideration by
the director. Each such adjustment proposed to be made by the
director shall he submitted to the Department of Public Utilities
Advisory Committee for ratification. If said committee does not
act upon the adjustment for thirty ( 30 ) days, it shall auto-
matically be deemed approved at the end of said period . If said
adjustment is disapproved , the director may submit the matter to
the mayor or his designee, whose decision will be final .
(B) Additionally, the director or his authorized represen-
tative may make adjustments under the following conditions due to
faulty inside plurlbina :
( 1 ) When defective plumhina has caused the averaae winter
water consumption to exceed the previous year 's average by
twenty-five percent ( 25% ) or more, there may he an adjustment
made on a pro rats basis. The customer must provide to the
director of Public Utilities, evidence of the plumbing repairs
and the period of time the problem existed , with a. plumber' s
invoice for repairs completed including the dates of final
repair.
(2) When the repairs are accomplished by the customer
rather than by a plumber , dated receipts for supplies purchased
to make the repairs must he submitted together with a letter to
the Public Utilities director.
(3 ) When neither a plumber's invoice nor receipts for
supplies are available, the customer must provide a. notarized

affidavit in letter form, outlining the repairs made, who made
them and when they were completed. If the metered water consump-
tion shows a significant reduction after the repairs, and is
comparable to the usage for the same time of the two proceeding
years, an adjustment may he made.
(4 ) In the event of a customer's unexplainable large
increase in water consumption during the months of November
through March of any year, the director or his authorized
representative may make adjustments to anv account when there has
been a 25 percent (25%) increase or more in usaae during the said
winter months. Anv adjustment will he made only after an in-
depth review of the account has been completed , and based solely
on the merits of each individual request and the circumstances
surrounding the request.
( 5 ) All adjustments will he determined by the sewer charge
of the preceding year. When the charge for the preceding year is
not established on winter average , the charge will he determined
as outlined in Section 37-6-2, Item 5 , "New sewer connections or
change in occupancv. "
